The septic system is under groundwater and needs to be upgraded. We are proposing to install a 1500 gallon S.T.E.P. tank ~vith Quanics floats/controls, a 650 Aerocell unit, and dual 5-~vides trench type drainfield. Two test holes were excavated on the property by Mike Frison P.E. and a monerting well was drilled by Discovery Drilling. The drainfield will be designed around the 30 foot radius of test hole #A. Cmrm~ents regarding the design are summarized as follows: 1. SOILS: See the attached logs which shows the soil classifications and the percolation test results. A groundwater reading was taken from the monitoring well on 6/17/08 and water was at 54 inches below grade. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system. 4. TOPOGRAPHY: As can be seen on the attached design drawing the average topography below the drainfield is a 10-15 percent slope running approximately south to north We are unaware of any adverse impacts this installation would have on adjacent wells or septic systems. In accordance with Anchorage Municipal Code (AMC) 15.65.060(A)(2)(b), a subsurface disposal field may not be located where the water table during any season of the year will be within four (4) feet of the bottom of the absorption area. Due to the nonconformance with AMC 15.65.060(A)(2)Co), a STOP WORK notice has been posted on the subject property. Based on our conversation this morning between 8:00 and 8:30 AM, you have agreed to install a perforated monitoring tube south of the south absorption field and six (6) feet below the bottom of the north absorption field, and perform groundwater monitoring for seven (7) days. You have also agreed to notify this office 24 hours prior to monitoring tube installation, so a representative from this office may be present during excavation and installation activities. This letter serves as notice that you have permission to use the necessary equipment to perform the monitoring tube installation. In addition, you may perform site grading activities as discussed. All other conditions of the STOP WORK notice remain in effect, including, but not limited to, house construction, water well installation, and utility installation. In addition to the wastewater treatment, the proposed project will consmtct a residential 3 bedroom home and a supporting private well. The existing site is currentiy undeveloped and generally slopes from the south~vest to the northeast comer of the lot. The area around the lot is relatively undeveloped with only one residential on-site wastewater treatment system, located directly to the south, requiring consideration during layout of the on-site utilities. The 100 ft setback between the on-site private well and on-site private wastewater treatment system has been met. The setbacks requirements to surrounding private wells and private septic systems have been met as well. There are no known Class A, B or C wells within 300 ft of the site. The percolation test was performed by Anchorage Water aud Wastewater Consnimnt's, Inc. in August of last summer. The results of this test indicate a percolation rate of 5.5 min/inch and a water table at 8.1 f~ below existing grade. However, the surface organics have been removed from around the proposed septic system area and the ground water reestablished at 16.0 ft below grade. With these results it has been decided that a deep trench system will be most suitable (see the attached design). The design of the septic absorption area allows for the required 4 fl of separation between the bottom of the system and the water table as well as an additional 2 ft buffer as the percolation test was not performed on May 15th or October 15a~. The layout of the site also allows for an alternate drainage field meeting the setback requirements as stated in the MOA handout. The proposed design of the private well and on-site septic system is not anticipated to adversely effect the development of the surrounding properties. There are a nmmber of lots within Bear Valley that are currently under replat as part of a MOA project. The proposed site is one of these lots. The plans are reflective of the proposed replat that is schedule to be adopted this year. Throughout the tqrm of this Memorandum of Understanding, the Owner shall maintain AWWTS in good repair. In addition, it shall bethe responsibility of the Owner during the term of this Memorandum of Understanding, and any extensions or renewals thereof, at the owner's sole expense, to pay 'for any and all: (I) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, ~*nd (5) inspection costs. Owner agrees that the relevant provisions of the standard specification guidebook for AWWTS is the governing professional guidelines for the construction, maintenance and rel~air of the Owner's AWWTS. 7, Nonwaiver. The failure of either party at any time to enforce a provision of this Memorandum of Understanding shall in no way constitute a waiver of the provisions, nor in any way effect the validity of the Memorandum of Understanding or any part hereof, or the right of such party thereafter to enforce erich and every provision hereof. 8. Amendment. A. This Memorandum of Understanding shall only be ameuded, modified or changed by a writing, executed by authorized representatives of the parties, with the same formality of this Memorandum of Understanding was executed and such writing shall be attached to this Memorandtm~ of Understanding as an amendment. B. For the purposes of any amendment modification or change to the terms and conditions of this contract, the only authorized representatives of the parties are: Anchorage: Puroh~sing C. Any attempt to amend, modify, or change this contract by either an unauthorized representative or unauthorized means shall be void. 9. Jnrisdietion: Choice of Law, Any civil action arising from this Memorandum of Undemtanding shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the parties under this Memorandum of Understanding. 10. Severabilitv. Any provisions of this Memorandum of Understanding decreed invalid by a court of competent jurisdiction shaI1 not invalidate the remaining provisions of the Memomndtml of Understanding.
