The leach field passed testing on 8 / 2 / 21 for a 3 -bedroom system. The proposed upgrade will serve the existing 3 -bedroom house. The property is scheduled to sale as soon as the tank is replaced. The adjacent lots are developed and are served by private wells. There is no surface water within 100' of the proposed tank. The new tank will be outside any protective well radii. Ref: Proposed Drainfield Upgrade for Rabbit Creek Heights S/D; Block 8H, Lot 9B, To whom it may concern: The existing two (2) bedroom house is served by a private well, and an Advantex advanced treatment septic system supplemented with a NoMound enclosure to artificially lower the groundwater table below the drainfield. The septic system was designed/sized for three (3) bedrooms. Prior to design and installation of the system in 2003, the MOA had previously rejected the design for a lined Intermittent Dosing Sand Filter system (with a secondary drainfield) prepared by another engineering firm, because the MOA (after a site visit) determined that there was not two feet of unsaturated receiving soil. At that time the MOA required that there be 2 feet of unsaturated receiving soil below the drainfield and would not allow the use of imported structural fill solely to create separation to groundwater. The owners had constructed a home on the property; however, the MOA would not issue them a well permit or allow the use of a holding tank. In short, they had a home without water/sewer service. The MOA indicated that they would only issue a well permit if the owners installed an experimental septic system/technology termed NoMound TM. Since that time, the MOA has changed their policy regarding the use of structural fill systems, which has made the NoMound technology obsolete. The owners are currently under contract to sell the home in the summer of 2014. It is agreed by all parties (seller, buyer, GEG, and the MOA onsite department) that converting this system from a NoMound drainfield to a trench in structural fill (using the existing mounded soil) is a desirable objective. This will allow for the system maintenance to be performed solely by any of the Orenco service providers in Anchorage without having to deal with the obsolete and unique aspects of the NoMound system. The design is based upon conversations Jay Crewdson, P.E. and I (Jeff Garness, P.E.) had during, and after, several site visits together on the property. Original NoMound drainfield sizing: The original NoMound drainfield design was based upon a soil percolation test performed by Steve Pannone, PE, which indicated a percolation rate of 45 minutes per inch. During the 2003 installation of the system, we became suspect of the soil permeability and decided to run a second percolation test. Our test indicated a percolation rate of 96 minutes per inch. For an advanced treatment system, this would normally dictate an application rate of 0.5 gpd/ft2. Discussions took place between Jeff Garness and Dan Roth regarding the application rate. It was decided that since a 60 min/inch percolation rate would allow an application rate of 2 gpd/ft2 and a 61-120 min/inch percolation rate would require an application rate of 0.5 that some compromise could be made for the application rate of a soil "perking" somewhere between 60-120 min/inch. In short, it seemed illogical to require 225 ft2 of drainfiled if it "perked" 60 min/inch and require 900 ft2 of drainfield (a fourfold increase in size) if the soil "perked" at 61 minutes per inch. In reality, the soil perolcation rate was probably a combination of Pannone's 45 min/inch soil and the the 96 min/inch soil encountered in the GEG test hole north of the drainfield. It was agreed (between Roth and Garness) that the drainfield size would be the average between 225 ft2 and 900 ft2, or 562.5 ft2. In short, the existing drainfield inside the NoMound enclosure is sized for three (3) bedrooms and was approved by the MOA in 2008. 2. New drainfield to be constructed within the existing mound. After discussion with MOA engineer Jay Crewdson, P.E. it was agreed that we would excavate a trench (5 -wide) down to the top of existing NoMound enclosure. We will then cut through the filter fabric, liner, insulation that comprise the NoMound enclosure over the top of the existing bed. This will provide an avenue for effluent from the proposed trench to access the drainrock in the existing bed and migrate throughout its 600ft2 area. In short, the bottom of the new trench will lie directly over the drainrock in the old NoMound bed. We will then fill the trench (over the exposed drainrock in the old bed) with MOA sand filter material as necessary to create separation to groundwater. 3. Groundwater elevation below the existing drainfield. During the week of February 23, 2014 we shut off the air supply to the NoMound enclosure and let the water under the system rise. During that time period it was our understanding that the house was vacant and little to no water was being used. Prior to that time, throughout the winter, water was being run in the house (about 130 gallons per day) per our directive, to keep water flowing to the NoMound system to prevent the pressure line from the Orenco pump vault to the drainfield from freezing. Once the system was depressurized, and the water below it allowed to stabilize/rise, the elevation of the "groundwater" below the drainfield via the existing monitoring well. We confirmed that the drainfield is dry and that the groundwater elevation was slightly below the top of the sand in the drainfield. The "groundwater" level is likely very conservative because it also represents water that is mounded under the drainfield from water usage in the residence. The "groundwater" level is consistent with the MOA groundwater readings in Pannone's TH #2, groundwater 5/5/2000, which indicated that groundwater was 3.0 feet below grade. Per our record drawings of the NoMound install, the top of sand in the drainfield was 3.1 feet below the highest original grade elevation. We are proposing to install the top of sand (bottom of drainrock) in the new trench at an elevation that is 5 feet, or higher, than the groundwater level encountered in the monitoring well, which should be consistent with the groundwater readings taken by the MOA on 5/5/2000. 4. Condition of drainfield inside the NoMound enclosure: While the NoMound was depressurized, we were able to confirm that the drainfield is dry. As stated previously, although the home has been vacant all winter, they had left a sink running 24 hours per day to insure that no freezing occurred in the septic piping. We had measured and timed the flow and determined it to be about 130 gallons per day. It is reasonable to believe that the drainfield is in excellent condition because the MOA sand beneath (2+ feet thick) it is capable of accepting 6 gpd/ft2 of CAT III effluent and the drainfield, which was sized based upon the underlying (96 min/inch perk) silt. In short, the accepting sand surface area is oversized by a factor of 12. Another 3701 E. In short, the size of the sand liner under the drainfield and the warm aerobic, environment (due to air injection) has insured that the old drainfield will accept the effluent from the new drainfield. 5. Additional absorption area below the structural fill. The treated effluent from the existing Advantex treatment system will flow into the new drainfield, pass through the imported sand and flow into the existing NoMound drainfield. In the event that not all of the effluent is absorbed in the existing drainfield, there are useable soils outside of the enclosure. Prior to the installation of the NoMound system, a large area (-72 feet long by —33 foot wide area) was excavated and all overburden and organics were removed and the NoMound system and existing drainfield were installed. Around the perimeter of the Nomound liner (more than 6 feet around the perimeter), clean pit run gravel mixed with some native silt were place over and around the excavated perimeter of the NoMound enclosure. Some of the effluent discharge into the new trench will migrate laterally out of the imported sand and move throughout the bed area into the existing mound area. The area outside the NoMound enclosure that should provide additional absorption area that is roughly 1,200 square feet. In short, there is an ample amount of absorption area inside the existing NoMound bed and under the fill prism to insure absorption of 450 gallons per day (18.75 gallons per hour because effluent is discharged from the CAT III system using a timed cycle). The reality is that, rarely is a home occupied by two people in every bedroom and the gpd usage estimates established by code were for an era when water conservation was not a factor. Modern dishwashing machines, clothe washing machines, toilets, sinks, (act.) all are designed to be more efficient in terms of water usage. The reality is that this home will likely never discharge more than 250 gallons per day to the septic system, which equates to about 10 gallons per hour in the drainfield. wwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwwww Upgrades to Existing Drainage Swale: There is a drainage swale on the property that was constructed by Mike Anderson in the past to divert intermittent run-off that flows onto the adjacent property during intense rainfall events, winter "Chinooks", and snowmelt events. Prior to construction of the swale, the run-off would flow directly into the septic system area. As discussed during our recent site visit, the flow is intermittent, so it will not be treated as a surface -water. After the installation, when fall rainfalls occurred, it became apparent that water surfaces from the side of the cutbank near the southwest comer of the house and forms a stream that runs downhill and west of the Advantex tank and the NoMound drainfield. The stream is immediately adjacent to both the tank and field. I informed the owners (in the fall of 2003) that this surface water encroachment must be eliminated before I can complete the asbuilt documentation of the septic system. The most viable solution appears to be intercepting the surfacing water and diverting it into the curtain drain that runs behind the house. Attached is a copy of the partially completed asbuilt package. As soon as the surface water issue is resolved I will finalize the asbuilt package. NoMoundTM groundwater control system used in conjunction with an AdvantexTM Treatment System. To whom it may concern: 1. GENERAL: The subject lot has a three (3) bedroom single-family residence with no well or onsite septic system. The owners are currently hauling water and using a portable toilet. Two test holes were excavated on the property and logged by Steven R. Pannone, P.E. (see attached). Mr. Pannone applied for a well and septic permit in 1996, but was denied the permit due to high groundwater that was measured by your department. According to Mr. Pannone's soils logs, the percolation rates were found to be 45 and 48 minutes/inch between the depths of 5 to 6 feet. On 6/25/2003, we checked the groundwater level in Test Hole #2 and found the level to be at 5 feet below grade. The owners of the property have installed a curtain/french drain along the south lot line, uphill from the test holes. The curtain/French drain may be "drying" out the lot, however we are assuming the high groundwater level to be at 2 feet below grade. Based upon the high groundwater level, we are proposing to install a NoMoundTM system with a Advantex Treatment System. 2. ADVANTEXTM TECHNOLOGY: We are proposing to utilize a class III AdvantexTM treatment system and a drainfield that has an absorption area of 225 square feet. This size drainfield will serve a three bedroom house that as the percolation rate between 30 to 60 minutes per inch. We are proposing to install a NoMoundTM enclosure over the proposed drainfield so as to control the groundwater level below the drainfield. NoMoundTM TECHNOLOGY: The NoMoundTM enclosure (PVC liner) will be placed to a depth of five (5) feet below the bottom of the drainfield. The enclosure is equipped with what is termed an "air bleed & field check well' (ABFCW). The purpose of the ABFCW is to vent off the excess air that is introduced into the enclosure via the air blower (17 watt Gast blower very similar to what is used for the Orenco ISF systems). The top of the screen is set at a depth of about 4.25 feet below the bottom of the drainfield inside the enclosure. With the top of the ABFCW set at this depth, in the event that the water table rises above the top of the ABFCW screen, there is no way for air to escape from the enclosure and the water table cannot rise. The only way for the water table to rise is for air in the enclosure to be slowly saturated into the water. Per the NoMoundTM patent holder, they said that in the event of a compressor failure, the enclosure would maintain the required vertical separation distance for a period of days. This is one of the safety features that help to ensure that groundwater is not encroached upon. If the water level rises to within 4 feet of the bottom of the drainfield, a float switch in the "high level alarm assembly" rises and will complete a circuit in the Orenco AdvantexTM panel that will indicate a system alarm. The Orenco Vericom system will then notify Anchorage Tank & Welding, and AKWWC of a high water condition in the enclosure. A technician will respond to troubleshoot the problem. 4. TRENCH DESIGN: a. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Agreement or any part hereof, or the right of the Municipality thereafter to enforce every provision hereof. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage.
