ANCHORAGE, ALASKA 99516 Dear Sirs: The purpose of this letter is to provide the required design narrative in support of our application for a permit to install a 4000-gallon holding tank of Lot 23, Block 10, Rabbit Creek Heights S/D. The existing soil absorption bed is presently flooded with groundwater. A site plan as well as design drawings and specifications are enclosed for your review. We are also requesting a waiver allowing the proposed holding tank to be as dose as 40 feet from existing drainage ditches that carry surface water. The lot is poorly drained and is traversed by several small drainage courses. All of the adjoining lots are undeveloped, presumably because of unsuitable soil conditions. The soils logs prepared prior to the installation of the soil absorption bed currently serving this lot (that was permitted by DHHS in 1985) clearly demonstrate the presence of a shallow groundwater table. On May 21, 2002 1 met on site with Dan Roth and Joe from your office to discuss the options to bring this lot's wastewater disposal system into compliance with code, so as to allow issuance ofa HAA certificate. All agreed that the only feasible option will be to install a holding tank, which will entail issuance ora waiver allowing the tank to be within a straight line distance of 40 feet from surface water. To facilitate issumace of the waiver the enclosed plan calls for final grading to create a zigzag swale such that the surface flow path betweqn the tank and surface water exceeds 100 feet. The topography of the lot slopes generally dowaawards towards the north at approximately 15% The proposed 4000-gallon holding tank is oversized to reduce the frequency of necessary pumping. This will also allow the incorporation of a larger remaining available volume between the time the high level alarm signals the need for pumping and the tank actually being full. This will reduce the possibility of the tank overflowing before a pump truck is able to make it up to the property, which cma be difficult to access in winter. Unlike most septic tanks, which are fabricated out of 12 gage or 10 gage steel, the proposed holding tank will be fabricated out of 3/16" steel. This thicker steel, when coupled with a bituminous coating should make the holding tank remain watertight considerably longer than any normal septic tank. Once the proposed holding tank is installed the presently existing sub-standard enviromnental conditions will be significantly improved. The existing septic tank is now over 17 years old and possibly leaking. The partially treated effluent from the septic tank is discharged into an absorption system that is inundated by groundwater. With proper installation and maintenance this present source of gromadwater contamination will be eliminated. By creating the proposed 100-foot flow path between the tank and surface water by means of a zigzag swale, the intent of the regulatory separation distance requirement will be preserved. For the above reasons I believe that the requested waiver can be safely granted without concern as to the proposed holding tank having an adverse impact on public health. The proposed project will have no significant impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor in my opinion will it have any significant impact on reserved space-surface and subsurface, or on drainage. An ancillary part of the project is to rebuild approximately 100 feet of curtain drain to eliminate a surface flow drainage ditch and to create a dry drainage path extending 100 feet downhill of the new holding tank. 1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the constmcfion. 2.0 Holding Tank: 2.1 The existing 1000~gallon septic tank must be properly abandoned by thoroughly pumping, removing the top and backfilling with soil. 2.2 The new 4000-gallon Municipally approved holding tank shall be installed in the approximate location shown on the site plan. Tha tank shall be set level on undisturbed soil and buried a minimum of 5'feet below final ground surface to prevent flotation. The contractor should be prepared to de-water the excavation, if necessary. 2.3 To provide the maximum amount of unsaturated backfill, the top of the holding tank shall be set approximately 6' below the level ofthe top of the foundation. Additional fill material shall be hauled in, as necessary to bring the finish grade up to result in a 5-foot backfill depth over the tank. The fill slope down to original ground on the west side of the tank shall not exceed 2:1. 2.4 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot. A cleanout shall be installed prior to the 90 degree ell fitting upstream of thetank 2.5 The holding tank shall be equipped with a low voltage, high level float that triggers an approved visible and audible alarm mounted inside the residence. The float shall be positioned to trigger the alarm when the fluid depth is approximately 57 inches above the bottom of the tank, thereby leaving 600-800 gallons of capacity remaining in the tank at the time the alarm first sounds. 3.0 Curtain Drain and Drainage Swale: 3.1 Prior to installation of the holding tank the contractor shall rebuild and relocate the existing curtain drain along the east side of the property to eliminate all surface flow in this ditch and also aid in dewatering the proposed site for the holding tank. The recommended procedure to accomplish this is to excavate a narrow ditch approximately 4 feet deep, line it with filter fabric, install 4" diameter perforated drainage pipe bedded in sewer gravel to a depth of approximately 1 foot below ground level, then fold the filter fabric over the gravel before backfilling. The actual procedure used will be left up to the discretion of the contractor. The only curtain drain inspection will be verification by the engineer that the surface flow drainage ditch has been successfully eliminated. 3.2. After installation of the homing tank the contractor shall provide surface grading to create a dry zigzag swale resulting in a 100-foot+ long surface flow path downstream of the holding tank before reaching surface water. 4.0 Inspections: 4.1 A total of 3 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the tank has been set level in the excavation and the piping connected and alarm installed, but prior to backfill, and (3) after final backfill and grading is complete. 4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. Rabbit Creek Heights Subdivision District 7 Street Improvements Construction Division File No. 85-C-27 This problem is a r~sult of a Road Improvement Project which involved construction and reconstruction of drainage ditches, installation of culverts, and some road reconstruction in the Rabbit Creek Heights Subdivision. The project was designed by Centrum Engineers at the direction of Public Works. Contractor is Northway Development with construction inspection and administration done by Morrison-Knudsen Company for Public Works. Work on Robert Drive in front of Kulovaney's property involved cleaning out and reshaping the drainage ditch alongside Robert Drive. Prior to construction, the ditch was flowing a significant amount of water. Residents in the area have indicated the ditch runs year-round. Construction plans showed all ditch work to be within the right-of-way. Construction survey was performed by Centrum who also did the design. New work was performed within the right-of-way shown on the plans, and has since been completed in the area. During the ditch re-construction in front of Kulovaney's property, a corner of what appeared to be a leach field, was exposed. As this apparently was a violation of the Municipality's ordinances, Susan Oswalt of Environmental Health Office was notified. After turning the problem over to Environmental Health, apparent that a survey problem exists in the subdivision no one is sure exactly where the various properties and way are in relation to each other. it became such that rights-of- If the survey information used for the new road and drainage construction is correct, then the Kulovaney spetic system lies within the street right-of-way. It appears at this time that the only way to establish where the various properties and rights-of- way are is to perform a complete survey of the subdivision, a very costly task. The septic system has been constructed, and is in substantial compliance with the design drawings which were approved by DHEP. Before final approval ia given for this system and before the final Health Authority Approval is granted, the following items must be addressed: Final construction of the curtain drains must be completed. ,Some of the lower portions of the curtain drains could not be completed due to the seasonal unavailibility of baskfill materials and due to the extremely hazardous road conditions near the site. Completion of the curtain drains can be accomplished in the spring when the site conditions ore favorable. Final grading of the area of the mound cannot be completed due to the frozen nature of the soils. The final grading can be accomplished in the spring after the soil has thawed sufficiently. The wet1 is intermittently artesian. In order to help control the water flow, a lined depression was left around the well casing. The well casing was sealed below ground, just above the pitless adapter. §afore the Health Authority Approval can be granted the depression must be filled and the site graded to allow surface water to drain away from the casing. A sanitary seal must be inetalled at the top of the casing, in addition to whatever seal has been installed below the surface level. Also attached are the results of the three percolation tests which have been run at the site. As you can see from the percolation tests, there is shallow groundwater at the site. The curtain drains which are shown on the drawing were installed earlier this year. The upper drain was installed in the spring, and the lower drain was installed during the summer months. The drains have worked very effectively to control the surface and near surface groundwater. The table below show the results of our monitoring. The design we propose is a shallow bed system, with the cover mounded above original ground level. The organic soil at the site of the system will be removed and backfilled with 3.0' of pit-run silty sand. The absorption bed will be constructed above the beskfilled sand. The natural aoil below the sand is silty gravel which has a percolation rate of 53 minutes per inch. Tho sand fill will be protected by an impermeable barrier which will help control any groundwater intrusion. The impermeable barrier will be both up and down slope from the drainage bed, which will prevent effluent from dsylighting on the slope. We are satisfied that this design will protect the groundwater in the area of the absorption field. The checklist item in question is regarding the size of the absorption field under Item C. of the checklist. The length and width of the field were given on the checklist as 44' and 22' respectively. These dimensions are for the actual excavation, not for the gravel bed itself. Since the excavation is based on the receiving soil (rated at 318 sq.ft./BR), its size is 22' X 44'. Thegravel bedsizeis basedon the sand fill (ratedat 150sq. ft./BR) and is sized at 15'X 30'. The excavation size was entered on the checklist by mistake. The correct length of the "field" is 30'. The correct width of the "field" is 15'. The attached sketch shows the relationship described above.
