SPECIFICATIONS & DESIGN GUIDELINES

Wastewater System Sizing: This is an existing/bedroom home. Most of the neighboring
lots are developed. The current septic tank has failed-the seepage pit still functions. These
lots are near a 1/2 acre and are served by the public water.No adverse impacts are expected
from tank replacement. The easements are depicted on the lot. The slope is indicated in the
area of the septic system. The owner requests a 1250 gallon replacement tank.
Specification Requirements: All components and work must comply with the
Municipality of Anchorage Specifications(AMC) & State of Alaska Drinking Water
Regulations and Wastewater Regulations.
• New 2- compartment, 1250 gallon septic tank. Watertight couplings on inlet& outlet.
• 5' minimum between the tank and bed. 10' to property lines.
• 4' of cover or insulation is required for tank; an equivalent of 1" insulation for
1' foot soil cover. Minimum of 2' soil with insulation. Tank& solid pipe must be
set on well compacted, stable soil.
• 4" diameter cleanouts with airtight caps are required 1' to 4' from foundation wall,
prior to any 90 degree bend in 4 inch line, in each tank compartment, and two adjacent
opposing cleanouts between the tank and the absorption field, not more than 10' from
the tank positioned to provide cleanout access towards the tank and towards the
absorption field.
• All cleanouts must extend to at least ground level.
• In solid pipe runs, ASTM D-3034 may be used in lieu of cast iron.
• Insulation must be placed over any pipe installed under driveways or parking areas.
• Approved pipe materials include cast iron, PVC ASTM D3034, PVC ASTM F789,
ABS ASTM D2661,
• Sewer Service Line is minimum 2% slope.
• Septic Tank to be pumped every two years or when required.
• Insulation board to be extruded direct burial polystyrene (Dow Styrofoam HI/equal)

5. STATEMENT OF INSPECTION BY ENGINEER
As certified by my seal affixed hereto and as of the validation date shown below, I verify that my investigation, based on procedures outlined
in the Certificate of On-Site Systems Approval Guidelines for this application, shows that the on-site water supply and/or wastewater
disposal system is (are) safe, functional and adequate for the number of bedrooms and type of structure indicated herein. I further verify that
based on the information obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water supply
and/or wastewater disposal system is(are)in compliance with all applicable Municipal and State codes, ordinances,and regulations in effect at
the time of installation.
In conducting an adequacy test,I attempt to provide a thorough,conscientious engineering analysis of the system in accordance with MoA COSA
guidelines and regulations.The reported results describe the performance of the system under the conditions encountered at the time of the test,
and separation distances measured to readily identifiable features. The operational life of all wells and septic systems depend on the local soil
condition,ground water levels that may fluctuate during the year,and the water usage of the family being served by the system.These conditions
are outside the control of the evaluator of this system. All systems eventually fail and satisfactory test results do not guarantee future
performance of the system,nor do they guarantee that there are no hidden defects or encroachments.Therefore we cannot provide any warranty
for future performance, nor can we estimate remaining life of the system. The content of this report is for the sole benefit of the owner listed
above.

Number of Bedroom Waiver Request
Ladies and Gentlemen:
I am writing to request a waiver be granted for the drain field size for the number of bedrooms.
History
The septic system was constructed in the summer of 1970 for a three bedroom house. The septic system
consisted of a concrete single compartment Wallace tank and a seepage pit (crib) 19 feet long and eight
feet wide with two concrete rings, for a total absorption area of 324 sf. The system was approved by the
Health Authority on August 10, 1970. In April of 1977, a test was performed on the drain field and it was
rendered "failed". It was recommended that a 20' long by six foot effective depth drain field be installed
adjacent to the crib. A permit was issued for this upgrade on April 20, 1977. There is no record of this
upgrade trench being installed. An operation test was performed by Robert Schafer, P.E. in November of
1983. Mr. Schafer concluded that the system was able to absorb in excess of 600 gallons per day and the
system was functioning adequately. Mr. Schafer noted in September of 1985 on a Health Authority
Approval (HAA) request the in "Based on MoA records & adequacy test in 1977, 1983 we believe the
system to be upgraded I.A.W. MoA spec in 1977." The HAA was approved by your department on
September 17, 1985. On February 22, 2013, Mr. Ken Duffus, P.E. performed an adequacy test on this
system. He introduced 650 gallons of water into the system. Water levels rose 21 inches during the test
(approximately 31 gallons per inch) and absorbed all but 1.8" (55.8 gallons) of the water in 1320 minutes
or a rate of 63 minutes per inch. (Writers Note: at the measured rate, the remaining 1.8 inches would
have been absorbed in 113 minutes...lndicating the system is able to absorb greater than 600 gallons in
1440 minutes.) He noted on the COSA that there was "no evidence of the 1977 permit of 20' trench
extension was found during our inspection. 1977 permit does not indicate construction or inspection were
performed." I performed a visual inspection in July of 2017 and found the system to be dry. A new 1250
gallon septic tank was installed by Dean Construction and inspected by Steven Eng, P.E. in August of 2018.

Testing
PES performed an Adequacy Test on March 8, 2018 in accordance with the January 23, 2018 adopted
Code. The Property Information Card indicates the house has four bedrooms. A 1250 gallon septic tank
was approved for installation in august of 2017. We performed the test for a four-bedroom house. At the
beginning of the test, the system was visually inspected and measurements made. PES noted a new 1250
gallon septic tank had been installed and that the house is unoccupied. PES noted that water was dripping
into the crib when we inspected the system. We estimated the flow at approximately 0.5 gpm (720 gpd).
We did not presoaked the drainfield due to the constant inflow of water from a leaking fixture in the
house. The water level in the monitor tube of the crib was measured to be 8 inches deep at the beginning
of the test. PES added 600 gallons of fresh water from the house's hose bib. Water levels were noted
during the induction of the required fresh water. The water levels in the crib rose 12 inches during the
induction of water at a rate of 6 gallons per minute. We monitored the system for 2 hours (240 minutes).
The water levels returned to the original 8 inches during the monitor period. This drain field is able to
accept greater than 600 gallons per day and if functioning adequately for four bedrooms.
Waiver Request
I am requesting a waiver be granted to approve this system for a four bedroom house. The new approved
tank is adequately sized for four bedrooms (1250 gallons). The original drainfield was sized at 324 sf. It is
unknown if the 1977 upgrade was installed or not. There is no evidence of its existence, other than the
system is functioning after 48 years adequately for a four bedroom house. The soils in the vicinity of this
property have been logged as good sands and gravel with a deep water table and no bedrock. There is
adequate room on this lot for an upgrade field based on 188 sf per bedroom for a conventional system
and 4 gpd/sf using an AWWTS that meet the current code. This system has been operating as a four
bedroom house for an unknown period of time with no apparent issues. It has passed three adequacy
tests absorbing greater than 600 gallons per day on each of those tests. In my opinion, this system will
continue to operate adequately for a four bedroom house for the foreseeable future, and there is room to
upgrade this system when the time comes. By granting this waiver, and approving this system for a four
bedroom house will not affect the future development of the surrounding or existing lots, nor endanger
the health and safety of the public.

A sewer system adequacy test was performed on the system located
on the referenced property, as you requested. The septic tank was
_pumped and verified to have a capacity of 1000 callons. The
seepage pit was charged with 1000 gallons of fresh water and
after a period of 24 hours 614 gallons had percolated out of the
crib. It can be concluded from this test that the waste water
disposal system serving the three bedroom residence located on
this property is currently functioning ~adequatelv. However,
th~ system cannot be guaranteed against subsequent failure.
