The attached site plan identifies the location of the home as well as the proposed septic location. The ground surface on the lot is generally flat. There are no slopes greater than 25%. Due to soil and groundwater restrictions, the proposed will be a Cat III Advantex system. All pipes that are part of the old system that are no longer in use will be removed. While doing some ground work the old septic tanks were found, and they will be filled with rock and abandoned in place. During the excavation of the test hole, groundwater came up too fast for us to do a perk test on the soils underlying the upper fill. For that reason, we took a sample of the soil to the lab for an analysis, which is attached. The soils were classified as GP -GM, "Poorly -graded gravel w/ silt and sand". 48% of the soil was gravel, and 45% was sand, with less than 6% passing as silt. We would anticipate this soil to have a percolation rate of less than 5 min/in. However, we have designed this with a conservative perk rate of 30 min/in. As there is no way to percolate these soils, we ask that this conservative rate be accepted in lieu of a stamped perk test. Wells on this and adjacent lots are shown. No conflicts exist between this proposed system and any other well or septic system, whether on this lot or adjacent lots. The new system will be a minimum of 50' from all wells and surface water, and more than 5' away from the septic tank. Please refer to the attached test hole logs, plan and profile pages for the septic design. If this design is followed, there will be no adverse impacts to adjacent properties. Maintenance, ReQairs and Alterations. (Owner is required to read. understand and initial each section) Throughout the terns of this Agreement, the Owner shall enter into a service agreement with an AWWTS service and maintenance provider approved by the Municipality or the manufacturer's representative. The AWWTS shall be maintained in a satisfactory condition capable of performing as designed and producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. It shall be the responsibility of the Owner during the term of this Agreement to pay for all repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This includes an annual maintenance fee (typically $400 to $600). Owner agrees that only maintenance and repair personnel approved by the Municipality or the manufacturer's representative will inspect and make any necessary maintenance, repairs or permitted alterations to the systern. �t ,a Owner acknowledges that regular maintenance of an AWWTS reduces the potential failure of the system, which could include sewage backup and costly repairs or drainfield replacement. The term of this Agreement shall begin on the date of approval by the Municipality to operate the installed system, or upon transfer of title, and shall continue while the AWWTS is operational or until title is transferred. 4. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Agreement or any part hereof, or the right of the Municipality thereafter to enforce every provision hereof. 5. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. 6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall. be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchoraue. The laws of the State of Alaska shall aovem the rights and obligations of the parties under this Agreement. 7, Severability. Any provisions of this Agreement decreed invalid by a court of competent jurisdiction shall not invalidate the remaining provisions of the Agreement. The existing septic system is undocumented and in groundwater. Because of restrictive site/soil conditions, we are proposing to install a CAT II1 Quanics Aerocell System and 5- wide trench type drainfield using structural fill (MOA sand). We believe this to be the onIy I~asible option for the property. One test hole was excavated on the properly. The drainfie[d will be designed around the 30 foot radius of this test hole. Comments regarding the design are summarized as follows: 1. SOILS - REQUEST TO USE ERS - JUSTIFICAST1ON FOR USING ERS: Due to the Pact that a percolation test could not be performed (bench was filled with groundwater) a sieve analysis (see attached) was performed on the receiving soil mid was classified as SP-SM. Only 10.4% of the soil passed the #200 sieve, resulting in the dual soil classification. Approxhnately 90% of'the soil is coarse grained (sand and gravel). According to the USDA "textural triangle", the subject soil is classified as a "loamy sand". The percolation rate associaled with "loamy sm~d' is 5-15 minutes per inch (see attached chart). AIso attached is Table 5 from the ADEC certified installers manual, which shows the soil percolation rate for various soil types. Based upon Table 5, SM soil typically percolates in the range of I0-45 minutes per inch; therefore, it is reasonable to assume that the SP-SM soil will percolate at less than 30 minutes per inch. For a CAT III treatment system discharging to 30 mimtte/inch soils, the allowable application rate is 4.0 gpd/Pt2. For this design, a conservative soil application rate of 3.0 gpd/~2 is proposed, which will accommodate soils percolating as slow as 45 minutes/inch. The existing conventional drainfield (encroaching upon groundwater) is located roughly 50 feet away fi'om Ihe proposed ERS system and it has been functioning lbr many years. In short, there is sound engineering.justification fbr allowing an ERS system to be installed on this property. 2. TRENCH DESIGN: See attached design drawing for drainfield specifications 3. SURFACE WATERS: The new septic system will be located at least 100 feet away fi-om a nearby stream (see site plan). 4. TOPOGRAPHY: The topography tbroughout the area is generally flat. 5. LOT LINE WAIVER: The proposed drainfield is located approximately 6 feet fi-om the west property line. We are requesting your department issue a 6 foot waiver to the lot line. There are no other encroachment concerns due to Spruce Street running along the west property line.
