The placement of both the house foundation and the septic tank required the blasting of bedrock to allow placement of the tank at sufficient depth to accommodate sewage flow from the lower levels of the house. The removal of the bedrock was difficult and construction challenges resulted in placement of the septic tank 4.4' from the edge of the foundation wall. Since the separation distance is less than 5' a waiver is required to meet Municipal Code. It is important to note both the house foundation and the septic tank are constructed in close proximity to bedrock which will continue to provide excellent structural support in the future and should result in little or no settlement to either the house or the tank. The attached drawing illustrates the septic tank and it location in relation to the house foundation. The influence line of the footing and foundation when projected down at a 1:1 slope does not encroach into the septic tank. It is unlikely that the location of the tank will have any influence on the foundation. The presence of bedrock further insures that any settlement to the house that may occur will not be a result of the location of the tank. We are therefore requesting a permit be issued for construction of a new well and septic system to serve the new home. The size of the septic system and the proximity of bedrock to the ground surface in the subdivision limit the available area for the sewage disposal system and make it difficult to place a conventional septic system. We have therefore decided to place an Advantex Treatment System on the lot in conformance with subdivision plat notes to provide the most effective treatment of the septic effluent prior to discharge into the surrounding soil strata. The location of the absorption system is shown on the attached Site Plan. Drainage patterns are also shown on the plan and will not be modified as a result of the proposed construction. The test holes placed on this lot revealed silty sand with gravel soils with some sand (SM/SP) underlain by bedrock. The percolation rate in the materials encountered in the area near the new system was 7.5 minutes per inch. No groundwater was found and no bedrock to 3.5'. The entire length of the new absorption area was verified to be a minimum of 3.5' to bedrock. Our design provides for the bottom of the absorption trenches to be 6' above the bedrock layer. We are therefore proposing to place a five - bedroom Advantex Treatment System. The absorption trenches will each be 20' long x 5' wide with no effective depth. The distribution line in the trenches will be placed at 3.5' above the existing ground level. The total depth of the trenches will be 1' to remove the organic material. The organic material will be replaced with coarse sand which will also be used to raise the trenches 3' above existing ground. A minimum of 2' of fill will be placed above the trenches along with 2" of insulation. A minimum of 4' of fill will be placed over the septic tank to meet Municipal Code and prevent freezing. Lot 3, Block 3, Southpointe Page Two September 15, 2013 The ground surface of the lot slopes at 15% to 20% to the northwest, but is virtually flat near the location of the primary absorption trench site. The trenches will be constructed parallel with the contours of the slope as much as possible in conformance with Municipal requirements. All components of the new septic system will be constructed a minimum of 100' from any surface water and 100' from the well currently on the lot. No conflicts exist between the proposed well and septic system and those in the area. All adjacent lots are vacant. If the system is constructed in accordance with our design the following statements apply: The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. The system, if constructed as designed, will have no adverse impact on reserve space, either surface or subsurface, on any lots located in the area. 4. ANDERSON Col December 10, 2013 Municipality of Anchorage Development Services Department On -Site Water and Wastewater Program 4700 South Bragaw Street Anchorage, AK 99519-6650 Subject: Lot 3, Block 3, Southpointe Subdivision Absorption Trench to Slope Waiver Dear Onsite Services Engineer: Lot 3, Block 3, Southointe Subdivision has limited area for construction of a septic system due to a steep slopes to the west and the presence of bedrock. The developer of the lot has located the house on the flattest area of the lot further reducing the area available. We have located an area with acceptable soils, but the distribution pipe must be raised 3.5' above existing ground to provide 6' separation from bedrock. Fill will. be required to provide a minimum of 30' from a break in grade greater than 25%. We are therefore applying for a waiver allowing placement of the absorption trench at this location. The soil encountered in the test holes is clean well graded sand (SM/SW) which is very good for the absorption of septic effluent. In addition, an Advantex Nitrate Reducing Treatment System is proposed for installation on the lot. No migration of effluent is expected to occur to the steep slope. Sincerely, Michael E. Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening, or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available, which the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can monitor the change in nitrate levels from their well. They recommend comparing the test kit results against a certified analysis from the lab occasionally to verify the accuracy of the kit.
