Ref: Proposed Septic Upgrade for Rabbit Creek S/D; Block 1, Lot 3
To whom it may concern:
The existing 3 bedroom house is served by an undocumented well and septic system. The septic
system does not meet MOA requirements due to soils and groundwater conditions. We had two
(2) test holes excavated on the property and found only one suitable area on the property to
upgrade the septic system. This area is next to the existing well. In order to install an approved
septic system on the property, a new well will need to be drilled on the West side of the property
and a new septic system installed on the East side of the property. In short, the well and septic
sites will need to be swapped. We are performing the design work for CRW Engineering Group,
LLC who is under contract with the Alaska Native Tribal Health Consortium (ANTHC). On August
13, 2015, your department issued an exploratory well permit for the property. This well is in the
process of being drilled and tested to see if it is viable. ANTHC has requested we proceed with
obtaining the septic permit for the property. Due to the site constraints, we are proposing that a
Cat III Aerocell Treatment system be utilized. The drainfield will be designed around the 30 foot
radius of test hole #1. As part of this design, the existing well currently being used for the property
will be permanently decommissioned. Comments regarding the design are summarized as
follows:
1. SOILS: See the attached log which shows the soil classifications, groundwater monitoring,
and the percolation test results.
2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications.
3. SURFACE WATERS: As can be seen on the design drawing (Page 2 of 5), there are several
areas on the property that have intermittent water and flowing silt that need to be addressed. We
are proposing a drainage swale (lined with drainrock) be installed on the uphill side of the driveway
to insure all weeps coming out the base of the hill stay subsurface. We are unaware of any other
surface waters (within 100 feet of the proposed septic system), other than those noted on the
drawings.
4. TOPOGRAPHY AND SLOPE WAIVER: Based upon the topographical information provided
by ANTHC, the topography below the proposed drainfield ranges from 35 to 45 percent running
approximately North to South. We are proposing that the area below the drainfield be filled and
graded to less than 25% slope, 35 feet downhill from the drainfield. In short, we are requesting a
35 foot waiver to slopes in excess of 25%. See the attached cross section drawing for details.

5. WAIVER TO IMPERMEABLE SOILS: We are requesting a 4 foot waiver from the bottom of
the drainfield (drainrock) to the CL soil that was visually classified as impermeable. The following
are mitigating factors for justification of this waiver:
We are proposing to use a Cat III (nitrate reducing) advanced wastewater system. The
effluent going into the drainfield is highly treated and this type of system is used for surface
discharge (with disinfection) in areas outside of the MOA. The Cat III Aerocell treatment
system has a remote monitoring system and will notify the service provider in the event of
a high level condition.
We are proposing that a 2 foot MOA approved sand filter be utilized below the drainrock
to enhance the treatment. After the wastewater passes through the Aerocell media and
then through the 2 feet of sand filter, it is our opinion that the effluent should be at or near
tertiary treatment levels. In short, the wastewater will pass through the Aerocell treatment
system, then through 2 feet of MOA sand filter, and then through 2 feet of native GM
material before the effluent can reach the CL layer.
By granting this waiver, it is our opinion that there is less risk with encroaching on the CL
layer than with requiring the system to be built higher out of the ground. By requiring 6 foot
separation distance to the CL layer, it would require the proposed drainfield to be built so
that the bottom of the drainrock is approximately 1.5 feet above the original grade. This
would require a large increase in the fill needed below the drainfield and also require a
steeper slope bank at the driveway. It is or opinion that there is less risk to granting the
requested waiver than with the possible daylighting of effluent at the driveway.
Based upon the aforementioned mitigating factors, it is our opinion that we have provided
sufficient justification for the waiver requested.
We are unaware of any adverse impacts this installation would have on adjacent wells or septic

Ref: Exploratory Well Permit for Rabbit Creek S/D; Block 1, Lot 3
To whom it may concern:
The existing 3 bedroom house is served by an undocumented well and septic system.
The septic system does not meet MOA requirements due to soils and groundwater
conditions. We had two (2) test holes excavated on the property and found only one
suitable area on the property to upgrade the septic system. This area is next to the
existing well. In order to install an approved septic system on the property, a new well will
need to be drilled on the West side of the property and a new septic system installed on
the East side of the property next. In short, the well and septic site will need to be swapped
on the property. We are performing the design work for CRW Engineering Group, LLC
who has a contract with Alaska Native Tribal Health Consortium (ANTHC) who is paying
for the approved upgrades. Per their request, they would like to drill an exploratory well
on the property first to see if the well will be sufficient for the residence prior to proceeding
with the septic system permittinq and installation.
Per Jeff Stanley, P.E. with CRW, they would like to drill the well within the next 2 to 3
weeks and if successful, they would proceed with obtaining a septic permit and install the
new septic system 4 to 6 weeks later. Based upon our recent meeting with your
department to discuss this project, due to the close proximity of the proposed well location
to the existing drainfield, it was agreed that a special condition of the exploratory well
permit would be that the existing drainfield would need to be physically disconnected from
the septic tank and that the existing septic tank be used a holding tank. From the time the
well is drilled until the new septic system can be installed, the septic tank will be used as
a holding tank and be pumped out in regular interval (assumed every 4 to 7 days). We
request you make this a special provision on the exploratory well permit. We have
attached the preliminary site plan and design drawings for the proposed septic upgrade
which shows the proposed well location. We will submit the full design package after the
