Box 196650 Anchorage, AK 99519-6650 (907) 343-7904 Ref: Sandy Beach S/D; Lot 1A (7751 Wandering Drive, Anchorage, AK) Memo concerning converting CAT III AWWTS to CAT II AWWTS septic system To whom it may concern: The permitted septic system upgrade was installed on the referenced property on 9/14-17/2012 and was started up shortly after that. ARM Septic Services. LLC checked the monitoring tube in the 2012 drainfield in July of 2019 and found it to be dry. In order to simplify the overall operation and maintenance of the system, we are proposing that this unit be permanently configured as a CAT II system. Our justifications are as follows: The receiving soil has a percolation rate of <1 minute per inch and the sand filter requirement was waived with the issuance of the septic system permit. Given this percolation rate, a 4.0 gpd/sq.ft. application rate would be required for a Cat II system. The residence on this property has a total of 5 bedrooms, so 187.5 sq./ft. of absorption area is required for a CAT II system (750 gpd / 4.0). The existing 2012 drainfield has 150 sq./ft. of absorption area; however, the septic system is also connected to the previously installed drainfield _with_a flow _director (splitter) and this drainfield has 480 sq.ft. (per 1997 HAA). In short, with the combination of both these drainfield, there is 630 sq.ft. of combined absorption area for these drainfields and meets the absorption requirement for a CAT II system. It is our opinion that by utilizing both of these trenches, that the combined absorption area is adequately sized to utilize a CAT II configuration. We would propose that ARM Septic Services, LLC adjust the flow director so that the flow from the Aerocell unit is directed evenly between both these trenches. At this time, we request that your department approve a CAT II configuration be used at the referenced property. Upon your concurrence, we will have ARM Septic Service, LLC, either leave the Jandy valve actuator in the discharge position; or have them completely remove the actuator and leave the valve irthe open position; and also we will have them adjust the flow director so that both trenches are ytilend. We will also have them place a CAT II sticker on the control panel. Per your code requirements a groundwater monitoring tube must be installed for any plastic tank so that prior to pumping groundwater can be checked. For the referenced property a monitoring tube was not installed, however, a testhole was excavated to a depth of 6.5' below the bottom of the tank during the installation and no groundwater was encountered (during high groundwater season). The septic system is in a state of failure and must be upgraded. The original septic system was sized for 3 bedrooms, but the residence actually has a total of 5 bedrooms. The existing septic system had waivers granted from the septic system to both the well and to the lakefront of Sand Lake (waiver request #WR970045). As can be seen on the attached site plan and design drawings, there is no area available on the property to upgrade the septic system without obtaining waivers. Due to the site constraints and the size of the house, we are proposing to use an advanced wastewater treatment system. We will need to obtain several waivers for this installation. Comments regarding the design are summarized as follows: SOILS: A soil log was found for this property that Tobben Spurkland, P. E. performed in 1985. See the attached log which shows the soil classifications and groundwater monitoring. No percolation test was performed. We are proposing that a percolation test be performed at the time of construction to verify the soils rating. Given the soil rating that Mr. Spurkland visually classified the soils, we are anticipating a 1 to 15 minute/inch percolation rate which is a 5.0 to 6.0 gpd/ft2 application rate for a Category III advanced wastewater system. To be conservative, we have used an application rate of 5.0 gpd/ft2 for this design. TRENCH DESIGN: See attached design drawing for drainfield specifications. TOPOGRAPHY: As can be seen on the attached design drawing, the average topography in the area of the proposed drainfield is approximately 15-20 percent and increases to a 20 to 25 percent as it travels towards the lakefront. The slope runs approximately east to west. The proposed drainfield will be installed parallel to the slope contours. In short, there are no slope concerns. 3701 E. The lot is very small and will not support a conventional type septic system. The existing septic system had a 55 foot waiver from the lakefront to the drainfield and septic tank. We are requesting that a 50 foot waiver be granted/amended from the lakefront to any portion of the new and existing septic system. The justification for the original waiver still applies, however we have provided other mitigating factors that further justify the granting of these waivers. The following is a list of these mitigating factors: • We are proposing that a Category III advanced wastewater treatment system that has remote telemetry which monitors the system 24/7. If a high water alarm is encountered, the certified service provider is notified and an audible alarm occurs automatically. This will minimize the potential for any effluent to surface or daylight. The alarm condition will be responded to by the service provider to make any corrections or fixes necessary. • The location of the septic system is on a manicured lawn and is in a very visible area so that if any effluent was to surface, it would be noticed and the problem corrected. • In regards to subsurface migration, the high quality effluent of a Category III advanced wastewater system meets ADEC surface discharge requirements. Even though we are not proposing surface discharge, it is our opinion that there is little to no concerns in regards to contamination of the surface via lateral migration. Based upon these mitigating factors and the previous engineer's justification, it is our opinion that there is little concern in regards to this waiver and we request that the 50 foot waiver from the proposed (and existing) septic system to surface water be granted. WELL WAIVER REQUEST: As can be seen on the attached site plan and design drawing, we are also requesting a 50 foot waiver from the existing well to the proposed septic system. The following items are justification for the waiver: • We are proposing that a Category III advanced wastewater treatment system that has remote telemetry which monitors the system 24/7. If the septic system was to overflow, the effluent would not travel toward the well head. • The location of the septic system is on a manicured lawn and is in a very visible area so that if any effluent was to surface, it would be noticed and the problem corrected. • The other path of contamination is subsurface migration of wastewater should the tank begin to leak and from the drainfield effluent. The previous engineer evaluated the wells in the area as part of his waiver package. It is our opinion that this justification still applies. Recent water sample results indicated nitrate levels to be 0.100 mg/L and coliform bacteria results were 0 col/100mL (see attached). The existing septic system has encroached upon the existing well for 25 years and there appears to be no indication of contamination. 3701 E. DRAINFIELD DISTANCE WAIVERS: As can be seen on the attached design drawing, we are proposing to install a new drainfield uphill from the existing drainfield. We are proposing to utilize the existing drainfield as a reserve site by installing a Zabel Flow Director which can be used to alternate the flow between the two drainfields. It is our opinion, that after several years of no usage, the existing drainfield will rejuvenate itself and be a viable drainfield for usage. The existing drainfield has 6 feet of effective and the proposed drainfield has 5 foot effective. We are requesting that a 10 foot separation distance be allowed between the two drainfields. Since the drainfields will only be used only one at a time, it is our opinion that there is no concern in regards to this reduced separation distance. We have also provided an alternate drainfield site for a 5 bedroom drainfield (see design drawing). Even though the existing drainfield meets the square footage requirements for the advanced wastewater system and alternate drainfield site should not be required, we have provided this drainfield area on the design. However, in order to install this drainfield, a 1 foot lot line waiver would be required from the north property line to this drainfield. We are unaware of any adverse effect on the adjacent property with the granting of this waiver. Upon excavating the "tank" is was discovered that the "tank" actually was a cesspool with a concrete lid. We are requesting a permit to install a proper septic tank and abandoning the cesspool and log crib by pumping and placing fill material in the cavities. We have been in contact with ADEC, Mr. Bill Rieth, and been told that installing a proper septic tank does not invalidate the waiver granted in 1986. There is barely enough space to get one person to the well head. Overhead space is tight and not enough to service the pump reasonably if the well head is extended. To make matters worse, the well is d" diameter. In addition to installing ventilation for welding, the tightness of a 4" well makes it difficult to control the heat that will affect the plastic piping and wiring. To do it correctly, and without complications, the enure pump may need to be pulled and reinstalled as well as some of the plumbing on the surface. Extending this casing is possible, but the cast could be 10 times the standard casing extension cost and the benefits would be minimal considering this well is part of a living space. At that -time there were no requirements as to the separation distance between the septic system and surface waters. The septic system serving the residence was installed 65 feet more or less from the edge of the waters of Sand Lake. The original septic system consisted of a septic tank and a log crib. At some point in time the original sF:ptic system was upgraded by the addition of an absorption trench. When this was done is not known, no permit was obtained or inspection report failed. The trench is approximately 40 feet long, total depth is 9'-8", rock depth is assumed to be 5 feet or more. This assumption is based on the fact that a monitoring tube installed at the end of the trench is 9'-8" deep, has 20 inches of water in it and is perforated four feet below ground level to the bottom of the pipe.This pipe is not connected to the distribution pipe in the gravel. A test hole was drilled approximately 10 feet away from the trench on December 17, 1985. Total depth of the hole was 25 feet. Water was encountered at 15 feet. The soil consisted of silty sand of medium density. A visual estimation of the percolation rating is less than 150. A 2.5 inch perforated PVC pipe was installed in the hole. The observed water level of 15 feet is approximately at the level of the lake. Water level was still at 15 feet on December 19. On January 20, 1986 the system was tested for absorption rating. 265 gallons was added to the tank without any increase in waterlevel in the tank or the monitoring tube. The tanklevel and the waterlevel in the crib were 47 inches. 50 gallons of water was then added to the monitoring tube. By measuring the rise and subsequent drop in water level an absorptionrate greater than 450 gallons per day was obtained. Well yield. The well was pumped for 70 minutes. A total of 315 gallons were pumped. If the well casing was full of water this would account for 115 gallons. A minimum of 200 gallons would have to come from the water bearing soils. This means that the well will produce more than 3 gallons per minute. The wells in the neighborhood all produce water in excess of 10 gpm. The septic system serving the residence was installed 55 feet more or less from the edge of the waters of Sand Lake. The original septic system consisted of a septic tank and a log crib. At some point in time the original septic system was upgraded by the addition of an absorption trench. When this was done is not known, no permit was obtained or inspection report filed. The trench is approximately 40 feet long, total depth is 9'-8", rock depth is assumed to be 6 feet. Total absorption area is 480 sq.ft. A test hole was drilled approximately 10 feet away from the trench on December 17, 1985. Total depth of the hole was 25 feet. Water was encountered at 15 feet. The soil consisted of silty sand of medium density. A visual estimation of the percolation rating is less than 150. 2.5 inch perforated PVC pipe was installed .in the hole. The observed water level of 15 feet is approximately at the level of the lake. On December 19th., a water sample was taken from the testhole. Water level was still at 15 feet. The sample was obtained using a "thief". This equipment was not sanitized or clorinated prior to use. A copy of the lab report is attached. The report show that neither Fecal Coliform nor Fecal Strep was found in the water sample. This finding may indicate that the waste water from the trench is not moving towards the lake, or that the waste is completely treated by soil filtration before reaching the testhole. :[n either case contamination of the lake is prevented. As can be told by the attached AS -BUILT survey, this lot is too small to meet the present separation distances. At the time when the residence was built the installations were in compliance with existing regulations. LOT 1, SANDY BEACH SUBDIVISION Gentlemen; We are submitting a request for waivers from the separation distances stated in Title 18, Alaska Administrative Code Chapter 80.020 This submittal follows the format outlined in a Memorandum dated January 3, 1985 on the subject of "Separation Distance Waiver Guidelines for SCRO prepared by Mr. Bruce Erickson, District Office Coordinator. This Memorandum outlines a procedure to be used in the evaluation of waiver requests by assigning number values to geological features addressed in the waiver request. These geological features are described in the well logs of lots 6, 9, and 10 of Sandy Beach since no well log is available for lot 1. In this request I have followed your procedure and assigned values to the pertinent features as follows: 1. Vertical Distance Between Sewage System and Ground Water. Previous owner of this property reports that the well is 180 feet deep, and was installed in 1956. The three wells mentioned above are 202 feet, 179 feet and 191 feet respectively. The reported static water levels are 112 feet, 80 feet, and 70 feet. Lots 9 and 10 are level lots with the ground only a few feet higher than the lake. Lots 1 and 6 consist of sloping surface and it is considered likely that the conditions at Lot 1 are more similar to the conditions at Lot 6. All three well logs do show that the aquifer is being contained by an impervious layer and that the artesian pressure is more than 90 feet. All three wells were yielding substantial volumes of water with little or no drawdown. For Lot 1 the distance to the water table supplying water for the well is a few feet less than 180 feet. The well logs from the ajoining lots show that the soil between the surface and the water bearing sands consists of silt, silty sand , and clay. Point value assigned 4.0 3. The materials described in the well logs has a percolation rate larger than 50 min/inch. Point value assigned 3.0 4. Water Table Gradient. This is a confined aquifer with 90 feet of pressure head. At maximum drawdown the gradient of the water table will be 0%. At less than maximum drawdown the gradient will be positive. The well logs show a maximum of 15 feet of drawdown. Assuming this to be the maximum drawdown the slope between the free water surface in the well and a point on the confined surface under the septic system is 75/63, or more than 100 %. Point value assigned 7.0 5. Horizontal Separation From well to drain field 63 ft. Point values assigned 1.5 TOTAL POINTS 23.00 This total shows that contamination is very unlikely. The waiver should therefore be granted.
