Water wasn't even observed in the drainage ditches along South River Circle. Therefore, we agree that surface water running across the lot is highly unlikely. The roadside ditches surrounding the lot are melting and the ground is bare in many places with no water. There was no surface water on the lot during excavation of the test hole and many subsequent site visits. There was no surface water during the original installation, nor at the time of the last COSA. There are no stream-beds or ditches on this lot in the vicinity of the septic system. The proposed systems will serve an existing six (6) bedroom house. Currently the lot is developed. The existing septic system was designed for three (3) bedrooms and will be expanded to accommodate six (6). The existing 10008 septic tank will be abandoned per code and a 20008 septic tank will be installed. This lot is served by a private well that is located 91' from the proposed septic tank, and over 100' from the existing and proposed drain field. See waiver request. The surrounding lots are served by private wells. There are no wells on surrounding lots within 100 feet of this system. 1. Soils. One test hole was excavated in the area of this drain filed by Pannone Engineering Services in October of 2013, and groundwater was monitored for seven days. No ground water was observed after the seven day monitoring period. It is my opinion, based on the results of the percolation tests and overall soils appearance; an application rate of 1.2 gallons/day/square feet should be used for a conventional wastewater system. 2. Soil Absorption System Design. a. See Sheet 2 of the design package. 3. Surface Water: There is no surface water within 100 feet of the proposed septic tank and drain field. The proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage ditches. 4. Topography: The existing topography slopes from the east to the west at approximately 15% in the area of the proposed drain field. There are no steep slopes in the vicinity of this system. S. Waiver Request: I am requesting a waiver of the minimum distance to the private well on this lot Mailing: P.O. The existing septic tank is located 91' from the well and a waiver was previously issued for it. The well on Lot 2 was drilled in 1984. The well serving this lot is 60 feet deep, is cased to 60 feet, and the static water level was measured to be 25 feet below ground level, with a flow of over 900 gallons per day. The ground water in this area typically flows from the east to west. The well is located 91 feet northeast of the proposed septic tank, and 117 feet north of the proposed drain field. Water samples from this well yielded 0.5 mg/I and 0.6 mg/I in 1992. The soils on this lot were logged to be gravel to a depth of 14 feet below ground, with silty sand and gravel to 60 feet. As outlined under 18 AAC 80.020 and 18 AAC 72.021(a), I have calculated the following points: Lot 49 Septic Svstem to Well: Distance from sewer system bottom to groundwater 2.1 Soil sorption below sewage system 2.5 Soil permeability below the system 1.0 Water table gradient 2.0 Horizontal separation 2_6 Total Points 9.6 8-12 points: Contamination is unlikely from bacteria but could be possible from chemicals or virus. As this waiver is for a septic tank, and not a drain field, and the existing tank has caused no contamination, granting this waiver is almost sure not to effect the health or safety of this lot or any of the surrounding lots. 6. Drawing Markings: The Drawings are marked "For MoA Review Only". When written notification that the review is complete and that there are no further comments is received from MoA On -Site Department, the note will be removed and "Issued for Construction" drawings will be issued. Health & Human Services On 23 February 1992 I performed a field inspection of the well and septic system located on the subject property. A four-hour flow test was performed on the well, and an adequacy test was performed on the absorption field. Samples of the well water were collected and submitted to Northern Testing Laboratories for analysis. The test results are all satisfactory for a three bedroom residence. The well to septic tank separation distance is only 91 feet. Applicable codes require this distance to be at least 100 feet. A separation waiver was granted by the Municipality of Anchorage on 20 January 1986. Based on the results of my inspection, I see no reason for the Municipality to rescind this waiver. The test results are still satisfactory for the dwelling unit. Please note that the nitrate level from the latest test was 0.6mg/1 - a slight increase above the previous 0.5mg/1. Discussions with Northern Testing Laboratories indicated that the results are essentially the same and within the resolution of the nitrate determination.
