Tank Replace Permit Request
Design Narrative
This is a design narrative for a permit to install an upgrade 1250g S.T.E.P. Tank to be issued for this
property. The existing tank is collapsing. It will be decommissioned per code and replaced. Currently the
lot is developed. The proposed system will utilize a replacement 1250g S.T.E.P. tank that will be connected
to the existing drain field. This lot and the surrounding lots are served by public water. There are no wells
within 200' of this system.
1. Upgrade Tank Design.
a. See Sheet 1 of the design package.
2. Surface Water: There is no surface water within 100 feet of the proposed septic tank. The proposed
septic tank upgrade will maintain at least 100 feet from all surface water and drainage ditches.
3. Topography: The existing topography is relatively flat, with no more than a 5% slope in the
vicinity of the tank. There are no steep slopes within 50' of the system and the replacement of the tank
will not change the slopes in the area surrounding the system.
The proposed installation will not affect the future development of the surrounding or existing lots. There
are no surrounding wells within 200 feet of the proposed septic location.

Test Procedure:
Septic System: System was inspected visually and measured. The tank was found to have 3 feet of cover. The
drain field was found to have 1-1.5 feet of cover. The field monitor tube was dry prior to beginning the adequacy
test. Water was added into the far monitor tube at a rate of 2.9 gallons per minute (GPM) for 60 minutes. Liquid
depths were monitored in the closer field monitor tube. The liquid level in the monitor tube did not rise with the
introduction of 175 gallons of water. Separation distances were measured and found to meet MOA requirements.
Well: This property is served by a public water system.
Conclusion: Based on the test this septic system did not back up and appears to meet the operational
requirements of the MOA for a 3-bedroom house. However, PES recommends that the field monitor tubes be
exposed to verify that they extend to the bottom of the drain rock. If the current monitor tubes do extend to the
bottom, then cover should be added to the drain field in order to prevent freezing and meet the MoA code. If
these pipes do not extend to the bottom of the drain rock, then functional monitor tubes will need to be installed.
SPECIAL NOTE:
In conducting an adequacy test, I attempt to provide a thorough, conscientious engineering analysis of the system
in accordance with ADEC guidelines and regulations. The reported results describe the performance of the
system under the conditions encountered at the time of the test, and separation distances measured to readily
identifiable features. The operational life of all wells and septic systems depend on the local soil condition,
ground water levels that may fluctuate during the year, and the water usage of the family being served by the
system. These conditions are outside the control of the evaluator of this system. All systems eventually fail and
satisfactory test results do not guarantee future performance of the system, nor do they guarantee that there are no
hidden defects or encroachments. Therefore, we cannot provide any warranty for future performance, nor can we
estimate remaining life of the system. The content of this report is for the sole benefit of the owner listed above.
Inspector's Qualifications
Mr. Pannone is a registered Civil & Environmental Engineer specializing in the planning, design and
construction of sanitation facilities. He is a lifelong Alaskan with more than 24 years of engineering and
construction experience. Mr. Pannones background includes experience in survey, design, construction, testing,

and monitoring of engineered projects. He has worked all over the state of Alaska, including extensive time in
the arctic and remote regions. He takes a practical approach to design, taking into account how and who is going
to be doing the construction. He has hands on experience in the construction of water and wastewater systems,
buildings and large earth works projects. Mr. Pannone is a certified ADEC water/wastewater designer and
sanitary surveyor.
Mr. Pannone is the founder of Pannone Engineering Services, LLC., this privately owned company was founded
in February of 1991. The company has specialized in the design, testing and installation of on-site water and
wastewater systems. Pannone Engineering Services, LLC have performed engineering designs, analysis and
evaluations of water and wastewater systems throughout Alaska. The types of systems have ranged from small
single-family wells and septic systems to large commercial systems serving greater than 250 people daily.

Tank Replace Permit Request
Design Narrative
This is a design narrative for a permit to install an upgrade 1250g S.T.E.P. Tank to be issued for this
property. The existing tank is collapsing. It will be decommissioned per code and replaced. Currently the
lot is developed. The proposed system will utilize a replacement 1250g S.T.E.P. tank that will be connected
to the existing drain field. This lot and the surrounding lots are served by public water. There are no wells
within 200' of this system.
1. Upgrade Tank Design.
a. See Sheet 1 of the design package.
2. Surface Water: There is no surface water within 100 feet of the proposed septic tank. The proposed
septic tank upgrade will maintain at least 100 feet from all surface water and drainage ditches.
3. Topography: The existing topography is relatively flat, with no more than a 5% slope in the
vicinity of the tank. There are no steep slopes within 50' of the system and the replacement of the tank
will not change the slopes in the area surrounding the system.
The proposed installation will not affect the future development of the surrounding or existing lots. There
are no surrounding wells within 200 feet of the proposed septic location.

Test Procedure:
Septic System: System was inspected visually and measured. The tank was found to have 3 feet of cover. The
drain field was found to have 1-1.5 feet of cover. The field monitor tube was dry prior to beginning the adequacy
test. Water was added into the far monitor tube at a rate of 2.9 gallons per minute (GPM) for 60 minutes. Liquid
depths were monitored in the closer field monitor tube. The liquid level in the monitor tube did not rise with the
introduction of 175 gallons of water. Separation distances were measured and found to meet MOA requirements.
Well: This property is served by a public water system.
Conclusion: Based on the test this septic system did not back up and appears to meet the operational
requirements of the MOA for a 3 -bedroom house. However, PES recommends that the field monitor tubes be
exposed to verify that they extend to the bottom of the drain rock. If the current monitor tubes do extend to the
bottom, then cover should be added to the drain field in order to prevent freezing and meet the MoA code. If
these pipes do not extend to the bottom of the drain rock, then functional monitor tubes will need to be installed.
SPECIAL NOTE:
In conducting an adequacy test, I attempt to provide a thorough, conscientious engineering analysis of the system
in accordance with ADEC guidelines and regulations. The reported results describe the performance of the
system under the conditions encountered at the time of the test, and separation distances measured to readily
identifiable features. The operational life of all wells and septic systems depend on the local soil condition,
ground water levels that may fluctuate during the year, and the water usage of the family being served by the
system. These conditions are outside the control of the evaluator of this system. All systems eventually fail and
satisfactory test results do not guarantee fixture performance of the system, nor do they guarantee that there are no
hidden defects or encroachments. Therefore, we cannot provide any warranty for future performance, nor can we
estimate remaining life of the system. The content of this report is for the sole benefit of the owner listed above.
Inspector's Qualifications
Mr. Pannone is a registered Civil & Environmental Engineer specializing in the planning, design and
construction of sanitation facilities. He is a lifelong Alaskan with more than 24 years of engineering and
construction experience. Mr. Pannones background includes experience in survey, design, construction, testing,

and monitoring of engineered projects. He has worked all over the state of Alaska, including extensive time in
the arctic and remote regions. He takes a practical approach to design, taking into account how and who is going
to be doing the construction. He has hands on experience in the construction of water and wastewater systems,
buildings and large earth works projects. Mr. Pannone is a certified ADEC water/wastewater designer and
sanitary surveyor.
Mr. Pannone is the founder of Pannone Engineering Services, LLC., this privately owned company was founded
in February of 1991. The company has specialized in the design, testing and installation of on-site water and
wastewater systems. Pannone Engineering Services, LLC have performed engineering designs, analysis and
evaluations of water and wastewater systems throughout Alaska. The types of systems have ranged from small
single-family wells and septic systems to large commercial systems serving greater than 250 people daily.

During the weekend construction of this project we encountered shallow bedrock
which required that the proposed tank location be abandoned. In addition, our
tank placement was complicated by the fact that the original system was installed
with the service line from the house was placed directly on top of the bedrock.
The only suitable location found for the tank required the use of a lift station in
order to drain to the field and from the house. The contractor had disconnected
and abandoned the old system from the house prior to discovering that the tank
required relocation. It was therefore necessary for health and safety reasons, to
re-establish the house's septic system as soon as possible.
In order to accommodate changed site conditions, we modified the original
design previously submitted to go from a gravity system to a packaged
Anchorage Tank S.T.E.P. system. I have attached the as -built re -design for your
review and approval in conjunction with our health authority request. While I
would have preferred submitting this re -design prior to its installation
circumstances prevented this from occurring.

In response to your request we are submitting soil log, plot plan and design for a replacement
system on the referenced lot.
This lot is serviced by public water and on-site sewer. Although the owner has requested a
conditional use we would also like an expedited review for permit approval. We are therefore
submitting a request for approval of a new on-site septic system. As shown on the site plan,
there are no conflicts with existing on-site sewer systems or with potential reserve areas.
This lot is relatively flat with a 4% cross slope, as illustrated on the soils log. The natural slope
will provide positive drainage away from the proposed absorption site. A minor seep was
encountered at the bottom of the test hole. Our design incorporates a sand filter to insure
adequate separation distances are maintained. There is no surface water within 150 feet of any
portion of the proposed installation.
The design is based upon testing and percolation data performed on April 21st. At that time, a
minor seep was encountered at 41/2 feet. A monitoring tube was installed and during field
inspections of April 27, water was observed at approximately 5' deep in the test hole. Based on
the water table encountered, the time of year and the relatively flat grade we have proposed a
bed design in keeping with a 15' maximum width.

REF: Lot 1B, Blk 4, Thunderbird Terrace Subdivision
Attached and discussed below are the results of our site investigation on the
referenced lot.
On April 4, 1995, KND Engineering conducted a site investigation for the
purpose of administering an adequacy test on the referenced lot in conjunction
with a pending property sale. The following observations and actions were taken
during this time:
1. The tanks total depth was recorded at 90" including a 14" stickup.
2. The post tank cleanout total depth was recorded at 44" (including a 14"
stickup) and its liquid depth was recorded at 2".
3. The end field cleanout as identified on the as -built construction plans on file
with the Municipality was never located due to deep snow conditions.
4. Records indicate that the tank is a 1250 gallon steel tank placed in 1977. The
tank was pumped and back flushed twice by a municipally licensed pumper
while we were on-site. Approximately 1,100 gallons of sewage was extracted
from the tank.
5. After completion of the pumping, the liquid depth in the post tank cleanout
was recorded twice, the first reading at 1.50" and the second reading was
1.63". Minor water movement from the field toward the tank was also
observed during the readings.
Based on the results of the first site visit it was determined to allow the system to
stabilize a couple of days as well as allow additional time for the snow to melt in
an attempt to locate the end field cleanout. On April 7th, a second site visit was
conducted which included these additional actions and observations:

• As the stand pipes located to date were metal, a detector was employed to
locate the end field stand pipe with no success.
• The post tank cleanout liquid level was measured at 2.63".
• Observations were made in the tank which showed that the tank was less
than 25% full.
Based on the two site visits, it is my opinion that if the field was installed
properly, the system is operating in a surcharged condition and, as such, would
not be in conformance with municipal regulations. As we were unable to locate
the end field cleanout and there appears to be no monitoring tube in the field, an
adequacy test was not performed.
It should be noted that the owners have resided at this residence for a significant
period of time with no known problems associated with the system backing up
or any other known problems. It is presumed from this information that based on
the present usage, the system is functioning adequately in a surcharged
condition.
In order to allow for a timely property closing, and based on conversations that
the owner has had with On -Site Services, the owner is requesting a conditional
approval subject to the escrow of funds at closing for a replacement system. The
owner is aware that the amount of funds required is equal to 1.5 times the
replacement costs.

properly, the system is operating in a surcharged condition and, as such, would
not be in conformance with municipal regulations. As we were unable to locate
the end field cleanout and there appears to be no monitoring tube in the field, an
adequacy test was not performed.
It should be noted that the owners have resided at this residence for a significant
period of time with no known problems associated with the system backing up
or any other known problems. It is presumed from this information that based on
the present usage, the system is functioning adequately in a surcharged
condition.
It is the intent of the owner to correct any deficiencies the system may have. Due
to the amount of snow cover still remaining on the site a thorough investigation
of the system is not yet possible. To construct a new system at this time would be
cost prohibitive due to the winter snow conditions and the highway load
restriction now in place. The owner is requesting a conditional approval subject
to the escrow of funds at dosing for a replacement system. The owner is aware
that the amount of funds required is equal to 1.5 times the replacement costs.
