The drainfield is in a state of failure and needs to be upgrade. We are proposing to install a new 1000 gallon septic tank and bed type drainfield. We are proposing to excavate out all contaminated material and rebuild the existing bed at an elevation of 0.1 feet higher than the bottom of the existing system. The drainfield is designed around Theodore F. Moore, P.E. 1990 testholes #8, #11, and #12. Comments regarding the design are summarized as follows: 1. SOILS: See the attached 1990 soil logs by Theodore F. Moore, P.E. which show the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface water concerns. 4. TOPOGRAPHY: See the attached design drawing. 5. WAIVER: We are requesting that your department issue a waiver from the required separation distance of 50 feet for drainfield to slopes greater than 25% down to 35 feet. Justification for granting this waiver are as follows: • The existing drainfield is approximately 35 feet from slopes greater than 25%. No daylighting was observed on 8/3/2016. • As can be seen on the attached profile drawing, a 25% slope line drawn 2 feet above the top of rock does not daylight until 37 feet. • The area between the drainfield and the slopes is highly vegetated. As shown on the soil logs for test holes #8 & 11 in the vicinity of the planned soil absorption bed, the proposed absorption stratum is a slightly silty sandy gravel. Because the measured perc rate of this stratum is faster than 1 minute per inch, the proposed design includes a 2 foot thick sand filter as required by code. The wastewater ordinance specifies that filter sand shall have a design application rate of 0.7 gpd / sq. ft., so the required basal area is 450 / 0.7 = 643 square feet. This can be achieved by a 15 foot wide by 43 foot long soil absorption bed as designed. Due to unfavorable soil conditions encountered in test holes dug on Lot 5, the proposed soil absorption bed will be constructed on Lot 4, as shown on the site plan. Use of this site will allow construction of a gravity system in optimal soils. A copy of the easement which has been recorded to enable this configuration is enclosed. As indicated on the site plan, the closest portion of the soil absorption bed will be approximately 40 feet away from a natural break in slope, beyond which the terrain drops off at 60% towards Rabbit Creek Road. Since this is less than the 50 foot separation specified in the wastewater ordinance, a waiver of this provision to 40 feet is requested. The proposed construction site is on a gently sloping natural bench, and it would not be feasible to move further away from the natural break in slope. Due to the gentle slopes in the vicinity of the proposed construction site, there is no basis for concern that construction as proposed will create a situation where effluent will daylight through the side of the steeper slope. The proposed construction will not impact any existing wells or septic systems on this or adjoining lots. It will utilize a potential site for a wastewater disposal system on Lot 4, however both lots have the same owner, and the owner is aware that that any future development of wastewater disposal facilities for a separate residence on Lot 4 will entail the designation of both an original and a replacement site on the lot separate from this planned construction site. The soils logs for test holes #6, 9, & 10 indicate that there is sufficient room remaining on Lot 4, should the owner wish to develop it separately at some future time. In that situation, a well could be situated near the lot frontage on Hillside Way. Despite the fact that the existing 1000 gallon, single compartment septic tank is 20 years old, an inspection in the fall of 1990 revealed that it is still in remarkably good condition. Thus, the project does not call for the replacement of the existing tank. At such time as the tank does require replacement, a new 2 compartment 1000 gallon tank will have to be located outside the 100 foot radius from the well on Lot 5. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal and State requirements. 1.3 All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.4 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 2.0 Septic Tank: 2.1 The existing septic tank may be retained in service provided it's structural integrity still is good at the time of connection to the new soil absorption bed. The required separation distance from the well is 50 feet for the existing tank, however any replacement tank will have to be 100 feet from the well. 2.2 Pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. 3.0 Soil absorption system: 3.1 The soil absorption system shall be constructed by excavating the surface soils in the designated bed area to a depth of 5 feet below original ground level on the uphill side of the bed. The bottom of the bed excavation shall be level. 3.2 A 2 foot thick layer of approved filter sand shall be placed in the excavation. The filter sand shall comply with Municipal specifications. 3.3 A total of 12 inches of sewer gravel shall be placed on top of the sand with the 4" diameter perforated pipes buried level in the sewer gravel in the configuration shown, such that the bottom of the pipes is no less than 6 inches above the top of the sand. The sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. 3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less than 3 feet, two inches of rigid, burial type insulation is to be placed over the entire top surface of the gravel, in addition to the filter fabric. 3.6 The top surface of the cover material shall be raised a minimum of 6 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. 5.0 Inspections: 5.1 A total of 5 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the sand filter material has been placed, (4) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (5) after final backfill and grading is complete. 5.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. I know you take it as your duty to enforce the letter of the ordinance, but please bear with me while I make a couple of comments. Admittedly, the ordinance specifies that a profile drawing showing certain specified pieces of information is to be part of the final inspection report, but in my opinion some of the specific required pieces of information are irrelevant, and other important pieces of information are omitted. For example, giving the invert elevations of the beginnings and ends of the distribution pipes doesn't help determine whether there are high or low points in the middle of the pipes which could prevent even distribution of effluent. In my inspections I take it upon myself to try to ensure that the excavator has kept the entire distribution pipe system level within small tolerances, and I feel providing that assurance is more relevant than providing the elevations of a couple of arbitrarily chosen pipe ends. I have a conceptual difficulty with drawing profiles of non-linear systems. It would be helpful to me if you could provide us engineers with an example of how a typical profile should be drawn to represent a normal bed type soil absorption system having 3 or 4 parallel distribution pipes. What sort of horizontal and vertical scales do you have in mind? Why does neither the ordinance nor the newly implemented DHHS "as -built" form call for the elevation of the bottom of the sewer gravel to be shown on the profile, and also the bottom of the sand filter when applicable? It would seem to me that these are more important bits of data than those you requested I provide. Also, on the first sheet of the new DHHS as -built form, why is the gravel length, but not the gravel width deemed important enough to record? There are numerous other data reporting requirements which I do not understand, both apparent omissions and other data which I feel is superfluous. Of course, from my perspective I would prefer that the Department solicit comments from the affected engineers before adopting new reporting sheets, as I would think we might be able to offer some constructive suggestions. This inspection revealed an arsenic concentration of 12.9 micrograms per liter (ug/L) for the property's well water sample. The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 ug/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells. C -5 During a recent Health Authority Approval on-site inspection and test of the ppable water supply well on Lot Block I of 6el-1- N .I -V Subdivision, the well's productivity was determined to be gallons gallons per minute. The minimum well productivity required by this department (AMC 15.55) is 150 gallons per day per bedroom. On this basis, the minimum well flow requirement for a _ bedroom residence isO,,' gallons per minute. Although the subject well currently meets the minimum well production requirements, all parties concerned are advised that the production capacity of the well may fluctuate and that water conservation measures may be required during periods of low production capacity. Measures which can be taken to minimize the impact of a low production well are: 1. Installation of a storage tank (300 to 500 gallon) to serve as a reserve source during times of maximum water usage. 2. Restriction of noncritical water uses such as, washing cars, lawn and garden watering, etc. 3. Installation of water saving devices on faucets, showers and toilets. 4.
