Rodgers Crawford Read Estate 3380 C Street, Suite 110 Anchorage, Alaska 99503-3900 RE: Lot 15 Block 5 Alpine Village / Well Water Contamination Dear Mr. & Mrs. Wilson, Enclosed is a report from AGRA Earth & Environmental, Inc., covering the decontamination of your residential well. Please note that they have cleaned up a majority of the oil substance from the surface of the well, however, there still remains a detectable amount at the surface. To remove any additional contamination from the well, will require pulling the well pump, and making a complete scrub down on the well casing walls, decontaminating the pump, pump column, electrical wiring, and pumping the well to remove any contaminates from the cleaning process. Please note that the conclusions of the AGRA report states that the water meets the criteria of 18 AAC 80. However, new standards are being developed which will require non-detectable amounts of TPH. We were unable to determine the source of the oil contamination. It appears to be contained within the well casing and it may have come from your previous well pump. We have not completed an extensive investigation into the source of the oils. It would be prudent to have additional samples taken of the well water at or very near the surface of the static water level in the well. These samples would give an indication if the concentration of the oil is staying the same or increasing. I recommend that you provide copies of this report to any potential buyers of the property. If we can be of additional help, please give us a call. Alaska Dear Mr. High: AGRA Earth and Environmental, Inc. (AGRA) performed professional e-vironmental servioes for DHI Consulting Engineers, hie. (DHI) at the Wilson residenee at 7237 Basel Street, Anchorage, Alaska. The following letter documents our findings. During a well inspection/flow rate test corlducted by DHI on September 1~. 1994 on the private water supply well at 7237 Basel, an oil-like subsrranoe wa.~ observed on the surface of the water in the well. The e(~ume of the .~, ~bstance is unknown. AGRA vi~ite, d the site on October 3 and 5, 1994 to remove the oil-like substance. We inserted an absorbent seek into the well at the water surface to remove the oil on the surface. The absorbent sock removed approximately 40 milliliters of oil-like substance. AGRA collected two sets of groundwal, er samples from the water supply well on October 6, 1994. The first set of ~amples was colleuted from near the ,~urfaee of the water in the well with a clean disl~o~able bailer. Th~ second set was collected from the faucet in the kitch~.n sink. The 8retie water surface in the. well is approximately 12 feet below surface grade and the punlp intake for the water supply well is ~.t at approximately 80 feet below surface grade. The groundwater samples were transferred to Commercial Testing and Engineering, Inc. (CT&B for quantitative analyses. The samples were analyzed for benzene, toluene, orby)benzene and xylenes (i~rEX! by EPA Me~hod 5230/8020 and total petroleum hydrocarbons (TPH] by EPA Method 418.1. Copies of the laboratory analvtical results from CT&E are attaohed. En~Tineerin,q & Encronm~nlal Service; DHI ConsuIti~g Engineer~ Mr. Dee High O~Aober 11, 1994 31-01r~49 Page 2 The maximum contamination levels (MCLs) for benzene, toluene, ethylbenzene and xylenes as per fl3e Ala.~ka Departme.t of Environmental Conservation (ADEC) Drinl(ing Water Re.qulations ( 18 AAC 80) am 0,005, 1, O, 7 and 10 milligrams/L (mg/I.I respectively. All BTEX parameters in both water sample,~ were less than the MCLs. No MCL for TPH is identified 18 AAC BO. However, the ADEC interim guidance for Surface and Grout~dwater Cleanup levels (September 26. 1990) indicates that '-tim group c~! compounds collectively identified es TPH should be cleaned ul~ to non-detectable levels as measured by EPA Method 418.1 ." The detection limit for EPA Method 4-18.1 iS ! mg/L. 'l~he water sample collected from near the surface of the well (sample # Basel 7237 well) had a concentration of 2.08 mg/L. No TPH was detected in the water sample collected from the kitchen sink (s~mple # Basel 7237 In), Based on the analytical results, petroleum hydrocarb~r~ impacts above the ADEC MCL,~ ~tated in the htlerim Guidance Manual, are present in the water near the surface of the well. However, no TPH was detected in the water at a depth of 80 below grade where I~e pump intake is set, TPH em. pounds are non-hazardoua and non-reg~lated as per the ADEC DHnking Water Standards (18 AJ~C 80). Furthermore, none of the hazardmJS cornp~]unds such as benzene were detected ~n either sample. Therefore, AGRA concludes that the water supply well water oriteria as per 1 ~3 AAC 80 have been met. AGRA appreciates the opportunity to be of ,~ervice to DHI Consulting Engineers, Ina. If you have any que, st~orm or need additional assistance, please call us at 276-6450.
