Waiver Request- Septic System Upgrade
The approved design/Permit for the new absorption bed was located at 10 -feet from the previous
bed- the alternate bed site. During construction of the new bed, this separation was not maintained
by the contractor.
During inspections with MOA this separation violation was discussed. We discussed the options
resulting in this request to reduce separation from 10 -feet down to 6 -feet at the closest point. The
separation can be viewed on the Plan drawing.
It is not likely that any adverse conditions will result from this proximity. The two shallow beds are
both 2 -feet below original grade. Stability of soil is not a factor. The overall grade in the area is
under 5%.
The hydraulic loading of the new bed will transfer vertically downward through native sandy soil.
The proximity of the former bed/alternate site will not interfere with effluent flow.
We request approval of the 6 -foot separation between new absorption bed and alternate field.

shall be either:

b. Covered, sealed, and heated to prevent freezing
Special Provisions: The bed shall have at least 4 distribution pipes, as shown on the Trench End View detail.
The pipes shall be spaced no more than 6 ft apart and so that the distance between the outermost pipes and the
edge of the bed shall be no more than 3 ft.

Septic System Upgrade
The subject property has been served by a septic system for a number of years.The STEP tank is to
be decommissioned and a new STEP Tank/bed system installed. The design calls for a new
60' x 20' bed with new STEP tank. The entire subdivision is on public water/private wells and
septic systems. The terrain slopes northwest to southeast.
Please review the wastewater system design for the existing home. I have included design plans &
specs, design guidelines, & soil tests. If there is need for additional information or clarification

SPECIFICATIONS & DESIGN GUIDELINES
Wastewater System Sizing: This is an existing 4-bedroom, single family home. A STEP
tank/bed is currently in use-tank will be decommissioned per UPC and new STEP tank w/
bed installed. Neighbor lots are served by septic systems and public water/private wells;
there are no conflicts. The topography slopes from northwest to southeast as depicted in
drawing. Previous soil tests reveal GM, groundwater indicated.An application rate of 0.5
GPD/FT2 will be used for the bed. Bed Width= 1200 FT2/60' =20' bed. 60' x 20'bed, 0.5'
effective depth. 2' total depth.
Specification Requirements: All components and work must comply with the
Municipality of Anchorage Specifications (AMC) & State of Alaska Drinking Water
Regulations and Wastewater Regulations.
• New 1500 Gallon STEP tank. MOA-Approved.
• 5' minimum between the tank and bed. 10' minimum to property line from bed.
• 4' of cover and insulation is required for force main; 2" Minimum thickness for
insulation.
• Tank& solid pipe must be set on well compacted, stable soil.
• 4 inch diameter cleanouts with airtight caps are required 1' to 4' from foundation wall,
prior to any 90 degree bend in 4 inch line.
• All cleanouts must extend to at least ground level.
• In solid pipe runs, ASTM D-3034 may be used in lieu of cast iron.
• Bed to be placed level, minimum of 4' to groundwater, 6' to bedrock.
• Drain rock to be '/2" to 2 '/2" screened. Drain rock to be distributed uniformly.
• Force main to be 1.25" Schedule 40 PVC or equal.
• Distribution pipe to be 1.25" Schedule 40 PVC w/ 1/8" orifice @ 30" on-center.
• Silt barrier(filter fabric) to be installed above the drain rock.
• Smeared bed must be raked or scarified before drain rock placement.
• The finish grade must be mounded to promote drainage away from trench.
• Insulation must be placed over any pipe installed under driveways or parking areas.
• Approved pipe materials include cast iron, PVC ASTM D3034, PVC ASTM F789,
ABS ASTM D2661,
• Sewer Service Line is minimum 2% slope.
• Septic Tank to be pumped every two years or when required.
• Insulation board to be extruded direct burial polystyrene (Dow Styrofoam HI/equal)

Dear Mr. Cross:
The proposed septic system will have very limited impact on adjacent properties for the
following reasons:
1. The surrounding lots are large, allowing sufficient room for septic sites.
2. Immediate neighboring septic systems are all +30' distance.
3. Reserve space is adequate, due to absorption capacity and community water
system.
4. Drainage will not be affected and is not a major consideration in our design.

SPECIFICATIONS FOR ON-SITE SEPTIC SYSTEM
LEGAL: Armstrong -Johnson Lot 2
A. GENERAL
1. The septic plan is for a single family residence only.
2. The drawing and or site plan shall be a part of this specification.
3. All materials and workmanship shall meet the Anchorage Department of Health
requirements.
4. All soil tests are advisory to the design and are to be verified or modified in the field by
the engineer.
5. All excavations and depths are advisory and are to be verified in the field by the
contractor to meet Municipality of Anchorage requirements.
6. It is the responsibility of the owner to obtain all necessary permits or easements and to
locate any adjacent multi -family wells.
7. The excavation is to be exactly in the area shown on the site plan, any deviation
requires engineer approval.
8. It is always recommended that a surveyor locate the nearest lot line position and the
location of any easements.
9. Any remaining open test hole excavations shall be filled.
B. SEPTIC TANK/LIFT STATION
1. Septic tank and lift station shall be 1,500 gallon Orenco/Anchorage Tank model OSI
05-20-HHF.
2. Receipt from licensed electrician stating the lift station was wired to applicable codes to be
supplied to Engineer.
C. BED
1. The bed excavation is to follow the natural land contour to maintain a maximum total
depth of the bed bottom of 2'.
2. The bottom of the bed shall then be leveled with pit run sand material < 5 % silt to plus
or minus 1.5", as needed.
3. A F gravel bed is to be placed with pressure laterials buried with 2" of gravel over
pipe.
4. The effluent line within the bed shall be laid with 1/8" holes in pressure effluent line
shall be oriented up with orifice shields in place, holes spaced at 32" OC.
5. The bed gravel is to be covered with typar fabric material.
6. Soil or combination of soil and extruded board insulation to a depth of 3' or equivalent
is to be placed over the leachfield.
7. The area over the bed is to be finish graded to prevent ponding of surface water runoff.
8. The septic tank and leachfield must not be closer than 100' to any existing private well,
150' to any Class "C" well, or 200 feet to any community well.
RECOMMENDED LEACHFIELD DIMENSIONS:
TOTAL DEPTH = 2' GRAVEL DEPTH = 8" under pipe, 2" over pipe
BED LENGTH = 60' BED WIDTH = 15'
SOIL RATING= 0.5 GPD/ft2 BEDROOM CAPACITY = 3
SEPTIC TANK SIZE = 1,500 gallons with lift

COMMENTS: This system appears to be operating satisfactorily, though the SAS is approaching the end of its useful
life. There was no measurable liquid in the SAS MTs prior to beginning the test. Test flow needed to be
added to the system over an extended timeframe to keep the liquid level depth from exceeding the ED
of the SAS. A recovery measurement, taken 20 minutes after stopping the test flow, showed satisfactory
absorption with nearly a return to the starting level. Test flow volume exceeded the design daily now.
