Septic System Upgrade
The subject property has been served by a septic system for a number of years. The septic tank is to
be decommissioned and a new Advantex/Trench installed. The existing seepage pit to be
decommissioned per UPC. The entire subdivision is on private wells and septic systems. The
terrain slopes north as indicated.
Lot line waiver to 1' due to the limited area- very small lot. This upgrade will reduce high nitrates
in the area. This will upgrade all the neighbor lots by reducing nitrate loading. The lot line waiver
has no degradation to neighboring septic systems nor water wells.
Please review the wastewater system design for the existing 3-bedroom home. I have included
design plans & specs, design guidelines. If there is need for additional information or clarification
please give me a call.

SPECIFICATIONS & DESIGN GUIDELINES
Wastewater System Sizing: This is an existing 3 -bedroom, single family home. The
septic system is failing. The owner wants to upgrade the system to a Category III
Advantex. A design is submitted for a new trench & new Advantex. The neighboring lots
are developed as indicated in the drawing. New test hole being used- groundwater @ 6' A
4' deep trench will be excavated. The easements are located on the drawing and are not
encroached upon. A Category III application rate of 6 GPD/FTI. Trench Length = 75
FT2/2' x 2 = 20'. No bedrock was encountered. Old seepage pit will be decommissioned per
UPC. A lot line waiver to 1 ` is required due to the small lot.
Specification Requirements: All components and work must comply with the
Municipality of Anchorage Specifications (AMC) & State of Alaska Drinking Water
Regulations and Wastewater Regulations.
• Connect New Trench To Advantex. Use.Watertight couplings on inlet & outlet
• 5' minimum between the tank and bed. 10' to property lines.
• 3' of cover is required for trench or add insulation board.
• Solid pipe must be set on well compacted, stable soil
• 4' of cover or insulation is required for tank; an equivalent of 1" insulation for 1' foot
soil cover. Tank & solid pipe must be set on well compacted, stable soil.
• 4" diameter cleanouts with airtight caps are required 1 ' to 4' from foundation wall,
prior to any 90 degree bend in 4 inch line, in each tank compartment, and two adjacent
opposing cleanouts between the tank and the absorption field, not more than 10' from
the tank positioned to provide cleanout access towards the tank and towards the
absorption field.
• All cleanouts must extend to at least ground level.
• In solid pipe erns, ASTM D-3034 may be used in lieu of cast iron.
• Trench to be placed level, minimum of 4' to groundwater, 6' to bedrock from
drain -rock
• Drain rock to be '/2 inch to 2 inch screened. Drain rock to be distributed uniformly
throughout the trench.
• Silt barrier (filter fabric) to be installed above the drain rock
• Smeared trench sides must be raked or scarified before drain rock placement
• Approved pipe materials include cast iron, PVC ASTM D3034, PVC ASTM F789,
ABS ASTM D2661, PVC Schedule 40.
• Sewer Service Line is minimum 2% slope
• Septic Tank to be pumped every two years or when required
• Insulation board shall be extruded direct burial polystyrene (Dow Styrofoam HI or
equal)
• Maintain minimum 10' separation between water line & wastewater system.

Emergancy Tank Replacement Permit Request
Ladies and Gentlemen:
My firm was contacted to design a replacement tank for the referenced lot. The emsting tanks has failed. The existing
tank is located 88 feet from the well serving this lot. The new tank will be located greater than 100 feet from the well.
The lot is approximately 10,600 square feet in size. Lot 7 slopes to the north at a rate of approximately 1 to 15 percent
with rolling hils throughout the lot. The proposed tank installation will be located in the southern portion of the lot on
a relatively flat area under the driveway. It will be insulated with four inches if rigid insulation. Double clean-outs will
be installed after the tank. The proposed location is greater than 100 feet away from any wells. The proposed system
will be greater than 10 feet from the water service lines. The proposed installation will not affect the future
development of the surrounding or existing lots. The area south of this lot is undeveloped. See the attached design.

A water sample revealed a nitrate concentration of 7.65 milligrams per liter (mg/Q.
The Environmental Protection Agency (EPA) has established a maximum
contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While
private wells are not subject to this regulation, EPA standards are based on existing
health information and can therefore be used to gauge the relative quality of water
from private wells. Please see the attached "Nitrate Fact Sheet" for important
information regarding nitrate.
This advisory must be attached to all copies of the subject Certificate of On -Site
Systems Approval.

From Northern Testing Laboratories, Inc.
Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate
is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells.
SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of
ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the
oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners,
food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil.
TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years but is
associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of
young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood
stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry
oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the
concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered
from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization.
TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home
water treatment systems such as softening, or iron filtration does not readily remove nitrate. The best
method for limiting nitrate in well water is source control. This can include avoiding overdosing of
fertilizer near the well and maintaining good separation distances between septic tank leach fields and
the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged
ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate.
TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a
spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect
the activity of nitrate in water. This laboratory uses several different wet chemical methods approved
under the public water supply laboratory certification program. They also have test kits available, which
the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can
monitor the change in nitrate levels from their well. They recommend comparing the test kit results
against a certified analysis from the lab occasionally to verify the accuracy of the kit. We recommend
using a specially prepared bottle that has been rinsed in hydrochloric acid for collecting samples.

accordance with the equipment's approval for operation in the Municipality.
It shall be the responsibility of the Owner during the term of this Agreement to pay for all
repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This
includes an annual maintenance fee (typically $400 to $600).
Owner agrees that only maintenance and repair personnel approved by the Municipality
or the manufacturer's representative will inspect and make any necessary maintenance,
repairs or permitted alterations to the system.
Owner acknowledges that regular maintenance of an AWWTS reduces the potential
failure. of the system, which could include sewage backup and costly repairs or drainfield
replacement.

By means of this letter we are requesting a waiver of the required 100 foot separation distance between
private wells and septic system components down to 92 feet between the well serving Lot 7 of Beacon Hill
Estates and two septic tanks on Lot 8 of Beacon Hill Estates. The cleanout pipe of the septic tank on Lot 7
is just 100 feet from the subject well, so the same waiver should also allow for a couple of feet of
underground projection of this tank. We are also requesting a waiver down to 2 feet of the separation
distance between the seepage pit on Lot 7 and the property line abutting Beacon Hill Drive. A site plan and
copies of relevant backup documents are enclosed.
According to the driller's log the well was completed in August of 1989 and has a total depth of 217
feet. No bedrock was reported. On 4/25/91 the static water level stood at 192 feet below the top of the
casing. To measure the well yield we pumped 748 gallons of water from the well at the maximum pump
output of 8.3 gpm. This amount of pumping did not cause any measurable drawdown inside the casing.
Based on this test, we concluded that the total yield of the well is in excess of 8.3 gpm, which is more than
adequate for any single family residence. Water samples collected on April 25 were satisfactory, showing
0 coliform or other bacteria per 100 ml., and 2.4 rog/1 of nitrate-N. The wire between the well and the
residence was not buried after the well was drilled, and this work cannot now be done until the ground has
thawed, so the Health Authority Approval should be conditional on this wire burial being done by 6/15.
According to as-built records on file in your office, the wastewater disposal system on Lot 8 includes a
1000 gallon steel septic tank installed in 1973. The cleanout of this tank is 97 feet from the well on Lot 7,
however the waiver is requested for 92 feet to allow for the underground projection of the tank closer to
the well. At the time of installation this tank was followed by a seepage pit which probably was within
100 feet of the site of the present well on Lot 7, however the records appear to indicate that this seepage pit
was abandoned in 1977 when the Lot 8 system was upgraded by the addition of a second 500 gallon septic
tank and a new 34 foot long soil absorption trench. The cleanout pipe of the 500 gallon septic tank is 100
feet from the well on Lot 7, so the underground projection of this tank comes within approximately 97 feet
of the well. In 1987 the system was upgraded again by the addition of a new soil absorption trench
configured as shown on the site plan. It is not clem' whether the earlier soil absorption trench was
abandoned, but the evidence is that both the 1977 and the 1985 soil absorption trenches are greater than
100 feet from the present well on Lot 7.
On April 25 there was 48 inches of fluid in the 1000 gallon septic tank and 39 inches of fluid in the
500 gallon septic tank on Lot 8. Both of these measured fluid depths are consistent with nmrnally
operating, structurally sound, septic tanks.
According to the as-built inspection report, the wastewater disposal system on Lot 7 was installed in
October of 1973 and consists of a 1000 gallon steel septic tank followed by a 13' x 14' seepage pit with 9
feet deep concrete rings. The 486 square feet of effective wall area is less than 2% shy of the 495 square
feet which are theoretically required for a 3 bedroom system in the 165 soil described on the permit. Since
the cleanout of this septic tank is also 100 feet from the well on this lot, the waiver should also reflect the
fact that the underground projection of this tank also probably extends to within 97 feet of the well. As
we plotted it, the underground projection of the seepage pit appears to come within a few feet of the
property line abutting Beacon Hill Drive, so a waiver down to 2 feet for this is also being requested. At
the start of our adequacy test the fluid depth in the septic tank was a normal 49 inches, consistent with a
structurally sound tank, and the fluid depth in the seepage pit was 7.5 feet. The pit was able to accept an
additional 522 gallons of water which caused the fluid level to rise 20 inches to the point where it started to
back up into the septic tank. After the flow of water was stopped, the fluid level receded at an adequate
rate for a three bedroom residence. It should be noted that both the septic tank and the seepage pit are
under a paved driveway. Despite this location, the owner reports that he has experienced no problems
with the septic system freezing up during the last 18 years, so we do not see any reason why the location
under the driveway should be an obstacle to obtaining Health Authority Approval at this time.
The topography in the area slopes generally to the northwest at approximately 10% with each of the
building being sited on leveler benches. The ground elevation in the vicinity of the well on Lot 7 and the
septic standpipes on Lot 8 is approximately the same, meaning that were effluent to daylight from one of
these tanks it would not flow towards the well. Even though the septic tank on Lot 7 is at a higher
elevation than the well, the local topography would cause effluent from a failing septic tank to flow away
from the well to the east before running down Beacon Hill Drive and passing near to the well.
The following is an analysis of how waiver evaluation points could be assigned using the separation
distance waiver guidelines promulgated by D.E.C.'s SCRO. The soil types are from the well log and
grouped to agree with the closest con'esponding definitions in the guidelines. In our analysis, we have
assigned 198' - 3' casing stickup = 195 feet as the depth to the water table, while recognizing that due to
the aquifer being confined the static water level inside the casing actually is at 192' - 3' = 189'. The
difference in point values is almost negligible.

Since this point analysis totals more than 16, the waiver guidelines indicate that there should not be any
potential for contamination. Considering the great depth to the aquifer with overlying restrictive strata, and
the fact that the potential source of contamination is septic tanks almost 100 feet away, it is also our
professional opinion that the waiver can be safely granted. Please give us a call if you have any questions
