Box 196650 Anchorage, Alaska 99519-6650 Ref: Septic System Upgrade for Lot 3, Bk 12, Mountain Park Estates S/D. RECIRCULATING UPFLOW FILTER (RUF) SYSTEM To whom it may concern: 1. GENERAL: The existing 3 bedroom house is currently served by a private well and septic system. There are two drainfields on the lot. The first was installed 8/80, and the second in 8/82. When evaluating these drainfields (monitored liquid levels for several weeks) it was noted that the water levels were rising, even though the house was vacant. It was confirmed that there were no plumbing leaks, so high groundwater was suspected. Discovery drilling installed two (2) monitoring wells on the lot (see site plan), around the first week in May. On 5/10/97 water was encountered at depth of 5.1 feet below the ground surface, confirming that the existing drainfields are submerged in groundwater. At this point, it was clear that an upgrade would be required. There is a subsurface drain that runs along the east and south property lines. The invert of the pipe in the drain is higher in elevation than the bottom of the trenches, so it apparently was not designed to lower the groundwater table (7). Given the location of the subsurface drain, the old trenches, and the protective well radius, the area available for the new draintield is very limited. Because of the space constraints, and the soil/groundwater conditions, we are proposing to install a Recirculating Upflow Filter (RUF) system, designed by Orenco Systems, Inc., and marketed by Anchorage Tank. The drainfield will be located midway between the old trench (8/82) and the subsurface drain. The separation distance to either will be approximately 20 feet. Given the topography of the lot, and the degree of treatment provided by the RUF , the potential for untreated wastewater to reach the subsurface drain, and daylight, is unlikely. The specifics regarding the design are summarized as follows: 2. SOILS TESTING & DRAINFIELD: Soils testing (5/20/97) revealed moist silty gravel overlain with 2.5 feet of overburden, organics, and organic silt. Groundwater monitoring (using discovery drilling monitoring tubes) revealed groundwater at a depth of 5 feet below ground. In the test hole, water was weeping profusely at a depth of approximately 5 feet. It is possible that the water level may rise higher than this in the future (the last several years have been dry), causing a grounchtater encroachment; however, the extent to which this may occur is difficult, if not impossible to predict. The intent is to install a Recirculating Upflow Filter (RUF) system that will allow the use of a small drainfield in the area of the TH. We will excavate through the peat/organic soils (depth of approximately 3 feet), install a 2 foot thick sand filter (Lake Otis Gravel), and then build a 5 foot wide trench system. The size of the trench will be based upon the previously established criteria for the RUF systems, which dictates that soils percolating between 30 & 60 minutes per inch have an allowable application rate of 2 gpd/ft2. Given this application rate, a 3 bedroom house (450 gpd) will only require a drainfleld area of 225 fl2. This corresponds to a 5 foot wide trench that is 45 feet long. 3. ORENCO PACKAGE SYSTEM: Attached is drawings of the Recirculating Lift Station Septic Tank with Trickling Filter, prepared by Anchorage Tank. Per Lowell McNutt, the system is designed to handle flows up to 750 gallons per day. The entire package, except for the wood, and the sand is provided by Anchorage Tank. Since you are familiar with the operation of the system I won't elaborate. As with their standard STEP tank, it is equipped with a high water alarm per M.O.A requirements. 4. SURFACE WATER: There are no surface waters within 100 feet of the proposed septic system upgrades. 5. TOPOGRAPHY: The lot generally flat. On the site plan I have note the ground elevation at a number of locations. In short, there are no slope concerns. I am unaware of any negative impacts that this installation would impose on adjacent wells, or septic systems. Box 196650 Anchorage, Alaska 99519-6650 Mayor http://www.ci.anchorage.ak.us Dear Homeowner/Prospective Buyer: The on-site wastewater disposal system you are purchasing/installing is an "alternative" wastewater disposal system. This system, known as a "Recirculating/Upflow Filter Septic System", is undergoing testing within the Municipality of Anchorage under the Alternative System section of the Wastewater Disposal Regulations (AMC 15.65). There are certain risks involved with the ownership of one of these systems: The technology used in this system has been shown to be effective in other areas. The system is currently undergoing a two year testing period in Anchorage under the guidance of the Department of Health and Human Services (DHHS) and the State of Alaska Department of Environmental Conservation (ADEC) to determine its effectiveness in a subarctic environment. The system for this property may have received vertical separation distance waivers from both State of Alaska and Anchorage Municipal Codes to both ground water and bedrock. These waivers were granted due to the system's expected performance within the site conditions on this property. If the test results do not support these waivers, modification or replacement of this system may be required. 4. If this system fails to meet the requirements set for it to become a standard, code approved wastewater disposal system, it may have to be removed and replaced by either a holding tank or (if possible) other wastewater disposal system that meets Municipality of Anchorage requirements. The cost of any conversions required to meet code requirements will be the responsibility of the homeowner at the time of conversion. Street: Anchorage, Alaska 99501 Re: Lot 3, Block 12, Mountain Park Estates The above referenced lot consists of a 3 bedroom single family dwelling served with a private well and on site sewage disposal system. The original sewer system was installed August 18, 1930. On August 27, 1982, the sewer system was upgraded by adding 54 feet of trench line to the original system, The well was drilled on September 12, 1980 to a depth of 220 feet. From the Health Authority inspection, we find that the separation distance from the well to the original server system is 82 feet and from well to the septic tank 96 feet. From the well log, hardpan, cemented gravel was encountered from 70 feet to 123 feet. From 12.3 feet to 220 feet is bedrock. No water production was encountered above the bedrock. The septic tank is a steel, 2 compartment tank. From probing the tank and monitoring during adequacy testing, no unusual level fluctuations were detected. On June 20, 1986, the tank was pumped with me present. There was no infiltration of water after pumping. The septic tank appears to be water -tight with no leaks. The original absorption area installed August 18, 1980 is a shallow trench 5 feet deep. The soil rating is 2.80 square feet per bedroom. From the attached site plan drawing, you can see that between the well and the sewer system is a knoll approximately 6 feet higher than the ground level at the well and sewer system. From this knoll, the surface slopes towards and beyond the well, and slopes towards the sewer system. Therefore, surface drainage from the sewer system area will never reach the well casing. Due to the above conditions, we feel that it is highly unlikely that the sewer system treses a threat of contamination to the water system. A water sample taken June 2, 1986 is free of coliform bacteria. We request that you grant a waiver of the required separation distance from well to septic tank and absorption area to 96 feet and 82 feet respectively. The road ditch by the well drains south to a low spot in the road. It then drains west. See the sketch. In my professional opinion the location of the old system from the well is not close enough to create a health hazard. The bacteriological quality of the well is excellent. Park Estates Subdivision, Dear Don: At your request of August 11, 1980, R&M Consultants conducted a subsur- face soils investigation at the proposed location of the sanitary sewer system on the subject lot. The site topography was gently sloping to the north west. At the time of the investigation, the site had original vegetation consisting of spruce and birch trees with fern, moss and rose underbrush. Field activities were performed on August 11, 1980. Excavation was accomplished with a backhoe. The log hole was excavated to a depth of 11 feet below the origninal existing ground surface. The percolation test hole was excavated to a depth of -'--1/2 feet at the approximate location shown on the attached site plan. The percolation test was run in the proposed effluent acceptance stratrum and the results are attached. The test hole was sited according to your instructions. The subsurface soils were inspected at the time of excavation by Philip R. Baldner, a technician from our office. Grab samples were taken to the A NIC nein nee I AJROANKS JUNEnu Page 2 laboratory for visual classification. The description of the soils encountered are shown on the enclosed soils log. No bedrock was encountered to the depth excavated. At the time the test hole was excavated seasonal frost was not present and permafrost was not encountered. At the time the test hole was excavated, water was encountered at a depth of 9 feet below the ground surface. It should be noted that the information given in this report displays specific conditions encountered on the date of the investigation. Subsurface conditions may vary on other parts of the lot without any apparent superficial evidence of the change. Groundwater level may fluctuate both seasonally and from year to year. A percolation test was performed from a depth below the ground surface as indicated on the soils log. The average infiltration in the stratum tested was measured over one hour. The net drop in the water level that occured during the final 30 minutes was used to calculate the percolation rate. The measured percolation rate was 10 minutes per inch.
