The existing absorption leach field was connected to the replacement field and tank with a divertor valve after the new septic tank allowing it to be potentially used in reserve status. A Right of Way permit R161748 from the Municipality of Anchorage Right of Way Division was issued on June 23, 2016. This permit was needed since the old leach field encroaches into an utility easement along the north lot line. The replacement leach field is being used and will be used, but the old leach field is available for reserve use if needed. The old septic tank was removed. Whitters Enterprises during construction determined the old septic tank needed to be removed for the placement of the new 1000 gallon septic tank and connections to the leach fields. The new replacement septic tank is 101 feet from the well on Rampart #1 Subdivision, Lot 1 eliminating the need for a well to septic tank waiver. I am unaware of any adverse impacts this completed installation or these waivers will have on adjacent wells or septic systems. If you have any questions, please contact me at 338-1308. The PERMITTER reserves the right to revoke this permit upon twenty (20) days written notice to the PERMITTEE. The PERMITTEE agrees upon such notice of revocation, to move said encroachment(s) from the 10 foot Utility Easement in which it is placed. This document adds to information submitted by me dated May 26, 2016 and June 13, 2016. The revised design will be discussed first. Submittal is included with this letter stating that Test Hole ! was monitored for ground water levels from June 10 until June 20 reflecting a dry condition. The existing old absorption field will be decommissioned. The distance for the waiver request from the replacement absorption field to the well on Lot 2 has been adjusted to 92 feet maximum and from the replacement field to the well of Lot 3 has been adjusted to 89 feet maximum. T also request a waiver for the distance from the old absorption field to the new replacment field. This distance between the fields will be planned at 11 feet as measured on previously submitted drawings which is less than the required 12 feet distance. More information related to the wells to field waivers updates and new waiver field to field request follows. This information is in addition to the previous letters on May 26 and June 13, 2016. 1. WELL TO FTELD WAIVER: The waiver is requested as follows. Proposed absorption drain field to the Existing Wells on Rampart #1: Lot 2 and Lot 3: The proposed drain field is approximately 93 feet from the existing well on lot 2, and approximately 90 feet from the existing well on lot 3 on drawings previously submitted. We are requesting that your department issue a waiver from the required separation of 100 feet to 92 feet for the well on Lot 2 and to 89 feet for the well on Lot 3. Justification for granting these waivers are as follows: A. We are requesting around an 11% variance maximum. The well log and soil borings log for Lot 2 are typical of glacial soils, gravel and sand with silt and clay present in varying amounts. Other lots in the area have similar soils, but as typical for glacial soils conditions can vary greatly within the same lot. These soils typically have percolation rates that usually allow for trench type absorption fields. The percolation rate found on Lot 2 was 3.3 minutes/inch. The average groundwater velocities for these type of soils allow for adequate treatment in conjunction with the absorption fields. Tf the requested waiver for field to field is allowed, the distance from the replacment field to the well on lot 3 will probably be about 91 feet as measured in the field. 2. FTELD TO FTELD WAIVER: The waiver is requested as follows. Submitted drawings have the distance between the old to new absorption field measured at 11 feet which is less than the required separation distance of 12 feet. We are requesting a waiver. A. This waiver request is for a distance of 1 foot from the required distance. Justification for this waiver request is related mostly to the percolation rate found of 3.3 minutes/inch. T believe that with soils of the type found and the percolation rate found on Lot 2, the new field will not impact the old field. Similar perocolation rates have been found on nearby lots. On June 10-11, 2016 I visited the 3 bedroom house at Lot 2, Rampart #1 Subdivision to obtain information for this redesign. I performed a septic tank leak test on the existing 39 year old septic tank. The tank was filled with water above the tank invert, and monitored. This existing septic tank seemed to reflect a leak. The present owner also approved a replacement septic tank, even if the tank passed the leak test. The replacement 1000 gallon tank will be placed about 0.5 foot from the existing tank. The replacement tank location will be more than 100 foot from the domestic well on Lot 1, Rampart #1 so a tank to well waiver will not be needed for Lot 1. The existing tank will be pumped and crushed in place. Test hole 1 was deepened to 19 feet. Pipe perforated the entire length was used to monitor groundwater in the deepened bore. The 2 inch diameter PVC pipe installed on May 18 was perforated and slotted over it's entire length. 4Lke The proposed upgrade absorption field trench is 3 foot wide, 8 foot from the replacement septic tank, and 12 foot from the existing absorption field. The existing absorption field will not be used in reserve. Comments regarding the revised design are summarized as follows: 1. SOILS: See the attached deepened soils log from June 10. This small divide would not allow effluent to flow to this well head. The lowest elevation for Lot 2 is near the lot Northwest corner, near the shed. Overland drainage in that direction is away from nearby wells. D. A vegetated area and fences are between the proposed drain field and the wells. E. A water sample from Lot 2 was collected on April 12, 2016. Arsenic and bacteria were both not detected in this sample, and nitrate was 5.17 milligram/liter. Water samples were collected from wells on lots 7-9, Rampart#1 from mid February to mid March 2016. The results from these samples are in the Onsite services public Document Search Database. The samples were collected as part of a replacement septic system on Lot 8. All bacteria and nitrate samples had no detections. Arsenic ranged from 3.69 to 5.2 milligram/liter. The wells and septic systems on Lots 7-9 all have had a waiver granted for the 100 foot separation distance between wells and septic systems. This potentially illustrates that if this waiver is granted similar well water samples in the future will continue to have results below regulated concentrations. Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available, which the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can monitor the change in nitrate levels from their well. They recommend comparing the test kit results against a certified analysis from the lab occasionally to verify the accuracy of the kit. We recommend using a specially prepared bottle that has been rinsed in hydrochloric acid for collecting samples. This inspection revealed a nitrate concentration of 5.17 milligrams per liter (mg/L) was reported for the property's well water sample. The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells. Please see the attached "Nitrate Fact Sheet" for important information regarding nitrate. This advisory must be attached to all copies of the subject Certificate of On - Site Systems Approval. Nitrate Fact Sheet From Northern Testing Laboratories, Inc. Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several "wet chemical' methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available, which the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can monitor the change in nitrate levels from their well. They recommend comparing the test kit results against a certified analysis from the lab occasionally to verify the accuracy of the kit. We recommend using a specially prepared bottle that has been rinsed in hydrochloric acid for collecting samples. Approximately 1/2 of the 4 foot wide gravel trench lies within the 10 foot setback for the entire length of the drainfield.
