Flattop Technical Services 14530 Echo Street Anchorage, Alaska 99516 Subject: Request for Separation Distance Waivers Lot 10 Rampart Subdivision #1 Dear Mr. Moore: This office has completed its evaluation of the subject request for waiver of the required 100 foot separation distance between and existing septic tank an existing well of 85 feet and between a proposed drainfield and an existing well of 70 feet. The request for waiver was evaluated in accordance with the Alaska Department of Environmental Conservation (ADEC) waiver review guidelines. Our evaluation of the supporting documentation, which accompanied the request, yielded a total of 14.08 points. In accordance with ADEC waiver guidelines, a minimum of 16 points is required for issuance of a waiver unless the presence of special construction techniques and/or mitigative factors is documented. Therefore the request for waiver is denied. Resolution of the separation distance deficiency may be pursued by any of the following three alternatives: You may prepare and submit additional supporting documentation which supports the assignment of 16 or more points in accordance with the ADEC waiver review guidelines. OF HEAL'fH ENVIRONMENTAL PROTECTION By' mean.'; of this letter we are requesting a sewer upgrade permit and waivers of the required 100 l'oot separation distances dc)wn to 85 feet between 'the well and the septic tank and down to 70 feet between the well and the absorption field for the subject lot. Design drawings including a soils logs, site plan, plan view and cross-section as well as copies of ot~er relevant backup documents are enclosed for your review. .No driller's log exists R)r the subject well. Other records in your files indicate that it ',a;az; completed in 1972 and that it has a total depth of 72 feet. On June 30 the static water level stood at 59 feet below the top of the casing. Steady pumping of over 1200 gallons of water from the well at the maximum pump output of 9.25 gpm caused the water level inside the casing to be draxvn down to 61 feet, but no further. This indicates that the total yield of the well is significantly in excess of 9.25 gpm. Water samples taken on Jtme 29 were satisfactory, showing 0 coliform bacteria per 100 mi., and 1.48 mg/l of mtrate-N. As part of the upgrade project a new well seal and conduit are to be installed. The wastewater disposal system consists of a 1000 gallon septic tank installed in 1972 and a 500 galkm septic tank installed in 1978. These are followed by a 16' by 16' by I0' deep seepage pit installed in 1972, which was upgraded to 4 bedroom status in 1978 by the addition of a 26 foot long soil absorptkm trench containing 6 feet of sewer gravel. Despite the fact that the house had been unoccupied for an extended period of time prior m our adequacy test, the seepage pit had 26 inches of fluid standing in it and the clean(mt at the beginning of the trench had fluid standing 4 inches above the level of the gorizontal distribution pipe. The monitor tube at the end of the trench was obstructed a foot below ground surface. These observations indicated either that the system is in ground'water or that it has very poor percolation characteristics. During the course of {)ur adequacy test we added over 2000 gallons of water to the system which caused the .fluid level in the trench cleanout to rise an additkmal 2.5 feet. Once the flow of water was stopped, the reabsorption rate was very slow, corresponding to the required rate for a ()ne bedroom residence only. On Augt~st .3 we conducted soils tests to determine the feasibility and design parameter~ of an on.~site soil absorption system for this lot. As indicated on the enclosed !ogs, tt~e subsurface soils consist of fine sand and gravel overlying a gravelly silt. As speciO, ed ~n the wastewate~ ordinance in effect on the (.late of our soils tests, we used a ~,~i. st~a.! soil ~at. ing of 150 square feet per bedroom as our design criterion. Based on our soil ~.ests we feel the optimal design is a 12' wide by 63 foot long soil absorption bed co~tstt'ucted at a depth of 4 feet below the ground elevation in the vicinity of test hole # 1. ). l'te, ot>timal configuration is shown on the site plan. Due to topographic considerations, it was not possible to locate the entire soil absorption bed in the small area outside of all 100' well radii; the proposed location was selected to impact only the well radius for the subiect lot. The proposed coffi'iguration will have no impact on well radii for adjoining lots., nor will it impact any possible future well or septic system development, reserve space or drainage on these lots. Because the proposed configut'ation crosses over a po~'tion of the original seepage pit, we have specified that the pit be filled with sand and shallow contaminated soils in the vicinity be excavated and replaced with sand. We feel this will t-esult in an application rate comparable to the native material. Tl~e following analysis pertains to factors relevant to the requested waivers: As sttown in red on the marked up site plan, the surface topography of the lot slopes dow.~.wa['ds at approximately 20% from the well towards the site of the proposed soil absorption t.~ed. Th.e resultant l 5 foot elevation di~l'erential guarantees that any effluent which might daylight, from a failing system will flow directly away from, rather than i.ow~tt:ds, i. he well. The shallow test hole logs do not indicate a groundwater table in the upper 15 l'eet of t.~e soil profile. W'e t~a. ve attached the driller's log for the well on Lot 2, which is the closest well whict:) we could locate a log. The information shown on this log is quite consistent with tt~at which we could measure in the subject well, bearing in mind that 'the ground surface at the subject well is approximately' 20' higher than on Lot 2. This log indicates a clay, sand and gravel mixture (probably glacial till) down to 35 feet. Due to poor percolation characteristics, 'this material should provide relatively good protection to the underlying aquifer. Below this is sand, with the effective water table at 35 feet. On Septem[~.er 10 we conducted a survey cfi the static water levels in nearby wells in and e.fl'ort to assess tl}e gradient of the aquifer supplying the wells in the area. This info~'mation is also shown in red on the marked up site plan. Relative to an assumed ele'v'~tion of 100 feet on top of the casing of the st~bject well, the static water levels in the wells on Lots 9 and 10 were an identical 40.9 feet and the static water level in the well r.>n Lot ] was 40.6 feet. This indicates that tlqe surface of the aquifer is nearly level with a very sligl~t ~lope { and hence flow) towards the north. The following is a possible assignment of points using the DEC SCRO'S separation distance waiver' guidelines, Category Point Valu~ Distance to water table (35' - 6' = 29') Soil $orption (use value for silt) Pet'meability (use value for silt or sandy clay) Water table gradient (use 0%} Iforizontal separation L70') Total 3.83 3,5 2,0 2,9 1,8 14,0 The total number of points derived here is slightly less than the guideline of 16 recommended by D.E,C,~ however we believe there are other mitigating circumstances which support granting the waiver in this situation. First and foremost is the fact that no better alternative exists, short of installing a holding tank or drilling a new well The slot~e of the sm'face topography is a factor not addressed in the waiver point assignment, yet ~t has a significant effect on reducing the possibility of contamination, Ti~e property owner (tt,U. The scope of the project consists of the abandonment ot~ the existing septic system and the installation of a new 1250 gallon septic tank followed by a 12' wide by 63' long soil absorption bed. 2. The configuration of the system shall be as depicted on the site plan and design drawings, except that minor modifications may be allowed or required by tl~e engineer conducting the inspections. 3, Construction work shall not start until the Municipality has issued the necessary permit and separation distance waivers allowing the soil absorption bedto be constructed within 70 feet of the existing well, and the septic tank within 85 feet of the well. 4. All construction practices and material specifications shall be in conformance with Municipal and State requirements. The contractor shall be responsible to obtain any necessary utility locates and to work around any utilities encountered. 5. The existing 1000 gallons and 500 gallon septic tanks are to be properly abandoned by being pumped, crushed and buried on site, or by being transported to the Municipal landfill. 6. The existing seepage pit shall be pumped and backfille, d with clean sand. All surrounding soil within 2 vertical feet of the bottom of the proposed soil absorption bed which shows evidence of septic contamination shall be excavated and buried on site outside the 100 foot radius from all wells. Clean sand shall then be placed in the excavated areas to bring the level up to the specified grade. 7. A new Municipally approved 1250 gallon, two compartment septic tank shall be installed level on undisturbed soil no closer than 85 feet from the well at the approximate location shown on the site plan. Two inches of rigid insulation shall be placed over the tank if the soil cover is less than 4 feet. Additional cleanouts shall be installed within 5 feet of the foundation and between the tank and the soil absorption field. 8. The soil absorption bed shall be constructed by removing the shallow soils to create a 12' wide by 63' long level bed surface at a depth of 4 feet below the natural ground elevation as measured adjacent to test hole # 1. Additional excavation and backfill with sand will be required in the vicinity of the original seepage pit, as described under specification #6. 9. A total of 12 inches of approved sewer gravel shall be placed on the bottom of the bed, with the perforated distribution pipes laid level, such that the bottom of the pipes is no less than 6 inches above the bottom of the sewer gravel. Cleanouts and monitor tubes shall be installed in the locations shown. An approved filter fabric shall be placed to cover the entire top surface of the sewer gravel before backfill with unclassified soil. The top surface of the backfill over the field shall be mounded 6" higher than the surrounding terrain to allow for future settlement. I 0. The reason for redrilling the well was to relocate it outside of the mandated 100 foot horizontal setback from the upgraded wastewater system. On December 21, 1990, this office received an as-built drawing showing the upgraded wastewater system, however, it is shown that the existing well is "to be abandoned." Inasmuch as the new septic tank and over 50% of the subsurface absorption system is less than 100 feet from the existing well, this system cannot be approved. If this residence is to be occupied before the existing well is abandoned and redrilled outside of the 100 foot protective radius, the new septic tank must be "blinded off" at the discharge outlet and utilized as a temporary holding tank. The applicant (HUD) is being advised of this stipulation by a copy of this letter. We suggest that you also advise HUD of this conditional use stipulation. Since the type of construction is a shallow bed instead of a trench, this configuration will not significantly impact the ability to construct future on-site systems on the adjoining Lot 9, Rampart S/D #1. There will be some aesthetic impact to the easternmost portion of Lot 9, as the cover material over the bed slopes down onto that lot. The contractor has agreed to provide final grading in the spring after the ground has thawed, which he will have to do to the satisfaction of the owner of Lot 9 as well as Lot 10. This inspection revealed a nitrate concentration of 5.84 milligrams per liter (mg/L) was reported for the property's well water sample. The Environmental Protection Agency (EPA) has established a maximum contaminant level (MCL) of 10.0 mg/L for public drinking water systems. While private wells are not subject to this regulation, EPA standards are based on existing health information and can therefore be used to gauge the relative quality of water from private wells. Please see the attached "Nitrate Fact Sheet" for important information regarding nitrate. This advisory must be attached to all copies of the subject Certificate of On- Site Systems Approval. Nitrate Fact Sheet From Northern Testing Laboratories, Inc. Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available, which the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can monitor the change in nitrate levels from their well. They recommend comparing the test kit results against a certified analysis from the lab occasionally to verify the accuracy of the kit. Robinson: By means of this letter we are formally requesting a lot line waiver allowing the soil absorption bed on Lot 10 Rampart S/D #1 to be 0 feet t¥om the west property line. The as-built inspection report is enclosed depicting the final configuration of the system. No additional waiver fee should be levied, as we have already paid a $590 waiver fee at the time of the original permit request submittal in October. The original design called for a 5 foot separation between the soil absorption system and the west lot line to increase the available area on the lot for drilling the new well near the southeast comer of the lot. You agreed to our verbal request for a reduction to 2 feet to allow more flexibility. During the course of construction the excavator (Tweed) elected to build the northern 20 feet of the bed essentially contiguous with the west property line. His stated reason for doing this was to minimize the amount of the bed overlying the old seepage pit, which had been excavated and filled with compacted sand. Since the type of construction is a shallow bed instead of a trench, this configuration will not significantly impact the ability to construct future on-site systems on the adjoining Lot 9, Rampart S/D #1. There will be some aesthetic impact to the easternmost portion of Lot 9, as the cover material over the bed slopes down onto that lot. The contractor has agreed to provide final grading in the spring after the ground has thawed, which he will have to do to the satisfaction of the owner of Lot 9 as well as Lot 10. To the best of our knowledge, the owner of Lot 9 is Robert Lewis, and his address is 5700 E 99th Avenue, Anchorage, AK 99516, and his work phone # is 271 5231.
