ARM Septic Services LLC recently checked the monitoring tube in the drainfield in 8/2023 and found It to be dry. In order to simplify the operation and maintenance of the system, we are proposing that this unit be permanently configured as a CAT II system. Our justifications are as follows: The drainfield was designed around a test hole that had a percolation rate of 8.3 minutes per inch. There is another test hole within 30 -foot radius of the drainfield that had a percolation rate of 18.5 minutes per inch. There is 2.0 feet of filter sand. The CAT II application rate to the sand is 4.0 gpd/sq.ft. The CAT III soil application rate for the 18.5 min./inch receiving soil is 4.0 gpd/sq.ft. The residence on this property has a total of 3 -bedrooms, so 112.5 sq./ft. of absorption area is required for CAT II effluent (450 gpd / 4.0). The existing 2015 drainfield has 160 sq./ft. of absorption area which meets Cat II sizing requirement. At this time, we request that your department approve the removal of the jandy valve actuator and placement of thevalve in the open position. The curtain drain was not anticipated when the proposed septic system was designed. We are now requesting a change order to move the proposed drainfield to the north and be designed around testhole #1 (design criteria has not changed); however, the drainfield separation distance from the edge of drainfield to the foundation drain will be approximately 40 feet. In short we are requesting a 40 foot waiver to the foundation drain. The following are mitigating factors for the justification of this waiver: We are proposing to use a Cat. III Quanics Aerocell system for this property. By utilizing this, it will be providing secondary effluent to the proposed drainfield. In addition to this, we are also proposing that a 2 foot sand filter be used in the drainfield. After the effluent is treated to secondary standards and then it passes through 2 feet of M.O.A. approved sand filter, the effluent should meet tertiary requirements. The Cat. III Quanics Aerocell system has a remote monitoring system and is required to have a service contract for it stating that a certified service provider will maintain the septic system. This will insure the septic system is operating within design parameters. There is no water running out from the drain. Based upon these mitigating factors, it is our opinion that there is minimal risk with granting this waiver. As can be seen on the attached site plan and design drawing, the property has several constraints such as steep slopes over a majority of the property (North half), a road ditch with surface water (along south property line), and several large easements that limit the area available for an onsite septic system. Due to the site constraints, we are proposing that an advanced wastewater system be utilized for this property. The proposed well is to be drilled 15'+ from the buried high pressure gas main. Two test holes were excavated on the property. The proposed drainfield will be designed around test hole # 2. We are also proposing that for the alternate drainfield site, that if the drainfield were ever to fail, the primary drainfield would be rebuilt. We are requesting several waivers for the septic system. Comments regarding the design are summarized as follows: 1. SOILS: See the attached soil log which shows the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS AND WAIVER REQUEST: There are is a drainage ditch running along the north side of Our Own Lane. This drainage ditch has had running water in it during several of our site visits. It is unclear if the ditch runs year around. However, we are requesting an 80 foot waiver from this drainage ditch to the proposed S.T.E.P. tank. The following are mitigating factors for the justification of this waiver: The S.T.E.P. tank is equipped with a high water alarm and a remote monitoring system since it is be used for an advanced wastewater system. In the case of a high water condition in the tank, the owner and certified serviced provider would be made aware of this condition and would quickly resolve any issues prior to any surfacing of effluent. The S.T.E.P. tank will be in a very visible area and in the unlikely event that there as any surfacing of effluent, the problem would be noticed quickly and the issue would be resolve quickly (i.e. pumping the tank, etc.). TOPOGRAPHY: As can be seen on the attached design drawing and profile drawing, the average topography in the area for the proposed drainfield and downhill from the drainfield ranges from 15 to 25 percent running from approximately North to South. The contractor has stated to us that he plans on filling a majority of the area for the proposed house pad to create a flat area for the new house. He has also stated to us that no slope greater than 25% and no foundation drain shall be constructed within 50 feet downgradient of the drainfield. We would like to note that we will not be able to fill any portion of the neighboring property to the east. It is unclear at this time if any filling would be require that would encroach upon this property. We would request that 3:1 slopes be allowed on the east end of the drainfield to insure fill will not be required on to this lot. 5. WELL TO SEPTIC SYSTEM WAIVER REQUEST: We are requesting an 80 foot waiver be granted from the proposed well to the proposed S.T.E.P. tank and drainfield. As can be seen on the attached drawing, there is minimal room for the well and septic system on the property due to location of utilities, steep slopes on the North half of the property, and a drainage ditch with water in it south of the property. The following are mitigating factors for the justification of these waivers: We are proposing to use a Cat. III Quanics Aerocell system for this property. By utilizing this, it will be providing secondary effluent to the proposed drainfield. In addition to this, we are also proposing that a 2 foot sand filter be used in the drainfield. After the effluent is treated to secondary standards and then it passes through 2 feet of M.O.A. approved sand filter, the effluent should meet tertiary requirements. The Cat. The S.T.E.P. tank will be a 10 gauge steel tank (rated for deep burial) and should provide a long lasting tank to serve the residence. Based upon these mitigating factors, it is our opinion that there is minimal risk with granting this waiver. 6. LOT LINE WAIVER TO THE S.T.E.P. TANK: We are requesting a 1 foot lot line waiver be granted from the east lot line to S.T.E.P. tank The lot to the east is vacant and we unaware of any adverse impacts this installation or waivers would have on neighboring property with the granting of this waiver. Per your request, we have provided several well logs for the surrounding properties. It appears that in all the wells, there are confining layers of clay with gravel above the aquifer that appears to be protecting the aquifer. We have also attached copies of several waivers that were granted to the property just south of the referenced lot (Lot 8, Block 3; South Hills S/D). A 95 foot waiver from the septic tank to the well and a 90 foot waiver from the septic system to a surface water was granted by your department for Lot 8, Block 3; South Hills S/D. We are proposing to use an advanced wastewater system for this property with a remote monitoring system. In consideration of the mutual covenants contained herein, the parties to this Maintenance and Repair Agreement agree as follows: 1. Advanced Wastewater Treatment Systems. Municipality grants permission to Owner to utilize and operate an Advanced Wastewater Treatment System (AW WTS), described as Q ✓art 1 c S Ac,roc,-,(/ located at (legal description). 2. Definitions. Alteration. Any change to the design or function of an AW WTS that includes the installation or removal of any parts, components or pieces not included in the original construction permit and design. Certificate of On -Site Systems Approval (COSA). An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with Anchorage Municipal Code (hereinafter, "AMC") 15.65. These approvals certify that the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. Maintenance and Repair. The scheduled and as needed replacement of existing parts, components and pieces of an AWWTS that were included in the original design which would allow the AWWTS to continue to perform as designed. Permit. An On -Site Wastewater Disposal Permit as required by AMC 15.65 to construct and operate an AWWTS. 3. 'Term. The term of this Maintenance and Repair Agreement shall begin on the date of approval by the Municipality to operate the installed system or issuance of a COSA, and shall continue while the AWWTS is in use or is operational or until the property is sold or title is transferred by the owner and a new COSA is issued to the new owner or transferee of the property. 4. Alterations, Installation and Removal of Additional Equipment. Prior to performing any alterations to an AWWTS, the owner agrees to obtain an On-site Wastewater Disposal Permit from the Municipality in accordance with AMC 15.65, 5. Maintenance and Repairs. A. Throughout the term of this Maintenance and Repair Agreement, the Owner shall maintain their AWWTS in a satisfactory condition capable of producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. The owner shall enter into a service agreement with an AWWTS service and maintenance provider approved by the municipality and the manufacturer of the AWWTS for the entire term of the AWWTS. In addition, it shall be the responsibility of the Owner during the term of this Maintenance and Repair Agreement, and any renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. B. Owner agrees to comply with all applicable ordinance, laws, regulations, rules and orders for the AWWTS. C. Upon request by the Municipality, the owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system. When a record of maintenance is documented and maintained by the system vendor, the owner agrees to allow the Municipality access to this information. D. Owner acknowledges that the fine for failing to maintain and repair an AWWTS may be assessed in accordance with AMC 14.60 for improper discharge. E. Owner agrees that only maintenance and repair personnel approved by the Municipality will inspect and make any necessary maintenance, repairs or permitted alterations to the system. F. Owner agrees to grant the Municipality reasonable access to test and inspect the AWWTS upon 24 hours written notice. G. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. H. Owner agrees that the AWWTS installation and maintenance requirements as provided by the AWWTS vendor/installer and approved by the Municipality are the governing guidelines for the construction, maintenance and repair of the Owner's AWWTS. 6. Nonwaiver. The failure of either party at any time to enforce a provision of this Maintenance and Repair Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Maintenance and Repair Agreement or any part hereof, or the right of such party thereafter to enforce each and every provision hereof. 7. Amendment. A. This Maintenance and Repair Agreement shall only be amended, modified or changed by a writing, executed by authorized representatives of the parties, with the same formality that this Maintenance and Repair Agreement was executed with, and such writing shall be attached to this Maintenance and Repair Agreement as an amendment.
