1. The attached approved design.
2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska
Wastewater Disposal Regulations (18AAC72) and Drinking Water Regulations (18AAC80)
3. The wastewater code requires inspections during the installation. The engineer shall notify the Development
Services Department per AMC 15.65. Provide notification by calling (907) 343-7904 (24/7).
4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather
shall be either:
a. Opened and Closed on the same day, or
b. Covered, sealed, and heated to prevent freezing

1. ALL WORK SHALL BE COMPLETED IN ACCORDANCE WITH THESE PLANS AND THE BIDDING AND CONTRACT DOCUMENTS TITLED "ANCHORAGE, ALASKA
SCATTERED SITES - SITE 4 NORTH WOODS UNIT 4 BLOCK 17 LOT 7" DATED AUGUST 2023.
2. SCOPE OF WORK
a. PROVIDE ALL LABOR, EQUIPMENT, MATERIALS, AND SUPERVISION REQUIRED FOR CONSTRUCTION OF A COMPLETE ON-SITE SANITARY SEWER
SYSTEM INCLUDING SEWER PIPING, SEPTIC TANK, AND SUBSURFACE DISPOSAL SYSTEM AS SHOWN ON THE PLANS, THESE SPECIFICATIONS, AND IN
ACCORDANCE WITH MUNICIPALITY OF ANCHORAGE (MOA) AND/OR ADEC REQUIREMENTS.
b. COMPLETELY REMOVE AND DISPOSE OF EXISTING SEPTIC TANK.
c. REMOVE PORTIONS OF EXISTING LEACH FIELD IN VICINITY OF PROPOSED SYSTEM AS SPECIFIED IN DESIGN CRITERIA AND ON PLANS.
d. MARK UP CONSTRUCTION PLANS TO REFLECT FIELD CHANGES, ELEVATIONS, AND SWING-TIES OF CONSTRUCTION. SUBMIT "RED LINE" DRAWINGS TO
ENGINEER AT COMPLETION OF THE PROJECT.
3. ALL WORK SHOWN IN THIS PLAN SET SHALL BE INCLUDED IN THE BASE BID LUMP SUM ITEM FOR "CONSTRUCT ON-SITE SANITARY SEWER SYSTEM,"
UNLESS NOTED OTHERWISE, AND SHALL INCLUDE ALL LABOR, EQUIPMENT, MATERIAL, AND SUPERVISION REQUIRED TO PROVIDE A COMPLETE AND
WORKING SYSTEM AND RESTORE THE SITE TO ITS PRE-CONSTRUCTION CONDITION.
4. THESE PLANS ARE BASED ON TOPOGRAPHIC SURVEY INFORMATION PROVIDED BY ANTHC IN SUMMER 2022. THE CONTRACTOR SHALL VERIFY SITE
CONDITIONS, DIMENSIONS, AND DETAILS PRIOR TO THE START OF CONSTRUCTION. IF ANY DISCREPANCIES AND/OR UNKNOWN CONDITIONS WHICH
AFFECT THE PROJECT ARE FOUND, THE CONTRACTOR SHALL NOTIFY ANTHC AND THE PROJECT ENGINEER. THE CONTRACTOR MAY BE REQUIRED TO
PROVIDE MINOR LAYOUT CHANGES IN THE FIELD BASED ON ACTUAL SITE CONDITIONS. VERIFY ALL CHANGES WITH ANTHC AND THE PROJECT ENGINEER
PRIOR TO PROCEEDING
5. A GEOTECHNICAL INVESTIGATION WAS PERFORMED ON JUNE 21, 2023 BY HDL. GROUNDWATER LEVELS INDICATED ON THE PLANS MAY VARY
DEPENDING ON TIME OF YEAR. THE CONTRACTOR IS RESPONSIBLE FOR ALL DEWATERING NECESSARY TO INSTALL IMPROVEMENTS IN ACCORDANCE
WITH THE PLANS AND SPECIFICATIONS AT NO ADDITIONAL COST TO THE OWNER.
6. IN ACCORDANCE WITH GENERALLY ACCEPTED CONSTRUCTION PRACTICES, THE CONTRACTOR WILL BE REQUIRED TO ASSUME SOLE AND COMPLETE
RESPONSIBILITY FOR JOB SITE CONDITIONS DURING THE COURSE OF CONSTRUCTION OF THE PROJECT, INCLUDING SAFETY OF ALL PERSONS AND
PROPERTY. THIS REQUIREMENT SHALL BE MADE TO APPLY CONTINUOUSLY AND NOT BE LIMITED TO NORMAL WORKING HOURS.
7. NOT ALL UTILITIES MAY BE SHOWN ON THE PLANS. CONTRACTOR SHALL FIELD VERIFY EXISTING UTILITIES BEFORE CONSTRUCTION. CONTRACTOR
SHALL PROTECT UTILITIES AT ALL TIMES DURING CONSTRUCTION, AND REPAIR DAMAGES IN ACCORDANCE WITH THE RESPECTIVE UTILITY COMPANIES
REQUIREMENTS.
8. CONTRACTOR SHALL INSTALL ALL MATERIAL AND EQUIPMENT IN ACCORDANCE WITH MANUFACTURER'S RECOMMENDATIONS, INSTRUCTIONS, AND
INSTALLATION DRAWINGS, UNLESS INDICATED OTHERWISE.
9. CONTRACTOR SHALL COMPLY WITH THE REQUIREMENTS OF THE INTERNATIONAL BUILDING CODE, STATE AND FEDERAL OCCUPATIONAL SAFETY &
HEALTH REGULATIONS, U.S. ENVIRONMENTAL PROTECTION AGENCY, ALASKA DEPARTMENT OF ENVIRONMENTAL CONSERVATION, AND ALL OTHER
FEDERAL, STATE, AND LOCAL LAWS AND REGULATIONS PERTAINING TO THIS PROJECT. ANY WORK PERFORMED BY THE CONTRACTOR CONTRARY TO
SUCH LAWS OR REGULATIONS SHALL BE MET AT THE CONTRACTOR'S SOLE RISK AND EXPENSE.
10. WORK SHALL BE PERFORMED WITH SKILLED CRAFTSMEN SPECIALIZING IN THE REQUIRED WORK. INSTALL ALL MATERIALS IN A NEAT, ORDERLY, AND
SECURE FASHION, AS REQUIRED BY THE CONTRACT DOCUMENTS AND COMMONLY RECOGNIZED STANDARDS OF GOOD WORKMANSHIP.
11. ALL EXCAVATIONS SHALL BE SLOPED AND SHORED AS REQUIRED FOR SAFETY OF PERSONNEL AND TO ENSURE THAT EXISTING STRUCTURES, UTILITY
POLES, AND UNDERGROUND UTILITIES ARE NOT COMPROMISED. UTILIZE PORTABLE TRENCH SHIELDS OR OTHER SUPPORT SYSTEMS IN COMPLIANCE
WITH RELEVANT OSHA REGULATIONS.
12. CONTRACTOR SHALL PROTECT ALL MONUMENTS AND PROPERTY CORNERS. DAMAGED/MOVED MONUMENTS AND CORNERS, WHETHER OR NOT THEY
ARE SHOWN ON THE DRAWINGS, SHALL BE PROPERLY SURVEYED AND REPLACED IN THEIR PRECONSTRUCTION CONDITION. SUBMIT SURVEY FIELD
BOOK TO PROJECT ENGINEER AFTER CONSTRUCTION IF ANY MONUMENTS ARE IMPACTED.
13. CONTRACTOR SHALL BE RESPONSIBLE FOR THE OVERALL CARE OF PROPERTY USED TO STAGE MATERIALS AND EQUIPMENT DURING CONSTRUCTION.
FUEL, OIL, HYDRAULIC FLUID, AND OTHER PETROLEUM OR COMBUSTIBLE PRODUCTS SHALL BE STORED AND MAINTAINED AT A LOCATION ACCEPTABLE
TO THE OWNER'S REPRESENTATIVE.
14. ALL EQUIPMENT OWNED BY THE CONTRACTOR SHALL BE KEPT IN GOOD REPAIR AT ALL TIMES. ALL POWERED EQUIPMENT SHALL BE INSPECTED BEFORE
AND AFTER EACH USE FOR ANY FUEL, HYDRAULIC OIL, OR COOLANT LEAKS. THE USE OF ANY POWERED EQUIPMENT WITH KNOWN LEAKS IS PROHIBITED.
SITE CLEAN-UP OF ANY ACCIDENTAL PETROLEUM LEAKS OR SPILLS ARE THE RESPONSIBILITY OF THE CONTRACTOR AND SHALL BE REMEDIATED
IMMEDIATELY UPON DISCOVERY. ANY SPILL, REGARDLESS OF SIZE, MUST BE REPORTED TO THE OWNER'S REPRESENTATIVE AS SOON AS PRACTICAL. IN
ADDITION, CONTRACTOR SHALL COMPLY WITH ALL ADEC REQUIREMENTS IN 18 AAC 75.
15. REFUELING OR OTHER FLUID HANDLING ACTIVITIES MAY HAVE SPECIAL RESTRICTIONS IN SENSITIVE AREAS, SUCH AS WITHIN 100 FEET OF DRINKING
WATER WELLS. ACCEPTABLE LOCATIONS FOR SUCH ACTIVITIES SHALL BE APPROVED BY THE OWNER'S REPRESENTATIVE. AN ADEQUATE SUPPLY OF
ABSORBENT PADS SHALL BE KEPT ON SITE TO FACILITATE INITIAL REMEDIATION OF SMALL PETROLEUM SPILLS.
16. THE CONTRACTOR SHALL BE RESPONSIBLE FOR COORDINATING WORK WITH ANY OTHER CONTRACTORS IN THE VICINITY, HIS SUBCONTRACTORS, THE
OWNER, AND STATE AND FEDERAL AUTHORITIES.
17. ALL ITEMS SHOWN ARE NEW UNLESS SPECIFICALLY INDICATED AS EXISTING. INSTALL ALL MATERIAL AND EQUIPMENT IN ACCORDANCE WITH
MANUFACTURER'S RECOMMENDATIONS, INSTRUCTIONS, AND INSTALLATION DRAWINGS UNLESS INDICATED OTHERWISE.
SEPTIC SYSTEM GENERAL NOTES
1. CONTRACTOR SHALL ABIDE BY MUNICIPALITY OF ANCHORAGE WASTEWATER REGULATIONS, AMC 15.65.
2. CONTRACTOR SHALL VERIFY THAT ALL SEPARATION DISTANCES FOR SEPTIC TANK AND DRAINFIELD LOCATIONS STATED IN PLANS AND SPECS HAVE BEEN MET.
3. CONTRACTOR SHALL FURNISH ALL ON-SITE SEPTIC RELATED SUBMITTALS FOR APPROVAL PRIOR TO BEGINNING WORK.
4. CONTRACTOR SHALL SEQUENCE HIS CONSTRUCTION TO MAINTAIN WASTEWATER SERVICE TO THE BUILDINGS FOR THE GREATEST EXTENT POSSIBLE.
CONTRACTOR WILL BE ALLOWED A SINGLE, EIGHT (8) HOUR WINDOW IN WHICH TO MAKE FINAL CONNECTION BETWEEN THE BUILDING AND EXISTING SEWER
CONVEYANCE PIPING.
5. HDL WILL APPLY FOR MOA WASTEWATER PERMIT AND WILL APPLY FOR APPROVAL OF THE SYSTEM FROM MOA AFTER CONSTRUCTION. ALL CONSTRUCTION
SHALL BE IN ACCORDANCE WITH MOA AND/OR ADEC REGULATIONS.
6. WITHIN 5 WORKING DAYS OF COMPLETION OF THE PROJECT THE CONTRACTOR SHALL PROVIDE A SET OF RED-LINED DRAWINGS TO THE ENGINEER. DRAWINGS
SHALL SHOW AS-BUILT MEASUREMENTS OF THE COMPLETE SYSTEM INSTALLATION. ALL SWING-TIE MEASUREMENTS SHALL BE TAKEN TO THE NEAREST 1/10
FOOT. TAPE SHALL BE HELD TAUT TO PROVIDE AS ACCURATE A MEASUREMENT AS POSSIBLE.
7. VERTICAL ELEVATION MEASUREMENTS SHALL BE TAKEN BASED ON THE FINISHED FLOOR OF THE BUILDING AT THE FOLLOWING POINTS, AT A MINIMUM:
a. INLET AND OUTLET OF TANKS; TOP OF PIPE; EACH CLEANOUT
b. BEGINNING; MIDPOINT; AND END OF EACH DRAINFIELD AT: ELEVATION OF BOTTOM OF DRAINFIELD BEDS, ELEVATION OF BOTTOM OF LATERAL PIPES,
ELEVATION OF FINISHED GRADE
8. CONTRACTOR SHALL SUBMIT SEPTIC SYSTEM DOCUMENTATION TO THE ENGINEER IN ACCORDANCE WITH SPECIFICATION SECTION 01 78 39 AND AMC 15.65.
9. SEWER ROCK AND FILTER SAND MUST MEET MUNICIPALITY OF ANCHORAGE SPECIFICATIONS.
10. THE SEWER ROCK MUST BE RAKED LOOSE AND NOT COMPACTED BY EQUIPMENT.
PROJECT RESTORATION NOTES
1. ALL AREAS DISTURBED BY CONSTRUCTION SHALL BE RETURNED TO PRE-CONSTRUCTION CONDITION OR BETTER. CONSTRUCTION DEBRIS
SHALL BE REMOVED FROM THE PROJECT AREA AND DISPOSED OF AS DIRECTED BY THE OWNER. CONTRACTOR SHALL EXERCISE DUE CARE TO
AVOID DISTURBING AREAS OUTSIDE THE WORK LIMITS.
2. DISTURBED AREAS OUTSIDE TRAVELED WAYS SHALL BE STABILIZED IN ACCORDANCE WITH THE PLANS AND SPECIFICATIONS.
3. ALL DISTURBED AREAS OR SLOPES SHALL BE RE-GRADED, COMPACTED, AND SEEDED AS DETAILED IN THE SPECIFICATIONS.
4. THE CONSTRUCTION SITE, STAGING AREAS, STORAGE AREAS, AND MOBILIZATION AND DEMOBILIZATION ROUTES SHALL BE RESTORED TO THEIR
ORIGINAL CONDITIONS PRIOR TO CONSTRUCTION ACTIVITIES. ANY LEFTOVER MATERIALS SHALL BE REMOVED FROM THE SITE. ALL EXCAVATED
MATERIAL SHALL BE USED AS BACKFILL OR REMOVED FROM THE SITE AND THE SURFACE PROFILE SHALL BE GRADED AS SHOWN IN THE PLANS.

EACH SEPTIC TANK COMPARTMENT, THE INLET TEE, ELBOW, OR BAFFLE SHALL EXTEND A MINIMUM OF 20-25% OF THE LIQUID
DEPTH IN INCHES BELOW THE LIQUID SURFACE, WHILE THE OUTLET TEE, ELBOW, OR BAFFLE FROM EACH COMPARTMENT
SHALL EXTEND BELOW THE LIQUID LEVEL TO A DEPTH EQUIVALENT TO APPROXIMATELY 35% OF THE LIQUID DEPTH. INLET AND
OUTLET TEES OR BAFFLES AND CONNECTIONS PROVIDED WITH THE POLYETHYLENE TANKS SHALL BE 4-INCH DIAMETER PIPE.
INLET INVERT SHALL BE AT LEAST 2 INCHES ABOVE THE OUTLET INVERT. THE INLET AND OUTLETS OF THE TANKS SHALL BE
GASKETED TO PROVIDE A LEAK-PROOF SEAL BETWEEN THE TANK AND 4-INCH INLET AND OUTLET PIPING.
6. ENTIRE STEEL TANK SURFACES, INSIDE AND OUT, SHALL BE COATED WITH MUNICIPALITY OF ANCHORAGE APPROVED COATING.
7. THE CONTRACTOR SHALL FURNISH SHOP DRAWINGS AND TECHNICAL DATA SHEETS TO THE ENGINEER FOR APPROVAL PRIOR

PART 3 - EXECUTION
3.1 EARTHWORK
A. PROTECT SUBGRADES FROM SOFTENING, UNDERMINING, WASHOUT AND DAMAGE BY RAIN OR WATER ACCUMULATION. IF
NECESSARY, INSTALL AND MAINTAIN A DEWATERING SYSTEM TO KEEP SUBGRADES DRY UNTIL IT IS NO LONGER NEEDED.
B. STORAGE OF EXCAVATED MATERIALS
1. SEGREGATE EXCAVATED MATERIALS AS SHOWN ON THE PLANS.
2. STOCKPILE MATERIALS AWAY FROM EDGE OF EXCAVATIONS.
C. EXCAVATION
1. PERFORM ALL EXCAVATION OF EVERY DESCRIPTION AND WHATEVER SUBSTANCE ENCOUNTERED INCLUDING ROCK AND
PERMAFROST. EXCAVATE ONLY THE EXTENT INDICATED ON THE DRAWINGS, AND AS STAKED IN THE FIELD. ALL EXCAVATED
MATERIALS SHALL BE PLACED AT A DISTANCE FROM THE TRENCH SECTION WHICH CONFORMS TO STATE AND/OR FEDERAL
SAFETY CODES.
2. DO NOT BEGIN EXCAVATION UNTIL ALL MATERIALS, EQUIPMENT, AND PERSONNEL ARE PRESENT TO COMPLETE THE WORK IN
THE MOST EXPEDIENT MANNER.
D. BEDDING
1. PIPE SHALL BE PLACED IN BEDDING MATERIAL AS SPECIFIED AND AS SHOWN ON THE DRAWINGS.
2. WHERE BEDDING MATERIAL IS AVAILABLE FROM THE EXCAVATION, USE CARE TO SEPARATE IT FROM UNSUITABLE MATERIAL.
PLACE BEDDING MATERIAL IN LIFTS NOT TO EXCEED TWELVE INCHES (12 ”), AND COMPACT TO NINETY-FIVE PERCENT (95%) OF
MAXIMUM DENSITY.

3. PLACE BACKFILL IN LIFTS AND COMPACT IN SUCH A MANNER THAT NINETY-FIVE PERCENT (95%) OF MAXIMUM DENSITY IS
OBTAINED AS MEASURED IN ACCORDANCE WITH ASTM D1557, UNLESS OTHERWISE SPECIFIED. USE MECHANICAL MEANS TO
ACHIEVE REQUIRED DENSITY, COMPACTION BY FLOODING WILL NOT BE ALLOWED.
4. FINAL GRADING OF FINISHED SURFACES SHALL MATCH PRECONSTRUCTION DRAINAGE PATTERNS, EXCEPT WHERE NOTED ON
PLANS.
5. DISPOSAL OF EXCESS MATERIAL SHALL BE AT CONTRACTORS EXPENSE AT CONTRACTOR FURNISHED DISPOSAL SITE, AS
APPROVED BY ENGINEER.
3.2 TOPSOIL
A. PLACEMENT OF TOPSOIL SHALL NOT OCCUR UNTIL THE PROJECT AREA HAS BEEN INSPECTED AND APPROVED BY THE ENGINEER.
B. USE STRIPPED TOPSOIL FROM EXCAVATIONS. IF SUFFICIENT QUANTITY OF ON-SITE TOPSOIL IS NOT AVAILABLE FURNISH TOPSOIL
MEETING SPECIFICATIONS.
C. ON AREAS TO RECEIVE TOPSOIL, THE COMPACTED SUBGRADE SOIL SHALL BE SCARIFIED TO A 2-INCH DEPTH FOR BONDING OF
TOPSOIL WITH SUBSOIL. TOPSOIL THEN SHALL BE SPREAD EVENLY TO A THICKNESS OF 12 INCHES AFTER COMPACTION AND
GRADED TO THE ELEVATIONS AND SLOPES SHOWN. TOPSOIL SHALL NOT BE SPREAD WHEN FROZEN OR EXCESSIVELY WET OR DRY.
D. TOPSOIL SHALL BE PLACED IN ALL DISTURBED AREAS WHERE VEGETATION EXISTS PRIOR TO CONSTRUCTION, UNLESS OTHERWISE
NOTED.
E. MAINTAIN AREAS COVERED BY TOPSOIL UNTIL SUBSEQUENT SEEDING IS ACCOMPLISHED. REPAIR AND REESTABLISH GRADES TO
SPECIFIED TOLERANCES WHERE COMPLETED OR PARTIALLY COMPLETED SURFACES BECOME ERODED, RUTTED, SETTLED, OR
WHERE THEY LOSE COMPACTION DUE TO SUBSEQUENT CONSTRUCTION OPERATIONS OR WEATHER CONDITIONS. COMPLETE ANY
REPAIRS OR TOPSOIL REPLACEMENT, INCLUDING DAMAGE OR LOSS RESULTING FROM WINTER SHUTDOWN, WITHOUT EXTRA
COMPENSATION.
3.3 SEEDING
A. AFTER GRADING IS COMPLETED AND BEFORE BEGINNING SEEDING, AREAS SHALL BE CULTIVATED TO PROVIDE A REASONABLY FIRM
BUT FRIABLE SEEDBED. CULTIVATED AREAS SHALL BE RAKED OR CLEARED OF STONES TWO INCH (2”) IN DIAMETER AND LARGER,
WEEDS, PLANT GROWTH, STICKS, STUMPS, AND OTHER DEBRIS OR IRREGULARITIES WHICH MIGHT INTERFERE WITH SEEDING.
B. APPLY SEED MIX AT 5 LBS PER 1,000 SQUARE FEET. APPLY FERTILIZER AT A RATE TO PROVIDE TWO (2) POUNDS ACTUAL NITROGEN
PER THOUSAND (1,000) SQUARE FEET OF AREA.
C. AFTER SEEDING, PROMPTLY REPAIR SURFACES THAT ARE GULLIED OR OTHERWISE DAMAGED BY REGRADING AND RESEEDING AS
NEEDED. WATER AND MAINTAIN SEEDED AREAS IN A SATISFACTORY CONDITION UNTIL FINAL INSPECTION AND ACCEPTANCE OF THE
WORK. RESEED ANY AREAS NOT SHOWING EVIDENCE OF SATISFACTORY GROWTH WITHIN 3 WEEKS OF SEEDING.

3.4 PIPES AND FITTINGS
A. DELIVERY, STORAGE AND HANDLING
1. DO NOT STORE PLASTIC STRUCTURES, PIPE AND FITTINGS IN DIRECT SUNLIGHT.
2. PROTECT PIPE, FITTINGS AND SEALS FROM DIRT AND DAMAGE.
B. PIPE GRADE AND ALIGNMENT
1. PIPING SHALL BE LAID AT THE GRADE AND ALIGNMENT SHOWN ON THE DRAWINGS. INSTALL PIPING AS INDICATED. NOTIFY
ENGINEER IF CONFLICTS WITH OTHER UTILITIES REQUIRE MODIFICATIONS.
2. MINIMUM PIPE SLOPE FOR 4" DIAMETER GRAVITY PIPING SHALL BE (1/4" PER FT). MAXIMUM PIPE SLOPE SHALL BE 20%. TEN FEET
PRIOR TO SEPTIC TANK AND TEN FEET AFTER TANK SHALL NOT EXCEED (1/4" PER FT) SLOPE.
3. DURING THE PROGRESS OF THE WORK, CONTRACTOR SHALL PROVIDE INSTRUMENTS SUCH AS TRANSITS, LEVELS, LASER
DEVICES, AND OTHER FACILITIES FOR TRANSFERRING GRADES FROM OFFSET HUBS OR FOR SETTING OF BATTER BOARDS OR
OTHER CONSTRUCTION GUIDES FROM THE CONTROL POINTS AND BENCH MARKS PROVIDED BY THE CONTRACTOR.
CONTRACTOR SHALL PROVIDE QUALIFIED PERSONNEL TO USE SUCH INSTRUMENTS AND WHO HAVE THE DUTY AND
RESPONSIBILITY FOR PLACING AND MAINTAINING SUCH CONSTRUCTION GUIDES.
3.5 RIGID INSULATION BOARD & FROST PROTECTION
A. MINIMUM DEPTH OF BURY FOR RESIDENTIAL WASTEWATER SYSTEM COMPONENTS IN THE ANCHORAGE AREA SHALL BE 2.5 FEET
(2.5') OF COMPACTED SOIL COVER WITH 2" OF RIGID INSULATION BOARD AS SPECIFIED ON THE PLANS FOR FROST PROTECTION.
INSULATION IS NOT NEEDED WHERE COMPACTED SOIL COVER IS 4.5 FEET (4.5') OR MORE AS SPECIFIED ON PLANS.
B. INSULATION BOARD SHALL BE PLACED ON A PREPARED SUBGRADE SHAPED TO THE LINES AND GRADES SHOW ON THE DRAWINGS
AND PROVIDE A SMOOTH SURFACE ON WHICH TO PLACE THE INSULATION.
C. INSULATION JOINTS SHALL BE STAGGERED SO THAT AN OVERLAP OF AT LEAST ONE FOOT IS OBTAINED.
D. CONTRACTOR SHALL REPLACE OR REPAIR ANY PANELS BROKEN, CRUSHED, OR CRACKED AT NO COST TO THE OWNER.
E. INSULATION BOARD SHALL BE COVERED WITH SELECTED BACKFILL MATERIAL CONTAINING NO ROCKS GRATER THAN 2-INCHES,
PLACED IN 12-INCH LIFT, SPREAD, AND COMPACTED FOR THE FULL WIDTH OF THE INSULATION LAYER PRIOR TO PLACING
SUBSEQUENT LIFTS. PLACING AND SPREADING, AND ALL COMPACTION SHALL BE ACCOMPLISHED IN SUCH A MANNER AS NOT TO
DAMAGE THE INSULATION BOARD.
3.6 SEPTIC SYSTEM DECOMMISSIONING
A. COMPLY WITH ALL ADEC REQUIREMENTS RELATED TO DECOMMISSIONING AND ABANDONMENT OF SEPTIC SYSTEMS.
B. COMPLETELY PUMP OUT EXISTING SEPTIC TANK PRIOR TO BEGINNING REMOVAL OPERATIONS. DISPOSE OF SEPTAGE AT
ADEC/ENGINEER APPROVED LOCATION.
C. EXCAVATE AND REMOVE EXISTING SEPTIC TANK. REPLACE EXCAVATED MATERIAL AND PLACE ADDITIONAL FILL MATERIAL TO MATCH
NATIVE. FILL SHALL HAVE NO STONES LARGER THAN 3-INCHES IN ANY DIMENSION. COMPACT TO 95% MAXIMUM DENSITY. CAP THE

1. CONTRACTOR SHALL NOTIFY ANTHC AND ENGINEER 24 HRS IN ADVANCE OF ANTICIPATED CONSTRUCTION SCHEDULE FOR ALL
INSTALLATIONS. CONTRACTOR TO NOTIFY ENGINEER 8 HRS PRIOR TO EACH INSPECTION STEP TO COORDINATE OBSERVATION
BY ENGINEER AND/OR MOA.
2. ENGINEER SHALL CONDUCT ON-SITE INSPECTIONS DURING INSTALLATION OF SOIL ABSORPTION SYSTEM (SAS) ACCORDING TO
AMC 15.65.070. WE PROPOSE THE FOLLOWING INSPECTIONS FOR PROPOSED SAS:
a. PRE-CONSTRUCTION TO VERIFY LAYOUT AND PLANS
b. AFTER EXCAVATION TO OBSERVE BOTTOM OF HOLE

a. AN INSPECTION SHALL BE CONDUCTED AFTER TANK IS SET WITH DISTRIBUTION PIPING AND CLEANOUTS INSTALLED, BUT
PRIOR TO BACKFILL.
b. TANK SHALL BE INSPECTED AFTER BACKFILL TO VERIFY FINAL GRADING, ELECTRICAL EQUIPEMENT INSTALLATION, AND
LOCATIONS OF ALL STANDPIPES.
B. AS-BUILT SURVEY
1. AN AS-BUILT SURVEY IS TO BE COMPLETED BY ANTHC AFTER THE CONSTRUCTION OF THE ON-SITE WASTEWATER SYSTEM HAS
BEEN COMPLETED. THE SURVEY IS TO INCLUDE THE FOLLOWING.
a. ALL STRUCTURES, DRIVEWAYS, PARKING AREAS, SEPTIC SYSTEM STANDPIPES, AND WATER WELLS ON LOT.
b. ALL RESIDENTIAL WELLS WITHIN 100' OF LOT LINES SHALL BE INCLUDED, AND ALL PUBLIC WATER WELLS WITHIN 200' OF LOT
SHALL BE INCLUDED.
c. ALL SURFACE WATER BODIES, STREAMS, AND LAKES SHALL BE INCLUDED WITHIN 100' OF LOT.
2. AS-BUILT SURVEY IS TO BE PERFORMED BY ANTHC ONE WEEK AFTER CONTRACTOR COMPLETES WASTEWATER SYSTEM, AND
COMPLETED SURVEY PROVIDED TO HDL WITHIN TWO WEEKS AFTER COMPLETION OF WASTEWATER SYSTEM CONSTRUCTION.
COMPLY WITH STATE OF ALASKA REGULATIONS FOR MINIMUM SEPARATION REQUIREMENTS BELOW. IF CONTRACTOR
DISCOVERS A CONFLICT BETWEEN THE DESIGN AND REQUIREMENTS BELOW, CONTRACTOR SHALL NOTIFY THE
ENGINEER IMMEDIATELY FOR RESOLUTION.
WHERE THE LOCATION OF THE ONSITE SEWER SYSTEM IS NOT CLEARLY DEFINED BY THE DIMENSIONS ON THE
DRAWINGS, THE SYSTEM SHALL NOT BE CLOSER HORIZONTALLY THAN 10 FEET TO A WATER SUPPLY MAIN.
WHERE GRAVITY FLOW SEWER LINES CROSS ABOVE OR BELOW WATER LINES, THE SEWER PIPE SHALL HAVE A
MINIMUM VERTICAL SEPARATION OF EIGHTEEN (18) INCHES AND THE SEWER PIPE SHALL BE FULLY ENCASED IN HDPE
PIPE FOR A DISTANCE OF TEN (10) FEET ON EACH SIDE OF THE CROSSING.

In September 1997, KND Engineering performed a percolation test between 4 feet and 5 feet bgs on the
neighboring lot approximately 175 feet northeast of TP-01 and approximately 2 feet higher in elevation
than the Site. The test pit generally encountered silty sand and gravel with cobbles up to 4 inches in
diameter. The percolation test on the neighboring lot generally followed MOA methodology for fast
percolation tests. KND took a measurement of the water level drop to the nearest 1/16 inch every 10
minutes. The measured percolation rate, based on the last measurement, was approximately 13.33
minutes per inch. See the 1997 Percolation Test Log for additional soil and percolation test information.
A percolation rate of 8 minutes per inch informed the current bed system design and the current system
has lasted almost 30 years. Per MOA Code Chapter 15.65.210, Table 2, the historic percolation test
performed at the Site and the neighboring lots indicate that the soils fall within the 6 to 15 minutes per
inch category. Based on MOA Code, soils with a percolation rate of 6 to 15 minutes per inch may use an
application rate of 0.5 gallons per day (gpd) per square foot for design of a bed system. Design of the
bed system at the Site will utilize an application rate of 0.5 gpd per square foot.

GEOTECHNICAL LIMITATIONS
Use of Report
1.HDL Engineering Consultants, LLC (HDL) prepared this report on behalf of, and for the
exclusive use of our Client for the stated purpose(s) and location(s) identified in the
Proposal for Services and/or Report. Use of this report, in whole or in part, at other
locations, or for other purposes, may lead to inappropriate conclusions; and we do not
accept any responsibility for the consequences of such use(s). Further, reliance by any party
not expressly identified in the agreement, for any use, without our prior written
permission, shall be at that party’s sole risk, and without any liability to HDL.
2. If substantial time has elapsed between submission of this report and the start of work
at the site, or if conditions have changed because of natural causes or construction
operations at or adjacent to the site, we recommend that HDL be retained to review this
report to determine the applicability of the conclusions considering the time lapse or
changed conditions.
Standard of Care
3. HDL’s findings and conclusions are based on the work conducted as part of the Scope of
Services set forth in the Proposal for Services and/or Report, and reflect our professional
judgment. These findings and conclusions must be considered not as scientific or
engineering certainties, but rather as our professional opinions concerning the limited data
gathered during the course of our work. If conditions other than those described in this
report are found at the subject location(s), or the design has been altered in any way, HDL
shall be so notified and afforded the opportunity to revise the report, as appropriate, to
reflect the unanticipated changed conditions.
4. HDL’s services were performed using the degree of skill and care ordinarily exercised by
qualified professionals performing the same type of services, at the same time, under
similar conditions, at the same or a similar property. No warranty, expressed or implied, is
made.
Subsurface Conditions
5.The generalized soil profile(s) provided in our Report are based on widely-spaced
subsurface explorations and are intended only to convey trends in subsurface conditions.
The boundaries between strata are approximate and idealized, and were based on our
assessment of subsurface conditions. The composition of strata, and the transitions
between strata, may be more variable and more complex than indicated. For more
specific information on soil conditions at a specific location refer to the exploration logs.
6. Unanticipated soil conditions are commonly encountered and cannot be fully
determined by merely taking soil samples or advancing borings. Such unexpected
conditions frequently require additional expenditure to attain a properly constructed
project. Therefore, some contingency fund is recommended to accommodate such
potential extra costs.
7. In preparing this report, HDL relied on certain information provided by the Client, state
and local officials, and other parties referenced therein which were made available to HDL
at the time of our evaluation. HDL did not attempt to independently verify the accuracy
or completeness of all information reviewed or received during the course of this
evaluation.
8. Water level readings have been made in test holes (as described in the Report) and
monitoring wells at the specified times and under the stated conditions. These data have
been reviewed and interpretations have been made in this Report. Fluctuations in the
level of the groundwater occur due to temporal or spatial variations in areal recharge
rates, soil heterogeneities, the presence of subsurface utilities, and/or natural or
artificially induced perturbations. The water encountered in the course of the work may
differ from that indicated in the Report.
9. HDL’s services did not include an assessment of the presence of oil or hazardous materials
at the property. Consequently, we did not consider the potential impacts (if any) that
contaminants in soil or groundwater may have on construction activities, or the use of
structures on the property.
10. Recommendations for foundation drainage, waterproofing, and moisture control address
the conventional geotechnical engineering aspects of seepage control. These
recommendations may not preclude an environment that allows the infestation of mold
or other biological pollutants.
Compliance with Codes and Regulations
11. We used reasonable care in identifying and interpreting applicable codes and regulations.
These codes and regulations are subject to various, and possibly contradictory,
interpretations. Compliance with codes and regulations by other parties is beyond our
control.
Additional Services
12. HDL recommends that we be retained to provide services during any future: site
observations, design, implementation activities, construction and/or property
development/redevelopment. This will allow us the opportunity to: i) observe
conditions and compliance with our design concepts and opinions; ii) allow for changes
in the event that conditions are other than anticipated; iii) provide modifications to our
design; and iv) assess the consequences of changes in technologies and/or regulations.

Gentlemen:
Attached are plans for a new wastewater absorption system for the subject
lot.
The lot previously had a soils tests performed which is the basis for the
design. Although we were not the engineers which performed the test, the test
did meet the MOA requirements for water monitoring.
The soils test does not indicate a presence of ground water, but the owner
is wishing to be most conservative, and considering the history of ground
water issues in the subdivision, he wishes to install a bed system. Although
the normal requirements for area around the test hole require 60' diameter
coverage, and since the test holes indicate consistent soil characteristics
on the lot, we ask for approval as shown on Drawing 93-Sl-09-6.
