This is in regards to Paradise Valley, Block 2, Lot 29. Recently, a bed was
excavated on this lot. The permit suggested a bed with depth of 4.5 feet,
based on the soils log of TH 1, which showed clean sand from 1.5 to 6.5 feet.
Unfortunately, the excavator made the bed 4.5 feet deep at the lowest part of
the lot, the SE corner, and by the time he had made the bottom of the bed
level, the NW corner of the bed was about 6 feet deep. In about 2/3 of the
bed the good clean sand had been excavated out, and the base of the bed was
largely silt.

Looking at the sidewalls of the bed showed the trend of the clean soil.
Essentially, it thins out in the NW half of the bed and is thickest in the SE
half. This was confirmed by digging several post -holes in the bed. The
presently excavated bed would never pass inspection because most of it is in
silty soils. However, the third of it that is good could be salvaged, if it
could be extended a little towards the lot lines.
Enclosed is a drawing showing where this proposed new bed would go. It would
be 5 feet from the east lot line, and 5 feet from the south lot line where
England Avenue is. Because this is a bed system, effluent will not flow very
far laterally but instead will flow downwards; thus there is no danger from
encroaching on the property lines as described.
The main advantage; of this -proposed bed is that it leaves the replacement area
over TH 4'completely untouched, which would be the area for a potential future
upgrade. If the lot line waivers are not granted, the bed will be forced to
be built over in the replacement system area, thus eroding away the potential
future upgrade site. Therefore we are requesting that these lot line
distances be waived to 5 feet, and are submitting a design illustrating how
the new septic system will look. If you have any questions, please feel free

1.0 GENERAL
1.1 THE DRAWINGS, SHEETS 1 TIIRU 3, SHALL BE PART OF THIS
SPECIFICATION.
1.2 ALL MATERIALS AND WORKMANSHIP SHALL MEET THE
REQUIREMENTS OF THE MUNICIPALITY OF ANCHORAGE,
DEPARTMENT OF HEALTH & HUMAN SERVICES (DHHS), THE
CONDITIONS OF THE PERMIT, AND ALL APPLICABLE
RULES AND REGULATIONS CURRENTLY IN EFFECT.
1.3 ALL EXCAVATIONS AND DEPTHS ARE ADVISORY, AND ARE TO BE
VERIFIED OR MODIFIED IN THE FIELD BY A DHHS APPROVED
INSPECTOR.
1.4 IT IS THE RESPONSIBILITY OF THE INSTALLER TO ADHERE
TO APPROVED DESIGNS FOR INSTALLATION, TO MAINTAIN THE
SPECIFIED SEPARATION DISTANCES, AND TO HAVE THE
APPROPRIATE INSPECTIONS.

2.0 SEPTIC SYSTEM
2.1 THE SEPTIC TANK SHALL BE A UPC --APPROVED TWO-COMPARTMENT
TANK, CONSTRUCTED OF 12 -GAUGE STEEL WITH BITUMASTIC
COATING, SET LEVEL ON UNDISTURBED SOIL, AND INSULATED
WITH AN OVERLYING LAYER OF 2 INCH BURIAL TYPE
POLYSTYRENE.
2.2 THE SEPTIC TANK SHALL BE A MINIMUM OF 5 FEET FROM THE
HOUSE FOUNDATION, AND A MINIMUM OF 5 FEET FROM THE
ABSORPTION AREA.
2.3 THE SEPTIC TANK AND BED SHALL BE A MINIMUM OF 100 FT.
FROM ANY PRIVATE WELL OR BODY OF WATER, 150 FEET FROM
CLASS C WELLS, AND 200 FEET FROM CLASS A OR B WELLS,
UNLESS OTHERWISE SPECIFIED. LESS THAN THE REQUIRED
SEPARATION DISTANCE MUST HAVE PRIOR APPROVAL OR WAIVER
BY ALASKA DEPARTMENT OF ENVIRONMENTAL CONSERVATION

2.4 PIPING SHALL BE FITTED WITH A MECHANICAL WATERTIGHT
CALDER COUPLING ON THE OUTLET AND INLET OF THE
SEPTIC TANK. PIPING SHALL BE 4 -INCH SOLID PVC ASTM
D3034 OR CAST IRON, SLOPED A MINIMUM OF 1/4 INCH PER
FOOT WITH A MINIMUM OF 4 FEET OF COVER.
2.5 CLEANOUTS SHALL BE INSTALLED AS DESIGNATED AND CAPPED
WITH AIR -TIGHT RAIN CAPS (JIM CAPS OR EQUIVALENT), AND
EXTEND A MINIMUM OF 2 FEET ABOVE GROUND LEVEL.
3.0 SEEPAGE BED
3.1 THE GRAVEL FOR THE BED SHALL BE 0.5 TO 2.5 INCH,
SCREENED ROCK WITH LESS THAN 3% PASSING #200 SIEVE
RESIDUAL. ALL SUBSTITUTES MUST HAVE PRIOR DHEP
APPROVAL.
3.2 THE BOTTOM OF THE EXCAVATION SHALL BE LEVEL AND RAKED
WITH THE BACKHOE BLADE TO INSURE THAT THE BOTTOM HAS NOT
BEEN COMPACTED DURING EXCAVATION.
3.3 THE DISTRIBUTION PIPE SHALL BE 4 -INCH RIGID PVC WITH
A MINIMUM CRUSH STRENGTH OF 1500 LBS. ALL PIPES SHALL
BE LAID LEVEL, AND SPACED ACCORDING TO THE DRAWINGS.
3.4 MONITOR STANDPIPES SHALL BE PLACED AS SHOWN IN THE
DRAWINGS. THEY SHALL BE RIGID PVC ASTM D-3034, OR
OR 4 INCH DIAMETER CAST IRON. THE SECTION SHOWN WITH
HOLES MAY BE EITHER DRILLED 0.5 INCH HOLES ON THE 6 INCH
CENTERS ON OPPOSITE SIDES OF THE PIPE, OR A SECTION OF
REGULAR PERFORATED SEWER PIPE MAY BE CLAMPED TO THE
SOLID SECTION WITH A NO -HUB COUPLING OR SOLVENT JOINT.
A RUBBER RAINCAP (JIM CAP OR EQUIVALENT) SHALL BE PLACED
OVER THE TOP OF THE PIPE.
3.5 IF THE FINAL GRADE OVER THE BED IS LESS THAN 4 FEET
ABOVE THE GRAVEL, INSULATION IS REQUIRED, USING DOW
EXTRUDED BLUE STYROFOAM BOARD. THERE SHALL BE 1 INCH OF
INSULATION FOR EVERY FOOT OF SOIL LESS THAN THE REQUIRED
4 FEET OF COVER, BUT THERE MUST BE AT LEAST 18 INCHES OF
SOIL EVEN THOUGH INSULATION IS USED. THE SOLID PIPE
EXTENDING FROM THE SEPTIC TANK TO THE DRAINFIELD SHALL
ALSO HAVE 4 FEET OF COVER OR AN EQUIVALENT LAYER OF
INSULATION COMBINED WITH SOIL TO PREVENT FREEZING OF
THE LINE.
3.6 IF INSULATION IS NOT NECESSARY, THEN THE GRAVEL MUST BE
COVERED WITH A LAYER OF A NONWOVEN FABRIC (SUCH AS
MIRAFAI, FIBRETEX 200 GRADE, POLY -FILTER X, OR
EQUIVALENT).
3.7 THE TOP AND SIDES OF THE BED SHALL BE PLANTED WITH A
WHITE CLOVER AND RED FESCUE MIX OR BLUE GRASS.
4.0 INSPECTIONS
4.1 THIS BED WILL REQUIRE TWO INSPECTIONS. THE FIRST
INSPECTION WILL BE OF THE OPEN EXCAVATION, TO ASSURE
THAT THE SYSTEM IS INSTALLED IN PROPER STRATA AND
DEPTH.
4.2 THE SECOND INSPECTION WILL BE AFTER PLACEMENT OF THE
GRAVEL, MONITOR STANDPIPE(S) AND DISTRIBUTION PIPE TO
VERIFY PROPER INSTALLATION AND MATERIALS PRIOR TO
BACKFILL.

Dear Susan:
This is in regards to Paradise Valley Block 2, Lot 29. There were
several questions you had wanted resolved before issuing a permit for
this lot.
The best soil on this lot is an SP layer. This strata varies from 2 to
5 feet in thickness and is a mixture of sand and gravel. The issue was
raised as to whether or not there is enough sand -.in the -soil to sct'as a
natural filter material. This appears to be the case for three reasons:
1) the ;sieve analysisyident fies it as an SP which is rated at 150
square foot per bedroom; 2) when the sieve data is plotted, it partially
falls within the MOA sand filter envelope; and 3) it passes a
percolation test in an identical manner to a strata I recently perced
which falls entirely within the MOA sand filter envelope. For a.clean,
gravel strata -that lacks sand, no percolation,readings,,would even—be
p©ssible. as the water poured in the hole runs out as fast as it is
poured in. But in a sandy soil, the sand slows down the water, and thus
readings can be taken; in-this°`oase', of -.20 -Toot per minute:; (eee
attached soil logs for comparision). Therefore:we-fees aysand filter
184 -11. -.net be necessary in._thia- instance as- there is ->lots of sand in the
strata•'a1ready.
There is a lar -of silt beneath the SP soils. However, dtdoesi not
-4pPear:�to be;;ermeabr1e; I suspect it is a gradational soil related to
the nearby GM (Test Hole 3) which passed a percolation test. In other
words, it is likely a slightly siltier area within a single permeable
glacial till.
Although a seep of water was encountered in Test Hole 2, water was not
observed anywhere else in the other test holes, which were left open for
awhile to make sure they were dry. Water monitoring also indicates that
they are dry holes. This is not unusual to have one area on the lot
where there are small seeps, and other areas on the lot which are dry.
The lot is fairly flat with a gentle slope from west to east along the
road. No water was observed in any ditch along the road. Actually, -no
ditch was, observed, either. The major drainage pattern begins on Lot 27
to the north, which steeply drops towards the creek.
As to the calculation of reserve area, I have attached two diagrams; one
shows area for three septic systems centered on the appropriate test
holes and taking up the precise area needed. The other shows that there
is over 4500 square feet of area on the lot for reserve area.

As certified by my seal arced heretoa nd as of the validation date shown below, I verify that my investigation, based on procedures outlined
in the Certificate of On -Site Systems Approval Guidelines for this application, shows that the on-site water supply and/or wastewater
disposal system is (are) safe, functional and adequate for the number of bedrooms and type of structure indicated herein. I further verify that
based on the information obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water supply
and/or wastewater disposal system is(are) in compliance with all applicable Municipal and State codes, ordinances, and regulations in effect at
the time of installation.
In conducting an adequacy test, I attempt to provide a thorough, conscientious engineering analysis of the system in accordance with MoA COSA
guidelines and regulations. The reported results describe the performance of the system under the conditions encountered at the time of the test,
and separation distances measured to readily identifiable features. The operational life of all wells and septic systems depend on the local soil
condition, ground water levels that may fluctuate during the year, and the water usage of the family being served by the system. These conditions
are outside the control of the evaluator of this system. All systems eventually fail and satisfactory test results do not guarantee future
performance of the system, nor do they guarantee that there are no hidden defects or encroachments. Therefore we cannot provide any warranty

During a recent adequacy test on the septic system for Block 2, Lot 29 of
Pardise Valley subdivision, 7 inches of standing water was observed in the
absorption field. This indicates that approximately 95% of the absorption
area is inundated. Although this system passed the adequacy test, the
remaining life expectancy may be limited.

Approval (COSA) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of On -Site Systems Approval are required for the transfer of
title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or water
supply system. DSD also issues COSAs upon request to homeowners. Certificates of On -Site Systems Approval
are valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued
with new water sample results. (Certificates may be reissued for a period of up to one year with valid water
samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water system.
The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's work.

based on procedures outlined in the Certificate of On -Site Systems Approval Guidelines for this application,
shows that the on-site water supply and/or wastewater disposal system is (are) safe, functional and adequate
for the number of bedrooms and type of structure indicated herein. I further verify that based on the information
obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water
supply and/or wastewater disposal system is(are) in compliance with all applicable Municipal and State codes,
ordinances, and regulations in effect at the time of installation.

Engineers Comments: In conducting an adequacy test, I attempt to provide a thorough, conscientious engineering analysis of the system in
accordance with MOA DSD Guidelines & Regulations. The reported results describe the performance of the system under the conditions
encountered at the time of the test, and separation distances measured to readily identifiable features.
The operational life of all wells and septic systems depend on the local soil condition, ground water
levels that may fluctuate during the year, and the water usage of the family being served by the system.
These conditions are outside the control of the evaluator of this system. All systems eventually fail and
satisfactory test results do not guarantee future performance of the system, nor do they guarantee that
there are no hidden defects or encroachments. PES can therefore not provide any warranty for future
performance nor give any estimate of how long the system will continue to meet the operational
requirements of the MOA DSD. The content of this report is for the sole benefit of the owner listed
above. Any reliance upon or use of this report by any other person or party is not authorized nor will it
confer any legal right whatsoever.
