The existing 10008 tank is at the end of its life and the pumper has recommended replacement. Additionally, a second absorption field will be installed. Currently the lot is developed. The proposed system will utilize a replacement 1000g septic tank that will be connected to the existing drain field and a second drain field. This lot and the surrounding lots are served by private wells.. There is a public Class "A" well that serves the subject property and the surrounding lots and is within 200' of the proposed absorption field, ADEC has approved the request for a Separation distance waiver on 09/01/16 (attached). There are. no other wells within 100' of the system. 1. Upgrade Tank Design. a. See Sheet 1 of the design package. 2. Surface Water: There is no surface water within 100 feet of the proposed upgrade system. The upgrade will maintain at least 100 feet from all surface water and drainage ditches. 3. Topography: The existing topography in the area of the system generally slopes from the Northeast to the Southwest at 7%-10% in the area surrounding the proposed and existing fields. There is an approximate 15%- 20% slope from the Northwest to the Southeast in the area to the Southeast of the structure. There are no steep slopes within 50' of the proposed field. This letter approves the requested reduction in the State's minimum . separation distance requirements from 200' to 150' between the drinking water well serving the Sun Valley Heights South (SVHS) Public Water System (PWS) and proposed septic system improvements for Sun Valley Heights Subdivision (SD) Block 5 Lot 6; this encroachment includes a proposed 1,000 gallon septic tank at 1701, an existing (now a reserve) drainfield at 1601, and proposed drainfield at 1501. Waiver Determination As indicated in your submittal, the septic system serving Sun Valley Heights SD B5 L6 consists of a 1,000 gallon septic tank and drainfield, their replacement is now proposed. As with the original septic system, the location of proposed septic components system fails to meet the State's 200' minimum separation distance requirement between a community water system source and a wastewater disposal system. At its nearest, the septic system and its related appurtenances are 150' from the well serving the SVHS PWS. This well was drilled in December of 1971; its 6" casing extends to 191' below ground surface (BGS) and penetrates lenses of sand, gravel, hardpan, silts, and mixes thereof with a static water level at 180' BGS. The following additional items were taken into consideration as part of this waiver approval: L From August 1994 to August 2016, source water sampling results for nitrate concentration rose from 2.65 mg/I to 7.48 mg/l. This suggests that the well is influenced by septic system exfiltration, decomposition of organic matter in soils, and/or erosion of natural deposits, despite this nitrate -nitrite concentrations remain below the 10 mg/L Maximum Contaminant Level (MCL)/MCI. Goal; 2. From January 2000 to August 2016, Total Coliform Rule sampling for total coliform and e. cok found resulted in two total coliform positive results (follow-up sample results were negative) and no e. cok positive results; 3. Both the surface topography and the groundwater gradient in the area slope generally towards the well; Air. Steve Pannone, P.E. September 1, 2M-6 4. Site constraints such as grade, layout, and existing utilities limit the location of the proposed septic system components, it's proposed location maximizes horizontal separation to nearly the greatest extent practical; and 5. The well accesses a presumed confined/semi-confined aquifer. Based on an evaluation of the available information and in accordance with the State's Drinking Water Regulations, 18 AAC 80, a Separation Distance Waiver for the - encroachments detailed herein is issued. Nitrate Levels As noted above, nitrate levels have been steady increasing.: At its present rate the system may expect to reach the nitrate MCL within the next 12 years. To avoid the installation of the treatment components for the removal nitrate, the Drinking Water Program recommends that the PWS begin to implement measures to minimize additional nitrate loading. Some measures which may help reduce nitrate loading include: the installation of advanced septic treatment works, septic tank pumping, and relocation of septic works outside of protective well radii. h Limitations and Appeal Process Any changes, constructed or natural, that affect the conditions to which this approval was granted will void this approval. This approval does not imply the granting of additional authorizations, not obligate any federal, state, or local regulatory body to grant required authorizations. This is not an approval of omissions or oversights by this office or noncompliance with any applicable regulation. The Department's approval does not guarantee correctness of the functional design or waiver the owner's responsibility for continued compliance with State regulations. Any person who disagrees with this decision may request by mail, e-mail, or facsimile an informal review in accordance with 18 AAC 15.185 or an adjudicatory hearing in accordance with 18 AAC 15.195-15.340. Informal review requests must be delivered to Division Director within 15 days of receipt of this decision. Adjudicatory hearing requests must be delivered to the Commissioner within 30 days of this decision, otherwise, the right to appeal is waived. THE WATER LEVEL IN THE TANK AND THE SOUTH SUMP DID NOT CHANGE WHILR THE WATER LEVEL IN THE NORTH SUMP ROSE 21 INCHES. AFTER 20 HOURS THE WATER LEVEL HAD DROPPED 5 INCHES. WATER WAS AGAIN ADDED TO THE TRENCH UNTILL WATER COULD BE HEARD FLOWING INTO THE TANK. THE WATER LEVEL IN SUMP WAS 62 INCHES. 2 HOURS LATER THE THE WATER LEVEL WAS WAS 50 INCHES AND DROPPING. WATER WAS AGAIN ADDED UNTILL WATER LEVEL WAS BACK TO 62 INCHES, 130 GALLONS WERE REQUIRED. TEST RESULT: THIS SYSTEM MEETS THE CODE REQUIREMENTS OF THE MUNICIPALITY OF ANCHORAGE. THIS SYSTEM ABSORBED 130 GALLONS OF WATER IN TWO HOURS AFTER SEEING SATURATED. The operational life of all septic systems depends on the local soil conditions, groundwater levels that may fluctuate during the year, and the water usage of the family being served by the system. These conditions are outside the control of the evaluator of this septic system.
