Septic Tank Replace Permit Request
Design Narrative
This is a design narrative for a permit to install an upgrade 1500g S.T.E.P. tank to be issued for this
property. The existing tank is collapsing. It will be decommissioned per code. Currently the lot is
developed. The proposed system will utilize a replacement 1500 S.T.E.P. tank that will be connected to the
existing drain field. This lot and lot 45C-1 to the west are served by a class 'C' well PWSID: 217437. The
well is located ±115 feet from the existing tank, which ADEC approved at the time of the well registration.
PES contacted ADEC drinking water and talked to Justin Fenzl who stated that as long as we send them
the record drawing for their file after the tank has been replaced the distance approval will continue to
stand. The new tank will maintain this separation distance. The remaining surrounding wells are private.
There are no wells within 100 feet of this system.

2. Surface Water: There is no surface water within 100 feet of the proposed septic tank. The proposed
septic tank upgrade will maintain at least 100 feet from all surface water and drainage ditches.
3. Topography: The existing topography slopes from northeast to southwest at approximately 4% in
the vicinity of the system.
The proposed installation will not affect the future development of the surrounding or existing lots. There
are no surrounding wells within 100 feet of the proposed septic location.

Dear Mr. Pannone,
On January 10, 2016 the sample results arrive to complete the waiver request for the home at 2940 E
142D Ave. here in Anchorage. The waiver computation was checked and matches ones done earlier for
this lot.
The current sample for nitrate as nitrogen is listed as 0.452 mg/1. Which indicates that the concern is
lessening at this source.
Based upon the engineers submittal and his recommendation and his concern for public health not
four bedroom house is within accepted engineering practice,
A waiver as requested by the engineer is established. This is an older site with activities not expected to
increase in use for the four bedroom home. Should it be found that the site conditions endanger public
health or are a public health concern, the waiver will be rescinded.
This approval does not imply the granting of additional authorizations nor obligate any state, federal or
local regulatory body to grant required authorizations.
Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18
AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with 18 AAC
15.185. Informal review requests mum be delivered to the Division Director, 410 Willoughby Avenue,
Suite 303, P.O. Box 111800, Juneau, Alaska 99801, within 15 days of receiving the decision. Guidance

Backfilling of any system without final inspection and approval by this department
will be subject to prosecution.
Minimum distance between a well and any on-site sewage disposal system is 100 feet
for a private well or 150 to 200 feet from a public well depending upon the type
of public well. Minimum distance frem a private well to a private sewer line
is 25 feet and to a community sewer line is 75 feet. Well logs are required
and must be returned to this department within 30 days of the well completion.
Other requirements may apply. Specifications and construction diagrams are
available to insure proper installation.

Dear Keith:
The attached as-built for the septic system on T12N R3W Sec
33, Gov. Lot 45 shows the dimensions of the bed to be 32' x
38'= 1216 sq.ft. However, the pipe separation in the bed is 6
feet which gives a total of 30 ft. The length is 38'. Thus
the absorption area is 30 ' x 38' = 1140 sq.ft. The required
area is 196 x 1.5 x 4 ~ 1176 sq.ft. Th% error was caused by
measuring between each pi~e rather than center to center and
letting the side wall be too far from the pipe.
In our opinion, the excavated area of the bed is the deciding
factor. Our opinion is based upon the fact that the gravel
under the pipe is very permeable and offers little or no
resistance to the flow of effluent. All'the effluent will
flow directly to the soils interface unless the bed is not
level. In that case, some ponding will occur until such
irregularities are filled. At that point, the effluent will
spread evenly across th~ excavated area and percolate in the
soil.
While we are very careful, for the most part, Co ensure

these various and dynamic characteristics and are outside the control of the evaluator of the
well and septic system. Therefore, any or NO estimate of how long a system will function satisfactory
for current or future occupants or guarantee that no unseen encroachments, deficiencies or
