Per the request of your department the existing STEP tank was exposed and inspected for structural integrity. During the inspection process the tank collapsed; therefore, it needs to be upgraded immediately. We are proposing to decommission the existing STEP tank per UPC and install a new 1,250 gallon STEP tank. We are requesting an emergency review of this design. A review of the submitted information for the site shows an existing wastewater disposal bed. As indicated by the submitted materials, the existing septic system does not meet the vertical separation distance of 4 feet measured from bottom of the septic system to high groundwater table, as mandated by State wastewater Disposal Regulation (18AAC72.015). Also, the submittal indicates a two foot of sand filter under the leachfield and gravel/sand with large cobbles below the filter. The well is over 100 feet away from the septic tank. The Municipality gave you the options to raise the system, verify the depth of the level of the water table in relation to the field by taking measurements next spring(1998) or obtaining a waiver from ADEC for the existing site conditions. The request for the waiver on the vertical separation distance between the bottom of the septic leachfield and the localized groundwater table is conditionally approved based upon the following: S&S Engineering July 1, 1997 Page 2 1. You indicated when we talked that well water samples in the area are not a problem for nitrate/nitrite. Please provide data that supports this conclusion. Also submit a current sample from the well for nitrates/nitrites taken within 30 days of receipt of this letter to assure it's current condition. If samples indicate nitrate or nitrite values increasing, the on -lot system shall need to be replaced with an engineered system that will provide an improved level of treatment. 2. If the ground water level changes causing the vertical separation distance to lessen from what has been observed at present. The system will need to be replaced. This conditional approval does not imply the granting of additional authorizations, nor obligate any federal., state, or local regulatory agency to grant the required authorizations.
