The Grainfield is in a state of failure and needs to be upgraded. We are proposing to install a new 2500 gallon STEP tank, a 24" Orenco pump vault, two (2) AX -20 pods, and a deep trench type drainfield. One testhole was excavated on the property and the drainfield is designed around the 30 foot radius of this testhole. Comments regarding the design are summarized as follows: 1. SOILS: See the attached 2016 soil log which shows the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface water concerns. 4. TOPOGRAPHY & SLOPE WAIVER: As can be seen on the attached design and profile drawing, the drainfield is approximately 35 feet away from slopes >25%. We are requesting that your department issue a variance from the required separation distance of 50 feet to 35 feet. Justifications for granting this waiver are as follows: • We will be using CAT III advanced treatment system, so the effluent quality will be much greater than that of conventional treatment. • With the use of advanced treatment, the system will be remotely monitored and have a maintenance agreement. SEPTIC SYSTEM COMPONENTS TO WELL WAIVER: As can be seen on the attached design drawing, the proposed STEP tank, pump vault, and drainfield are approximately 75 feet away from the well. We are requesting that your department issue a variance from the required separation distance of 100 feet to 75 feet. Justifications for granting these waivers are as follows: • Anchorage Tank places a specialized coating (Chemthane 4200) on their Advantex tanks to prevent rusting, this tank will have this coating on it. • We will be using CAT III advanced treatment system, the effluent quality will be much greater than that of conventional treatment. • With the use of Advanced Treatment, the system will be remotely monitored and have a maintenance agreement. If the system were to become surcharged the service provider would be notified and corrective action taken. • The existing drainfield has an existing encroachment to the well and recent water samples (6/16/16) indicate no apparent adverse impact on the aquifer (nitrates ND). • The house is between the well and the proposed septic system components (well is in the house). The line outlets to the southern portion of the lot onto the steep slopes. We are requesting that your department waive the required separation distance of 50 feet from drainfield to foundation drain to 25 feet. It should be noted that no water was coming out of the outlet pipe during our inspection on 8/8/2016. Justifications for granting these waivers are as follows: We will be using CAT III advanced treatment. The effluent quality will be much greater than that of conventional treatment. The soil percolation rate was 2.5 min/inch. Given the percolation rate, it is likely that the effluent will travel vertically. Rather than horizontal to the north. There was no water running out of the foundation drain outlet pipe during our site visit. Box 19-6650 Anchorage, AK 99519 Dear Sirs: The purpose of this letter.is to provide the required design narrative in support of our application for a permit to replace the existing septic tank serving the residence on Lot 5, Block 2, The Landings S/D. In order to do so, we will also need a waiver allowing the new tank to be located within 65 feet of the private well serving the lot and allowing the existing seepage pit to remain in its present location which we calculate to be as close as 88 feet from the well. A site plan, construction specifications, water sample test results, and copies of relevant documents from DHHS files are enclosed for your review. The proposed replacement tank will be located southeast of the present tank in the approximate location shown on the site plan. The topography of the lot in the area of the septic tank and existing seepage pit is a bench which slopes towards the southwest at approximately 5-10%, with steeper slopes above and below. The proposed project will have no significant impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any significant impact on reserved space -surface and subsurface, or on drainage. I was unable to locate a driller's log for the well serving this lot, however according to other documents on file at the Health Department it was probably drilled in the summer of 1972. A notation on the inspection report for the sewage disposal system indicates that the well depth is 145 feet, however during a recent adequacy test I measured the pump intake to be 154 feet below the top of the casing. On November 7, 1997 the static water level stood at 24.5' below the top of the casing, which equates to approximately 23 feet below ground level. A flow test that we conducted on October 28, 1997 showed the yield of the well to be 2.0 gpm. Water samples collected on that date were satisfactory, showing 0 coliform or other bacteria per 100 ml., and non-detectable nitrates. I was also unable to locate well logs for either of the adjacent lots on the west side of the Old Seward Highway, but the well serving Lot 4 (drilled where the ground is approximately 30 feet higher) is reported to have a depth of 186 feet. According to the owner of Lot 6, that well is also approximately 160 feet deep. A log for the well on Lot 7, Block 1, of The Landings (located several hundred feet away across the Old Seward Highway) is enclosed. The depth of this well is reported to be 51 feet, so data from it may not be particularly relevant to the lot under discussion. According to the as -built inspection report, the wastewater disposal system serving Lot 5 was sized for 3 bedrooms and was installed in June of 1972. The system consists of a 1000 gallon steel septic tank which discharges into a 12' x 12' x 6' deep log crib seepage pit. The required separation distances at the time of installation were 50 feet from the septic tank to the well and 100 feet from the seepage pit to the well. A HAA form prepared in 1987 reported the actual distances to be 65' and 100' respectively. According to my field measurements, coupled with an estimate of the underground configurations of the components, it appears that the actual distances from the well to the closest portions of the existing septic tank and seepage pit are 60 and 88' respectively. Thus, a waiver is also needed in order to obtain HAA approval of the seepage pit. On October 28, 1997 I conducted an adequacy test of the wastewater disposal system. Since the house had been vacant for a month prior to the test, I arranged for a water delivery to pre-soak the seepage pit. The initial fluid depth in the seepage pit was 8.5 inches, and the addition of 2100 gallons of trucked water caused the fluid depth to rise another 40.375 inches. I then was able to measure the absorption rate by adding another 690 gallons of water from the well over the course of several hours. These measurements demonstrated that the seepage pit is still able to absorb water at a more than adequate rate for a 3 -bedroom residence. The existing septic tank has a cleanout only on the second compartment and there is a significant obstruction in the outlet line from the tank. Since the tank is now over 25 years old, it seemed futile to try to repair these deficiencies; hence this permit application. In the absence of a relevant well log, it is necessary to make some assumptions regarding the underlying soil conditions. With the static water level in the well approximately 23 feet below ground surface, this could be construed as the depth to groundwater. On the other hand, the fact that the well was drilled to a depth of over 154 feet indicates that the aquifer being tapped by the well is at least 154 feet below ground level and must be confined by overlying strata of impermeable material. The fact that both the well and the septic system have been in place for over 25 years, and the water samples still show 0 coliform or other bacteria and non-detectable nitrates, is pretty good evidence that the proximity of the septic tank and seepage pit to the well will not lead to contamination of the well. Replacing an old, rusted out septic tank with a new tank located further from the well can only make the present situation better. There are no wells downhill of this septic system, as the lot abuts Potter Marsh. The following is a breakdown of how waiver analysis points could be assigned using DEC's 1985 "Separation Distance Waiver Guidelines for SCRO". Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Septic Tank: 2.1 The existing septic tank must be properly abandoned by thoroughly pumping, removing the top and backfilling with soil. Note: The elevation of the tank is too low to pump front the parking area, and the access drive down to the tank is very steep and narrow. The neighbor to the south has indicated a willingness to allow a pumper track to come down his driveway to pump the tank, however sanding of that drive may be necessary. 2.2 The new 1250 gallon, 2 compartment septic tank shall be Municipally approved and shall be set level on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and a 4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. In order to install the neap tank in the location shown, it will be necessary to rnove a dilapidated greenhouse. Care should betaken to minimize damage to the greenhouse while skidding it out of'the way. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4"' per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. The contractor is responsible for ensuring that the entire waste line between the tank and the seepage pit is clear and functional. A cleanout shall be installed within 5 feet of the building, and a double cleanout shall be installed within 5 feet downstream of the septic tank. 3.0 Inspections: 3.1 A total of 3 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the tank has been set level and the piping connected, but prior to backfill, and (3) after rough backfill and grading is complete. 3.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. In consideration of the mutual covenants contained herein, the parties to this Maintenance and Repair Agreement agree as follows: 1. Advanced Wastewater Treatment Systems. Any change to the design or function of an AWWTS that includes the installation or removal of any parts, components or pieces not included in the original construction permit and design. An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with Anchorage Municipal Code (hereinafter, "AMC") 15.65. These approvals certify that service and maintenance provider approved by the municipality and the manufacturer of the AWWTS for the entire term of the AWWTS. In addition, it shall be the responsibility of the Owner during the term of this Maintenance and Repair Agreement, and any renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. B. Owner agrees to comply with all applicable ordinance, laws, regulations, rules and orders for the AWWTS. C. Upon request by the Municipality, the owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system. When a record of maintenance is documented and maintained by the system vendor, the owner agrees to allow the Municipality access to this information. D. Owner acknowledges that the fine for failing to maintain and repair an AWWTS may be assessed in accordance with AMC 14.60 for improper discharge. E. Owner agrees that only maintenance and repair personnel approved by the Municipality will inspect and make any necessary maintenance, repairs or permitted alterations to the system. F. Owner agrees to grant the Municipality reasonable access to test and inspect the AWWTS upon 24 hours written notice. G. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. H. Owner agrees that the AWWTS installation and maintenance requirements as provided by the AWWTS vendor/installer and approved by the Municipality are the governing guidelines for the construction, maintenance and repair of the Owner's AWWTS. 6. Nonwaiver. The failure of either party at any time to enforce a provision of this Maintenance and Repair Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Maintenance and Repair Agreement or any part hereof, or the right of such party thereafter to enforce each and every provision hereof. 7. Amendment. A. This Maintenance and Repair Agreement shall only be amended, modified or changed by a writing, executed by authorized representatives of the parties, with the same formality that this Maintenance and Repair Agreement was executed with, and such writing shall be attached to this Maintenance and Repair Agreement as an amendment. A valve was placed where the waterline exits the floor coming into the utility room to the storage tanks. The well was ran until it tripped the low water control. Depth at that time was 138 feetTOC. This was performed 4 times over a two hour period and finished with a timed test which put the well production at 1.31 gallons per minute below 120 feet.
