The septic system consists of a Quanics Aerocell system and a mounded drainfield that were both installed in August of 2008. The drainfield was in a state of failure and in 2016, it was repaired. In December 2019, the MOA approved this system as a Category II AWWTS. During the seismic event of November 2018, the field was damaged. When the contractor mobilized to the site it was determined that the water level was above the sewer rock in the bed and it is in a state of failure. This water is assumed to be effluent as this water level is above the surrounding original grade. It has been determined to construct a new bed to the north of the existing. The existing bed will be removed. Comments regarding the design are summarized as follows: 1. SOILS: In July 2020, an additional test hole was dug. The receiving soils are below the water level, so a sample was taken to be analyzed for gradation. The receiving soil is a GP soil. In 2008, this soil strata had a percolation rate of 12 minutes/inch. The current AWWTS is operating as a Cat II system. This requires an application rate of 3.0 gpd/sf. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. TOPOGRAPHY: As can be seen on the attached drawing, the topography around the proposed drainfield is relatively flat. 4. WELLS: This lot is served by a private well. The well is greater than 100' from the septic field and tank. Neighboring wells are all greater than 100' from the system. 5. DISTANCE TO SURFACE WATER: As can be seen on the attached design drawing, there is surface water located approximately 87 feet from the proposed drainfield and as close as 70 feet from the Aerocell, pod, septic tank, and lift station. MOA 15.65 allows for an exception for Category II AWWTS to be 50' from surface water. The berm previously placed between the surface water and the drainfield approximately 80 feet south and 80 feet east of the drainfield is still in place. If effluent were to overflow, effluent would not travel directly towards the surface water. ® The existing system utilizes a Quanics Category II advanced treatment system. ® The system is remotely monitored and is inspected periodically by a maintenance provider. 6. DISTANCE TO GROUNDWATER: MOA code 15.65 allows an exception for Category II AWWTS to be within 2' of seasonal groundwater. The groundwater elevation has changed since the last time it was determined. It is thought that this has contributed to the failure of the system. • The existing system utilizes a Quanics Category II advanced treatment system. • The system is remotely monitored and is inspected periodically by a maintenance provider. • Recent water samples from the well serving this property indicate no bacteria and non- detectable nitrate levels. The septic system consists of a Quanics Aerocell system and a mounded drainfield that were both installed in August of 2008. The drainfield is in a state of failure and needs to be upgraded. Based upon the appearance of the Aerocell media, we do not believe the drainfield failure is related to the performance of the Quanics system, but rather a construction related issue like dirty drainrock. We are proposing to excavate out all contaminated material, import MOA approved sand as needed to rebuild the drainfield to an elevation of 0.1' higher than the existing system. Comments regarding the design are summarized as follows: 1. SOILS: See the attached 8/13/2008 logs by Robert Shafer P.E. which show the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. TOPOGRAPHY: As can be seen on the attached drawing, the average topography around the proposed drainfield is relatively flat. 4. WAIVER TO SURFACE WATER: As can be seen on the attached design drawing, there is surface water located approximately 60 feet from the proposed drainfield and as close as 65 feet from the Aerocell, pod, septic tank, and lift station. We are requesting that your department grant a variance from the proposed septic system (drainfield, tanks, and Quanics components) to surface water, from the required separation distance of 100 feet to 50 feet. Justifications for granting this waiver are as follows: • The existing system utilizes a Quanics CAT III advanced treatment system. WAIVER TO GROUNDWATER: The existing drainfield was installed with a vertical separation distance of 4 feet to groundwater readings taken in August of 2008, which theoretically corresponds to only two feet of vertical separation to seasonal high groundwater in October. We are requesting a variance that will allow for a two foot vertical separation to seasonal high groundwater. Justifications for this waiver are as follows. • The existing system utilizes a Quanics CAT III advanced treatment system. The effluent quality (ADEC Secondary Quality) will be much higher than that of conventional treatment, with significantly lower pathogen levels. • The CAT III is remotely monitored and is inspected periodically by a maintenance provider. • Recent water samples from the well serving this property indicate no bacteria and non-detectable nitrate levels. • The encroachment has existed for almost 8 years with no known adverse impacts. The current owners of this property requested that we visit the site to perform an adequacy test in conjunction with obtaining a COSA for the sale of the home. While inspecting the leachfield we found it to be completely saturated and determined that the leachfield was in failure which may be due to groundwater intrusion. Based upon many years ago in this subdivision may no longer be data collected from surrounding properties, it appears that a curtain drain installed working properly. Test holes were excavated on the property in preparation for an upgrade of the septic system. After groundwater monitoring and evaluating the soils on this property it was determined that a QuanicsT^+ / AerocellTS+ Advance Treatment System is the best solution for this upgrade. We do not anticipate any adverse effects on neighboring wells septic systems, reserves, or drainage patterns by the installation of this system. The septic system consists of a Quanics Aerocell system and a mounded drainfield that were both installed in August of 2008. The drainfield was repaired in 2016. In December 2019, the MOA approved this system as a Category II AWWTS. During the seismic event of November 2018, the field was damaged. According to elevation measurements taken in February 2020, the west end of the field is higher by 7" than original elevation. MOA has issued permit OSP20J 023 to repair this field. The scope of work for this permit is to excavate out all contaminated material, import MOA approved sand.as needed to rebuild the drainfield to an elevation of 0.1' higher than the existing system and ensure that the sand layer is a continuous 4' thick and rock layer is 6" thick. It is proposed that this repair work will be completed during the month of June when weather and ground conditions are more favorable. The work will be complete by June 30, 2020. Money is being held in escrow to complete this work by Alyeska Title Guaranty Agency. See accompanying letter. At this time, we request a conditional COSA be issued for the sale of this property. Recent water samples show that nitrates are absent from the well water on this property. The AWWTS, septic tank and lift station were all inspected in October 2019. They are performing as expected. There is no eminent hazard created by granting this conditional approval. Wastewater is not overflowing the field and the well head is intact.
