Septic System Upgrade Permit Request
Design Narrative
This is a design narrative for a permit to install an upgrade septic system to be issued for this property. The proposed
system will serve an existing three-bedroom (3BR) house. Currently the lot is developed. This lot and the surrounding lots
are served by a community water system operated by AWWU. There are no wells within 200' of this system. The existing
drain field is in failure and it is the intent of this design to remove and replace this drain field with a similar drain field. It is
our intent to deepen and shorten the field to keep it out from under the driveway. All biomatted material will be removed
and replaced with new clean sewer gravel.
1. Soils. The subject property is part of a developed subdivision. A test hole was excavated by R.E. Schaffer in 1984 to a
depth of 14 feet. Due to the limited area in the vicinity of the drain field and the extensiveness of the previous
investigations in this area, excavating a new test hole will destroy the remaining undisturbed soils on this lot. PES proposes
using the existing test hole and verification of lack of ground water and bedrock from surrounding lot's soil investigation.
The neighboring lots all have test holes to depths ranging from 14 to 20 feet. Ground water was not observed in any test
holes to a depth of 20' below the surface after the 7 -day monitoring period. Bedrock was not encountered in any of the
test holes. Based on the results of the percolation tests performed on this and the surrounding lots, and the overall soils
appearance; an application rate of 0.6 gallons/day/square feet was used for a conventional wastewater system for this
property.
2. Soil Absorption System Design.

3. Surface Water: There is no surface water within 100 feet of the proposed septic tank and drain field. The proposed
drain field upgrade will maintain at least 100 feet from all surface water and drainage ditches.
4. Topography: The proposed system will be placed in front of the existing house. The area slopes to the south at
approximately 5%. -
The proposed installation will not affect the future development of the surrounding or existing lots. If you have any

I am writing to request that a permit to install a new septic tank be issued for this property. The
system currently serves an existing three-bedroom house. The lot is currently developed and is
served by a community water system (AWWU).
1. Tank Replacement. The original 1000 -gallon septic tank was installed in 1984. The tank
has recently collapsed and is causing sewage to back-up into the house. The tank is being
pumped daily to prevent the back up of sewage. The replacement tank is to be installed west of
the existing tank. See the attached site plan. The existing drain field was inspected and found to
be approximately 50% saturated.
2. Surface Water: There is no surface water within 100 feet of the proposed systi M.
3. Topography: The average topography in the area of the proposed septic system is
approximately 5 to 10 percent to the south.

based on procedures outlined in the Certificate of On -Site Systems Approval Guidelines for this application,
shows that the on-site water supply and/or wastewater disposal system is (are) safe, functional and adequate

obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water

In conducting this evaluation, GEG provided an engineering evaluation of the well and/or septic system
in accordance with the guidelines and regulations established by the Municipality of Anchorage and
industry practices. The reported results describe the condition of the system/s on the date/s of the
evaluation. Separation distances were measured to readily identifiable features. Hidden defects or
encroachments may exist that were not identified during the evaluation. The operational life of all wells
and septic systems depend upon a variety of variables, including but not limited to, soil conditions,
groundwater levels (that may fluctuate during the year), quality of construction (materials and
workmanship), and the water usage of the family utilizing the system/s. These conditions can vary, and
are outside the control of GEG. Satisfactory test results do not guarantee future performance of the
system/s; therefore, GEG _makes no -warranty (express or implied) regarding the future performance of
the well or septic system. GEG makes no representation whether an alternative well or septic system
can be installed on the property in the event either of the current systems fail to perform adequately in
the future. The content of this report is for the sole benefit of the person/party that retained GEG to
perform the evaluation. Reliance upon the information provided in this report by any other person or
party (including subsequent property purchasers) is not authorized, nor will it confer any legal right
whatsoever.

To whom it may concern:
The subject lot is served by a public water and a private septic system. Per MOA records, the
existing septic tank is 1250 gallons (sized for 4 bedrooms) and 15 years old (installed in 2006).
Per the 2018 inspection report in MOA records, the drainfield was approved for 3 bedrooms.
However, it appears to be sized for 4+ bedrooms. We are requesting that your department allow
for a 4 -bedroom COSA to be approved based upon the following facts:
• 4 bedrooms = 600 gallons/day (150 gallons/day/bedroom)
• Soil rating: 1.2 gpd/ft2 (per Steve Pannone, PE T.H. perc rate of 2.8 min/inch)
• Soil rating: 0.6 gpd/ft2 (per Bob Schafer, PE T.H. perc rate of 20 min/inch)
• Per inspection report, the trench is located inside both testholes. Therefore, it seems
reasonable to average the testhole data.
• Proposed application rating: (0.6+1.2)/2 = 0.9 gpd/ft2
• Required square footage = 600/0.9 = 667 ft2
Total Absorption area = 770 ft' (per 2018 inspection report by Steve R. Pannone, PE)
• The reserve site will be to rebuild the existing drainfield in place.
Per the above information, the existing drainfield is oversized for 4 bedrooms (667 ft2 required
vs 770 ft2 actual). In addition, an adequacy test was performed on 10/10/2021 and the drainfield
passed for 4 bedrooms. Based upon these facts, we request that your department allow for the
drainfield/COSJ_M.S.
