Health & Human Services Dear Mr. Smith: Pursuant to our numerous meetings on the referenced subject, this letter has been prepared to document our work to date on the design of an acceptable on-site wastewater disposal system and request that a permit be granted to Mr. Bill Taylor of Colony Builders, Inc. subject to the conditions described herein along with our data and design attachments (to this letter) and those of the Municipality of Anchorage, DHHS. In accordance with the directives from your office at our February meeting we installed a ground water monitoring tube in the existing leach field on Apdl 9, 1993 and monitored water levels at the site from September of 1992 (old standpipes) to May 15, 1993 (in new pipe). Another percolation test pipe was installed near the standpipe on Apdl 9, 1993 in order to obtain near surface test results, however, soils at depth were frozen. Several attempts were made to thaw this soil by introducing large ,quantities of water into this hole. This resulted in bentonite (used to seal off surface water) contamination of the percolation hole and was therefore, abandoned. In addition two additional percolation (Perc 2 and 3) tests were done on May 11 and 12, 1993 to evaluate the near surface SANDY GRAVEL (GP) with SILT and SILTY SAND (SP) with GRAVEL soils (previously described as SILTY GRAVELLY SAND (SM) and SANDY GRAVELLY SILT (ML) in our submittal of 01119/93 reviewed by Mr. Dan Roth of your office). Please note that the soils described in the May work were tested in our laboratory for the grainsize distribution and that previously described soils were from a visual call out in the field when doing our work in August of 1992. The differences in visual soil grainsize classifications are 5 to 10 percent from those obtained in the laboratory. Water level readings and test results are attached. The existing gravity septic system installed by Mr. Taylo[ Of Colony Builders, Inc. in October Page 2. MOA, DHHS May 28, 1993 of 1992, was sized on the basis of a four bedroom residence with a 1,250 gallon septic tank. A shallow trench system, 2.5 feet deep by 5.0 feet wide was designed using an application rate of 0.6 gallons per day per square foot of trench (as established by percolation testing in August of 1992). For a four bedroom home, we used three laterals at 43 feet long per each lateral. This design was submitted to your office for approval, however, the system was built without a permit (which we were not aware of at that time). We were called for construction inspections as the system was being built and submitted the as-built to your office for approval not knowing that the original design was not approved. Your office required additional percolation testing and water monitoring through May 15, 1993 as described previously. The actual home built at Lot 7, Block 1, Forest Ridge is a three bedroom single family residence (appraisal copy attached). The existing system has been remeasured and the bottom of each leach line lateral computed above the highest water level measured through May 15, 1993. Lateral lines are not level and the average depth of the bottom of the laterals is 3.33 feet above the highest water level elevation measured through May 15, 1993. Accordingly, the existing system does not comply with the MOA Ordinances. Attached is a new design for a SAND FILTER, bed system based on an application rate of 0.5 gallons per day per square foot of bed, and in accordance our discussions with Mr. Dan Roth of your office on May 26, 1993. The design requires that the sewer rock from the existing unused system be removed, and the Peat (Pt) with underlying red brown, ORGANIC SILT (OL) also be removed from an area 35 feet wide (the width of the existing system) and to a length of 36 feet. The sewer rock shall be removed from existing system from 36 feet to 43 feet and repalced with a relatively impermeable SILT backfill. The bed area shall be filled to a depth corresponding to elevation 99.3 feet (from garage floor datum of 107.2 feet) with a SANDY GRAVEL (GP) with a SILT content not to exceed 20 percent. The 2 foot deep SAND FILTER (per MOA gradation requirements) would be placed over the Sandy Gravel fill. The rest of the system would be installed per the attachments. The new system is shown as a gravity system, however, this would require that the existing septic tank be raised approximately 1.5 feet. A S.T.E.P. (lift) system could be added to the existing tank and the leach lines in the bed changed from 4 inch per[orated to 1.25 inch, perforated pressure lines, if Mr. Taylor does not wish to raise the existing tank. Cleanouts in the field would be eliminated but monitor tubes would remain as shown. Page 3. A revised shallow trench system has been designed using the existing septic tank and a shallow trench in the GP/SM soils. The SM percolation rate with an application rate of 0.8 gallons per day per square foot of trench was used for a trench 1.75 feet deep by 5.0 feet wide. The existing trench is 2.5 feet deep by 5.0 feet wide. The required length of shallow trench is three 39 foot long laterals. Existing length is 43 feet. We suggest that this length be used. Further disturbance to existing field should be minimized and therefore, we recommend that the bottom be raised by 0.75 using filter sand (gradation per MOA Ordinance), the sewer rock replaced to a depth of 1.75 feet over the sand and the laterals replaced level with existing clean outs and monitor tubes. The unpermitted wastewater system, as constructed, does not meet.requirements of AMC 15.65 and cannot be placed in service. There is a complete residence on this lot which is apparently ready for occupancy. It is not clear if the necessary permits were obtained from the Public Works Department for this residence to have been built without having a valid on-site water and wastewater permit. This notwithstanding, you must have a registered professional engineer prepare a proposed wastewater system design with all attendant supporting data and information, and submit a request for an on-site water and wastewater permit in the immediate future. The Building Safety Section of the Public Works Department is being made aware of this situation by a copy of this correspondence.
