We attempted an adequacy test, but water immediately began to flow back to the lift station. We then dug into the bed and found clean water with no trace of septic effluent or biological matting. The bed was apparently saturated with ground water. We then inspected the lift station and noted groundwater entering the lift station through several leaks. The lift station was constructed with a 48" corrugated metal pipe placed vertically. It has been in place since 1984. The bottom of the lift station is either gone or completely rusted out. The power to the lift station was turned off and the bed remained dormant for nearly two weeks. The water level began to drop immediately and is now not present in the bed. We then conducted an adequacy test by placing 500 gallons of water in the bed. It dissipated over night indicating the bed is capable of absorbing more than 150 gallons of water per day per bedroom and is still functioning as originally designed. The lift station and septic tank must be replaced however in order to certify the septic system for continued use. The attached Site Plan and backup documentation identify the location and configuration of the existing and proposed septic tank and STEP tank. The existing 1,000 Gallon Septic Tank and lift station will be decommissioned in accordance with Municipal Code. Also identified on the plans are the locations of the existing well on this and adjacent lots and adjacent septic systems. No conflicts exist between the proposed septic system and the wells on this or adjacent lots. Protective radii are shown to the adjacent wells. Drainage arrows are shown indicating the current drainage patterns. The drainage patterns will be maintained after construction. An existing ditch was found on the south side of the absorption bed. This ditch is discussed in the Municipal Archives for this septic system. It was supposedly backfilled Lot 7, Block 6, Elmore Subdivision No. 1 September 26, 2010 Page Two in 1993 after a COSA was completed on the property. It will be backfilled as part of the upgrade to the septic system. The location of the ditch is shown on the Site Plan. The ground surface on the lot slopes slightly to the west in the area of the new STEP tank. The tank will be placed parallel to the contours of the ground as much as possible and in conformance with design criteria. A minimum of 100' will be maintained between all components of the septic system and the proposed well and from any surface water in the area. If the system is constructed in accordance with our design the following statements apply: .o The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. The system, if constructed as designed, will have no adverse impact on reserve space, either surface or subsurface, on any lots located in the area. Connelly on H~y 10, 1984 and a copy of a field drawing showing the water levels that measured on his Lot on Hay 14, ~hich was two days after they had removed the berm that was blocklng drainage from his lot. The water level in the ditch to the back of the lot has started to drop in one of the test holes, it went from 2.6 feet to 4.0. Hr. Connally tells me that he can now flush his sewer system and moderately use water. ! measured the level of water in the crib and it is approxlmately 2.6 feet below ground level, which is very slmilar to a test hole that is located not to far from the crib. The day before I arrived on the sites the Department of Publlc Works had come out and inspected the drainage on Buffalo.' According to Hr. Connally, they agreed that part of the problem with his lots was that the fact that the drainage was blocked in the ditch at Buffalo and water ~as percolating down into the ground. Publlc Works is going to see if they can get a grader out there and correct the drainage problem to the East of Buf£a.lo~ as well as developlng a ditch along the West of Buffalo, so that the water coming off of Buffalo Drive doesn't drain down into Hr. Connelly'a lot. There is one area that almost dlrectly across from a proposed site, where the ditch is blocked. There is standing water in the ditch and across from that area the water level in the drainage ditch had only dropped approxlmately half a foot, whereas in other areas it has dropped over 1.4 feet. ! still be lleve we ought to stick to our orlglnal plan and keep the amount of sand that we had designed in the ayste~s just in case Publlc Works isn*t successful in blocking that water flow from the ditch. suspect they will be successful, but ! would rather stick with the original design that we had submitted to I~EP. Conley / SRA Box 33-X Anchorage, Alaska 99507 RE= .Lot 7, Block 6, Elmore #1 Subdivision/Disposal System Dear Mr. Conley= This is in regards to the mound system design for your property, prepared and submitted by Dr. Leroy Reid, Alaska Environmental Control Services, which this Department has disapproved. We have determined that a mound system is not feasible for your situation and that a holding tank must replace the existing failed system, which has been made inoperative due to encroaching' ground water. This Department normally requires that a minimum depth of 20-24 inches of natural, upsaturated, and accepting soil be present beneath the mound system. If material beneath the mound has instead been excavated and replaced with a clean sand fill materia!, accepting soil must still be present immediately adjacent to this excavated area to allow for lateral distribution of effluent if the downward percolation rate proves to be less than adequate. The soil conditions at your proposed mound site will not allow lateral distribution of the effluent above the water table. There has not been any evidence to show that the subsurface hydraulic condition will, in fact, accept and transport this wastewater load away from the mound system without creating a serious and chronic "mounded" condition, that would eventually cause this effluent to daylight and discharge across the ground surface. Authority for our decisions by your request, is provided by section 15.65.040(A), Chapter 15.65, Wastewater Disposal Requla- tions, Municipality of Anchorage: "No person shall construct or install any septic tank, treatment plant, drainfield or seepage pit within the Municipality. that does not comply with the requirements Mr. Gregory C. May 9, 1984 Page 2 Conley of this chapter and the specifications of the department and the Alaska Department of Environmental Conservation. No person shall construct, sell or install any septic tank, seepage pit or drainfield without first obtaining a permit from the department." (15.65.040[A]) You are presently in violation of Section 15.65.020(A), Chapter 15.65 of the same regulations, by allowing an improperly main- tained sewerage system to exist in lieu of upgrading or replacing the system with a disposal system acceptable to this Department: "General prohibition. No person shall dispose of any human excreta, sewage and other wastes except in a properly designed, constructed and maintained sanitary sewerage system, septic tank or by other methods ap- proved by the Department of Health and Environmental Protection, and in accordance with the terms of this chapter and conditions of a written permit issued by the department." (15.65.020[A]) Your system is presently inoperative. It is doubtful that your system would meet the four-foot separation between the base of the system and the ground water table even when it again begins to function, if this point is reached. In earlier correspondence this Department indicated that your previously revoked permit for the mound design may be converted to a holding tank permit. Apparently this was not a clear enough indication of the course of action that you must take. This Department is hereby notifying you that you have 30 days in which to obtain a holding tank permit and to install said tank, or enforcement action will be initiated. The holding tank size must be at least 2,000 gallons and be equipped with a high-water alarm system (electric). A pumping/maintenance contract will also be required by this Department for our files. On Saturday, Hatch 31, 1984 I visited the site and shot site levels and checked the water table and the surrounding terrain. The water level in the test hole was at -2 feet on Saturday. The ground slopes upward to the south and at 47 feet away from the test hole it had raised 1.5 feet over the level of the test hole. The owner of the property had dug a hole in that part. I checked the water level in the ditch and found that the water level at that point and time was 2.6 feet below the ground surface. I believe that a sewer system can go in this lot and allow the homeowner to install a system that would meet the municlpal codes. The only problem that I see is to the west, the surrounding -the lot owner in that area has filled his lot and has created somewhat of dam, ~alch makes the house on Lot 7, somewhat lower than the lot to the west. I recommended to the owner that he contact the owner of the lot next door and asked that the drainage not be interrupted from his because of the backfill. This may be the reason that the ground water table is now higher on that LOt 7, than ~hat the homeowner had noted in the past, Also on Sheet 2 of 5, there shows an existing berm. That berm is actually part of the old hillside that remains after the road (Buffalo) was cut there. Instead of a berm, it is a natural area that is higher than the surrounding property where the house is. I came to this concluslon, based on the number of large trees in the area that could not have existed if this were bermed soil. I recommend that the permit be reissued to Creg Connelly, so that he may build an elevated mound system, that would be somewhat slightly to the south and east of where it's shown on Sheet 2 of 5, See attached sheet. I believe that because of lack of configuration and the closeness of the house that the system must be a more rectangular system than the standard length being twice the width. 1200 WeS! 33r~J /~uenue. There is drainage that comes in ou the northslde at N£trona and Buffalo. The culvert under the road has been blacked and the water is running south along the eastslde of Buf£alo, the quantity of water at the north end of the trench is definltely less than it is at the south end of the trench, ~here it goes to the next culvert across Buffalo. ! suspect that a lot of the water in the area of Hr. Coonelly's house is coming from infiltration from the east side of Buffalo. The depth of the ditch varied from less than one foot below original ground to as much as 2 feet. Standing watem was seen in the deeper sections of the ditch. This water was well within the 100 feet of the septic system. The soil information fo~ this system shows g~ound wate~ at -1 foot, and the design of the mound is based on this shallow water level. The top of the mound is 6+ ft. above the original ground and mo~e than 7 ~eet above the closest wate~ su~fac~. With observed ground water at -i foot, it can be expected, that water will stand in a 2 feet deep ditch. I have informed the owner of the property that the ditch may have to be abandoned (backfilled) so that no standing water is present within 100 feet of the septic system. This work can not be performed at? this time, therefore I am requesting a conditional HAA approval, with the stipulation that the ditch be abandoned after breakup.
