WHEREAS James P and Iris J Vail, Husband and Wife, are the owners of Lot 13 and
Lot 14, Tract A, Eagle Crest Subdivision, Addition No. 1 recorded as Plat Number 63-70,
Anchorage Recording District, Third Judicial District, State of Alaska and WHEREAS they
own a home located on Lot 14 of said subdivision and WHEREAS a portion of the septic
system for Lot 14 is located on Lot 13, THEREFORE now and forevermore the following
is granted:

Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The owner of Lots 13 and 14, Tract A, Eagle Crest Subdivision No. 1 is selling his
house as a four bedroom home and must upgrade his existing septic system to
accommodate the additional bedroom. The line between Lots 13 and 14 is currently
being vacated and the new lot will be known as Lot 13A. We are therefore requesting a
permit be issued for the upgrade of the existing septic system to accommodate the
home. The attached Site Plan and backup documentation identify the location and
configuration of the existing well and the proposed septic system along with the
alternate site. No conflicts exist between the proposed septic system and wells or
septic systems on adjacent lots. Drainage arrows are shown on the site plan showing
the grade and direction of flow on the lot. The drainage pattern will not be changed as
a result of this project.
The test hole placed on the lot in the area of the absorption trench and alternate site
during the original installation indicated silty, sandy gravel (GP/GM). The absorption
rate of the soil was estimated at 135 square feet per bedroom. No groundwater was
found during the initial construction of the septic system in 1978. A recent inspection
and adequacy test of the trench revealed the trench to be completely dry and capable
of absorbing more than 600 gallons of water per day. An application rate of 1.2 gallons
per day per square foot was used in the design of the absorption system, but the final
length of the trench will be determined when a percolation test is completed prior to
construction. We are proposing to place a new 1,250 -gallon septic tank and extend the
existing 41' long absorption trench by 15' to a total length of 56' with a total absorption
area of 560 square feet which exceeds the required 500 square feet. The trench will be
3' wide by 5' effective depth The elevation of the distribution line in the absorption
trench will be 2.5' below the surface and the total depth will be 7.5'. A minimum of 3' of

fill or 2" of insulation and 2' of fill will be placed over the absorption trench and 4' over
the septic tank.
The ground surface on the lot in the area of the septic system slopes to the southwest
at a shallow grade with some cross sloping to the west. The new trench will be
extended in the same direction as the existing trench and parallel with the slope as
much as possible in conformance with Municipal requirements. The new septic system
will be constructed a minimum of 100' from all wells and any surface water and 10' the
proposed and existing water services in the area.
If the system is constructed in accordance with our design the following statements
apply:
1. The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
4. The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

A sewer system adequacy test was performed on the system located
on the referenced property as you had requested. The septic tank
was pumped and verified to have a capacity of 1250 gallons. The
absorption trench was tested by a continuous flow of water over
a period of 48 hours. During this test, approximately 730 gallons
of water was injected into the system each 24 hour period. At
the end of the test all the water had been accepted by the absorption
trenches without any backing up into the septic tank.
It can be concluded from this test that the waste water disposal
system serving the four bedroom residence located on this property
is currently functioning adequately. However, the system cannot
be guaranteed against subsequent failures.
