The existing septic system consists of a 2000 gallon S.T.E.P. tank and a mounded bed type drainfield. The owner would like to build a detached shop with a 1 bedroom A.D.U. on the property and have it served by its own septic system. We are proposing that a 1000 gallon septic tank and a bed type drainfield be installed for this proposed building. Comments regarding the design are summarized as follows: 1. SOILS: We had a test hole excavated on the property to confirm the soil classifications, groundwater level, and the percolation test results. During our site visit we found the monitoring tube for what is believed to be Mike Anderson P.E.'s Test Hole #1 and checked the groundwater level. We also swung tied the test hole location into the existing house to get an accurate location of this test hole on the property. Mr. Anderson performed three (3) test holes/percolation tests on the property and found the percolation rates to range between 5 to 10 minutes/inch. The percolation rate in GEG TH#1 was determined to 80 minutes/inch; however, our percolation test may have been influenced by snowmelt and rainfall running into the percolation bench. We are proposing to use an average between these percolation rates and propose a 0.3 gpd/sq.ft. application rate be used for this design. It is our opinion that using this application rate is reasonable given that the existing bed was designed around Anderson's TH#1 and has passed two (2) septic adequacy test in the last 4 years. We checked the monitoring tubes in the existing drainfield and they were dry on 10/28/2015. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are no surface water concerns. 4. TOPOGRAPHY: As can be seen on the attached topography drawing, the average topography around the proposed drainfield is 5 -7% running approximately south to north. North of the proposed drainfield, the slopes increases to 10-15% slope running approximately south to north. Subject: Glenn View Estates North, B2, L6 — Request for variance of MOA requirement that the "ERS" drainfield be served by a CAT III nitrogen reducing system Mr. Crewdson, As discussed, we are proposing to import/place MOA sand filter material below the proposed bed type drainfield so as to create a four (4) foot separation to seasonal high groundwater and a six (6) foot separation to bedrock or impermeable soils. It is your opinion that this mounded drainfield is a variation of an ERS system, rather than just a conventional mound type system as described in the 1980 EPA Design Manual. Rather than debate this, I am proposing to install an "ERS" drainfield with only conventional pre-treatment (a septic tank), which requires a variance to the proposed portion of the ordinance mandating that an ERS drainfield be served by a CAT III nitrogen reducing system. Justifications for this variance are summarized as follows: • The proposed drainfield will only serve a one (1) bedroom ADU • For the reasons stated below, in most cases, the requirement for an ERS drainfield to be served by a CAT III nitrogen reducing pre-treatment provides little to no enhanced benefit for the environment or public health/safety, but increases the cost of this installation by roughly $15,000. The only benefit would be the regular inspections associated with an AWWTS; however, this argument could be applied to the installation of every septic system. • Per MOA wetlands/stream mapping, there are no surface waters or wetlands within several hundred feet of the proposed drainfield • The subdivision is served by AWWU water, so impact to nearby wells is not a consideration. • We are importing/placing enough sand so as to provide a 4 foot separation to groundwater and a 6 foot separation to bedrock or impermeable soils. The MOA code assumes that septic tank effluent that is passed through four (4) feet of soil (insitu or imported) is treated adequately so as to be introduced into groundwater. The practice of excavating to a saturated receiving soil and importing /placing soil so as to create adequate separation to groundwater and/or bedrock (or impermeable soils) is common throughout the state of Alaska and is not viewed as an installation that requires use of an advanced wastewater treatment system. Such type of installations are standard practice in the City of Valdez and other communities throughout the state. ADEC does not require advanced treatment for effluent discharge to such type of drainfields. The proposed code requirement to mandate that ERS type drainfields be served by advanced treatment systems, and more specifically CAT III nitrogen removing systems, is not based upon rational engineering thought. In short, septic tank effluent passed through four (4) feet of soil is either treated, or it isn't. There is no engineering data to support the belief position that requiring the installation of an AWWTS will make the effluent below the four feet of receiving soil (insitu or imported) any lower in BOD/TSS or Fecal Coliform levels than what would be achieved using only a septic tank for pre- treatment. In short, requiring advanced treatment for an ERS drainfield is a waste of money unless enhanced nitrogen removal is necessary for a specific site. Enhanced nitrogen removal is not necessary for this site. Although it does not apply to this installation, if horizontal absorption and lateral migration of the effluent is being solely relied upon, there is a sound argument that the effluent should be spread over a greater lineal distance using something like a long pressure dosed, conventional 5 -wide trench, rather than concentrating the hydraulic load to a small "postage" stamp sized drainfield served by an advanced treatment system. In closing, I would like to point out that my company is the exclusive Alaska dealer for one of only two CAT III nitrogen reducing systems approved for use within the Municipality of Anchorage and implementation of such a mandate would be of financial benefit to my company; In spite of that, it is my professional opinion that requiring all ERS drainfields to be served by a CAT III nitrogen reducing systems makes little engineering sense and should not be mandated in future regulations. SUBJECT: Lot 6, Block 2, Glenn View Estates North Subdivision Septic System As -Built The reconstruction of the septic system on Lot 6, Block 2, Glenn View Estates North Subdivision was required when the groundwater unexpectedly rose and flooded the new septic system shortly after it had been put into service. The original system was constructed based on test hole information completed during the subdivision phase, which was apparently approved without groundwater monitoring through the high water period. Several lots in this subdivision required septic system reconstruction due to the excessive movement in the groundwater elevation. The redesign of the system required a new raised absorption bed in a northeast/southwest alignment. During construction groundwater was found at shallow depths near the northeast end. The bed location was then moved toward Test Hole No. 1 which was known to have deeper groundwater. The bed was then aligned in a north/south alignment to take advantage of the deeper groundwater. The original surface slope of the lot was less than 10% in any direction. The final location and alignment of the bed was directed by the elevation and location of the groundwater. No other location on the lot was satisfactory. We therefore propose to replace the existing septic tank with a 2,000 -gallon STEP Tank and place a new 15' wide x 75' long raised absorption bed at the location shown. The attached site plan shows the configuration and location of the new absorption bed. The existing absorption system will be abandoned in place. The new absorption bed will be constructed 1' above the existing ground level atop the coarse sand layer. The existing septic system construction permit has expired and the renewal fee will be paid to allow an extension of the existing permit for another year. Test holes recently placed on the lot indicated silty gravel with minor amounts of sand in the area of the absorption bed and alternate site. The accepting soils were tested and found to have a percolation rate of between 6 minutes per inch and 15 minutes per inch. The system is designed with an application rate of .7 GPD/SF which is typically used for the filter sand. A minimum of 3' of cover will be placed atop the bed and a minimum of 4' of cover will be placed atop the new STEP tank. The ground surface on the lot has no slope from east to west as shown on the Site Plan. The absorption bed will be constructed parallel with the slope of the ground surface as much as possible in conformance with Municipal requirements. The new septic system will be constructed a minimum of 10' from the water service proposed for the lot and on adjacent lots. It will also be constructed a minimum of 100' from any surface water in the area. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. SEPTIC TANKILIFT STATION INSTALLATION The 2,000 -gallon combination septic tank and lift station must be constructed by a certified tank manufacturer. Construction shall include an 18" manhole to provide access to the lift station. 2. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. Two cleanouts are required between the tank and the drain field. 6. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAIN FIELD CONSTRUCTION: 1. The drain field shall be constructed to the dimensions shown on the design. The bottom of the bed shall be within 2" of level. 2. Distribution piping must be placed level with perforations down atop a level bed of drain field rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drain field rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below ground must be perforated. 5. Contractor shall verify the septic tank and drain field are a minimum 100' away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. 6. Direct bury insulation must be placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trenches to drain away. 8. A minimum 2' of accepting soil is required below the drain field rock for a 5' wide trench. Contractor shall verify this condition prior to placement of the rock. All pockets of unacceptable materials must be removed and replaced. We are therefore requesting a permit be issued for the construction of a new septic system to serve the new home. The subdivision is served by a community water system and no conflicts exist with adjacent septic systems or wells. Test holes placed on the lot during the subdivision phase indicated silt with some sand in the area of the absorption trenches. The accepting soils were tested and found to have percolation rates of between 30 and 60 minutes per inch. No groundwater was found during excavation and none was noted during the monitoring period. Our design includes the placement of a new 1,500 -gallon septic tank along with 2 - 84' long by 5' wide by 4' effective depth absorption trenches to collect and treat the sewage generated in the house. The bottom of the trench will be 6' below the surface. The distribution pipe will be 2' below the surface. A flow splitter valve will be placed to insure even flow to each trench. A minimum of 3' of cover will be placed atop the trenches and a minimum of 4' of cover will be placed atop the new septic tank. The ground surface on the lot slopes at shallow grades from west to east as shown on the Site Plan. The absorption trench will be constructed parallel with the slope of the ground surface as much as possible in conformance with Municipal requirements. Work also includes the construction of two new 84' long X 5' wide X 4' effective depth absorption trenches at the location also shown on the Site Plan. The distribution line in the trench will be placed at 2' below the existing ground surface. Total depth of the trenches will be 6' below the existing ground surface. A flow splitter valve must be placed to insure even flow to each trench. The new septic tank and absorption trenches must be placed a minimum of 10' from the water service on this and adjacent lots. In addition, a separation distance of 100' must be maintained between the septic tank and absorption trench and any surface water. 2. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. The Contractor must also verify the location of wells in the area and assure that the separation distances are met. 4. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive prior approval from D.H.H.S. before beginning system installation. SEPTIC TANK INSTALLATION A new 1,500 -gallon septic tank must be procured from an approved source and installed at the location shown. 2. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" cleanouts for pumping access. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. 6. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts are required between the tank and the drainfield. 7. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAINFIELD CONSTRUCTION: 1. The drainfield shall be constructed to the dimensions shown on the design. The bottom of the trench shall be within 2" of level. 2. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below ground must be perforated. 5. Contractor shall verify the septic tank and drainfield are a minimum 100' away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. 6. Direct bury insulation must be placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trench to drain away. 8. A minimum 2' of accepting soil is required below the drainfield rock for a 5' wide trench. Contractor shall verify this condition prior to placement of the rock. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662 or A.B.S. (perforated and solid). 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Femco, or equal). 5. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. The second inspection must be conducted after the placement of the geotextile fabric, gravel, distribution piping, standpipes, cleanouts and insulation.
