Box 196650 Anchorage, Alaska 99519 Subject: Cinerama Terrace, Block 2, Lot 16 Drain Field Under Driveway Waiver Request Ladies and Gentlemen: I am writing to request a waiver to install a drainfield under a driveway per 15.65.2106.5 Exception. See sheet 3 of plan set for section and calculations. As designed the D3034 PVC pipe will deflect no more than 0.5% under a live highway load of 20,000 lbs well within the limit of 7.5%. With 4 - inches of rigid insulation the frost protection will be equivalent to 7' of cover. The monitor tubes on the fields will be located on either side of the driveway and will not be affected. This mode of failure for rigid pipes has given rise to the terms "crush strength" and "D -Load", but these terms do not apply to PVC pipes. When a PVC pipe encounters external loading, its diameter will begin to deflect, meaning its sides will move outward and slightly downward. If the pipe is bur- ied in supportive soil, the stiffness of the soil will resist the deflection (see Figure 1). This action and reaction is the key to how a PVC pipe carries external loads. The proposed systems will serve a proposed four-bedroom house. Currently the lot is undeveloped. The lot will be served by a private water supply. The surrounding developed lots are served by private water systems and septic systems. The private wells are located over 100 feet from the proposed soil absorption system. I. Soils. Two test holes were excavated. See the attached soils logs. Ground water was monitored for three years. Ground water was encountered in Test hole one at a depth of 12 feet below ground level and stabilized at a depth of eight and a half feet (8.5') after the monitoring period. Historical data indicates that the ground water tends to rise to within five feet (5') of the surface during the spring high water period for this area. The proposed system shall be installed at a total depth of one foot (1') to take into account the known presence of high ground water in this area. See the attached section on sheet 3 of 6. Bedrock was not encountered in the test holes. It is my opinion, based on the results of the percolation tests and overall soils appearance of the soils; an application rate of 2 gallons/day/square feet should be used, using a Class III advanced treatment system (Advantex). 2.
