In the process of documenting the system, a new test hole was required for groundwater monitoring. The groundwater monitor tube indicated groundwater levels significantly higher than those previously observed, and those observed concurrently at the existing test hole. The groundwater table was found to encroach on the septic system at the new testhole location, TH- Cps 2017,by 8". We have included a cross section addressing the new retaining wall referenced in the inspection report and slope waiver. Note that the owner elected to install a timber erosion control system rather than the retaining walls. We believe the erosion control system offers equivalent slope protection to a typical residential retaining wall. The system consists of timbers embedded and keyed into the slope. The method of slope stabilization has been used successfully by fish and game departments across the country. Reportedly, the slope has been standing un-protected for 10+ years without measurable erosion. We request that the installation of these erosion control measure be considered adequate for protection of the septic system. Note that any significant erosion in this area would block the driveway, requiring the owner to maintain the slope. We are requesting a cross slope waiver for the "L" which will be added to the leachfield. The original grade at this location was approximately 10%. Due to the short leg of the L and limited options, we believe this would be the most cost effective solution with the least impact to the site. A site plan, and calculations showing the shortened leachfield is adequate for 3 bedrooms are included with this letter. An important design consideration is that the soils log for GEG TH#2 shows percolation results of 5 minutes per inch, but are called out as 6 minutes per inch. The 5 minute per inch percolation rate changes the wastewater application rate to 1.2 gpolsgft, which is used in calculating the system sizing requirements. Sincerely, Charles Balzarini, PE co Slope Separation Waiver Request: Teri#2 Lot 6B A waiver modification for the leach field to 50' steep slope setback is requested to a distance of 24' minimum to the crest of the slope. The distance between the slope and leach field is unchanged, except the location of the new 6' long leg, which does not encroach on the slope closer than the previously approved 24' distance. The primary change to the waive conditions, is the selected method of slope stabilization, which is described below. The modifications to this waiver is justified for the following reasons: 1. Th-GEG#2 indicates the soils are relatively free draining (5 min/inch) to a depth of at least 16', the measured height of the embankment is approximately 17'. This shows the lack of an impermeable layer which would cause any effluent to travel horizontally through the soil column rather than vertically. 2. The existing slope has been protected from erosion by horizontal logs placed to stabilize the soil. This environmentally friendly technique promotes physical stabilization of the slope, and growth of vegetation/organics for long term stability of the slope. The organic layer, including the logs will serve to confine effluent should it migrate horizontally through the slope for unforeseen reasons. 3. Historic groundwater table readings between the top of the leach field and the slope indicates that the groundwater follows the topography and drops drastically near the slope. Given the high groundwater readings near the septic system during spring runoff, and lack of seepage or other signs of groundwater at the steep slope, it is obvious that effluent will behave in a similar manner. Note that the hydraulic load of up to 450 gallons/day is likely significantly less than the volume of groundwater traveling through the soils during the spring melt. 4. A majority of the system meets the 35' to steep slope standard waiver criteria.The area shown on the cross section represents the "worst case" slope conditions. 5. A terraced retaining wall system was conceived for the purposes of slope stability and for meeting the waiver requirements, with the intent that it would be installed prior to the approval of the septic system inspection report. Since that time, the owner elected to stabilize and protect the existing slope using the method described above. Given the history of this slope standing for 10+years, similar to other slopes in the area (see eagle river road), and the fact that the erosion control system will serve only to protect the slopes, it appears the owners efforts to stabilize the slope are sufficient. Replacement of the log system with terraced retaining walls would have questionable benefit, and a significant cost impact to the property owner. Cross Slope Waiver Request: Teri #2 Lot 6B 1. A cross slope waiver is requested for the installation of the 6' leach field leg. The 6' leg is designed to reduce cost impacts for the owner over other means of modifying the system. The CO l original slope at the test hole location was approximately 10%. The 6' leg would see a 0.6' differential in the soil column over its length. The entirety of the effective depth would remain within the accepting soils. The permit has since expired, and the original engineering firm no longer performs septic system design work. The septic and well have been installed per the original design however the well pump has not been set. We are requesting approval for the well pump to be installed so the home currently under construction can be plumbed and heated. The applicable well separation distances have been verified to meet the code requirements. The septic appears to have been installed per the original design, but we are proposing to submit a final inspection report this spring after the ground thaws. The leachfield will be partially excavated in the presence of the engineer to verify construction and the materials used.
