CONSULTANTS & GENERAL CONTRACTORS August 19, 2010 Municipality of Anchorage Development Service Department On-Site Water & Wastewater Program 4700 Elmore Street P.O. Box 196650, Anchorage, AK 99519-6650 (907) 343-7904 REFERENCE: T15N, RIW, Section 30, NW ¼, NE ¼, NW ¼, SW ¼: Upgrade Proposal for a Septic System Serving a Single Family Residence within the Municipality of Anchorage (MOA). To whom it may concern, Per the request of the owner, we have evaluated the septic system on the referenced property for the purpose of obtaining MOA approval. Based upon our records research, the existing septic system is undocumented and not approved by the MOA. The septic system is believed to have been installed in 1997 and consist of a 2000 gallon septic tank and a deep trench type drainfield. During our site visits, it was noted that there is a steep slope (50 to 100%) at the end of the drainfield. Per MOA requirements, the drainfield must be 50 feet from any slope greater than 25 percent. Based upon this information, the existing drainfield will not meet MOA requirements and must be upgraded. We are proposing that the existing septic tank be excavated and the size and integrity be verified. If the tank is found to be of poor integrity, we propose that a new 1250 gallon tank be installed in the same area. We are also proposing that the portion of the existing drainfield within 35 feet from the cutbank be decommissioned in place and a "dirt plug" be installed that would allow the remainder of the existing drainfield to be modified and utilized. We are also proposing that a 35 foot waiver be granted from this steep slope to the proposed drainfield upgrade. Comments regarding the design are summarized as follows: SOILS AND DRAINFIELD DESIGN: See the attached logs which shows the soil classifications, groundwater monitoring, and the percolation test results. A test hole was drilled by Discovery Drilling to determine the soil classification and depth to groundwater or bedrock. A 22.5 foot deep test hole was drilled on 7/30/2010 and no groundwater or bedrock was encountered. We checked the monitoring tube 10 days later and found it to be dry. The soil was visually classified during the drilling of the test hole as a GM material and is believed to have a percolation rate between 1 and 15 minutes/inch. See attached design drawing for drainfield specifications. Based upon this test boring and the elevation shots taken during one of our site visits, we are proposing that a deep trench be excavated in the same area as the existing drainfield to a depth a 16.5 feet and then new sewer drainrock be installed that will provide a 10 foot of effective depth. We are 3701 E. Tudor Road, Suite 101 * Anchorage, Alaska 99507-1259 Ph: (907) 337-6179 * Fax: (907) 338-3246 * Website: www.garnessengineering.com proposing that a percolation test be performed prior to construction in order to confirm the design parameters. A 6 to 15 minute percolation rate equates to a 0.8 gpd/sq.ft. application rate. It is our understanding that the owner wants an approved 4 bedroom septic system which has a design flow rate of 600 gallons per day (gpd). Based upon this information, we will need to provide 750 sq.ft, of drainfield (600/0.8). With 10 feet effective, the minimum drainfield length is 37.5 feet. If the percolation rate is found to be faster than 1 minute/inch, then a 2 foot sand filter will be required and a shallow 5-wide trench or bed type drainfield will be installed. If this is the case, due to the limited area on the property for a septic upgrade, then an advanced wastewater system will need to be utilized in order to provide the required drainfield size and a reserved drainfield site. It is our opinion that this scenario is unlikely. However, if this is found to be the case, we will contact you office immediately and we will revise the design in order to obtain approval of the advanced wastewater system. Per MOA requirements, a reserve drainfield site has been identified on the site plan. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system. TOPOGRAPHY: As can be seen on the attached design drawing, the house is located on a knoll which is flat and gradually slopes from east/northeast to west southwest. The proposed drainfield, as shown on the design, will have an approximate 3 to 4 foot elevation difference from one end of the drainfield to the other. We are proposing the maximum depth of the drainfield (at the highest point) be limited to 16.5 feet to insure 6 foot separation distance to the bottom of the test hole. There is a slope that is greater than 25 percent 35 feet down hill from the end of the proposed drainfield. We request a 35 foot waiver from the end of the proposed drainfield to this slope. The existing septic system has been in place and in operation since 1997 and there is no indication of effluent daylighting from the cutbank. Given the porosity of the soils, significant lateral migration of the effluent is unlikely. The slope is heavily vegetated. Based upon this information, we are unaware of any adverse impacts with the granting of this waiver. CLOSING: We request a septic upgrade permit be issued at your earliest convenience in order to expedite the installation and transaction. We are unaware of any adverse impacts this installation would have on adjacent wells or septic systems.~lf you have any questions, please contact us at 337-6179. Thank you for your assis~hCe. ~arness, P.E., M.S.
