There is very limited space available on the property to place a septic system, and is most likely only possible using a BB-MBR with horizontal separation distance waivers. In an effort to maximize the distance from surface water(Lower Fire Lake),the proposed septic tanks will be located in a 7-foot wide strip of ground between the east side of the house and east property line and the subsurface drain will be located north of the northeast corner of the house. Given the local topography,this location will provide a travel path to surface water greater than 100 feet. The proposed design requires septic tank separation distance waivers to the foundation and property line, which are requested later in this letter. The septic tanks will be insulated on the top and all sides/ends that are not next to the house with 6 inches of rigid foam board insulation,and covered with 6 inches of soil on top. With insulation roughly equivalent to 6.5 feet of soil and the relatively warm house wall in close proximity to the uninsulated side of the tanks,they will be warmer than a typical uninsulated tank with 4 feet of cover located out in the yard. The subsurface drain is located between the northeast corner of the house and north property line. The location satisfies all required horizontal separation distances and does not need a waiver. The subsurface drain design is based on a test hole(attached)that was completed by Anderson Engineering for the septic system serving the adjacent property. An additional confirmation test hole is required prior to construction to verify 4 feet separation to bedrock/impermeable. Design criteria for the proposed subsurface drain are shown on the Site Plan. Construction activities of any kind, including movement of equipment and stockpiling and/or excavation is not allowed on the adjacent property. Given the very limited space to locate a septic system on the lot, the design was not able to satisfy all of the code required separation distances. However,the proposed design does provide an environmentally safe and reliable way to upgrade from being on a holding tank that is arguably better than an unmonitored conventional septic system. The following separation distance waivers are requested and justified: 1. Septic Tank to Foundation:0.3 feet a. Justification: Both septic tanks will be outside of the foundation soil bearing prism. (Owner is required to read, understand and initial each section) Throughout the term of this Agreement, the Owner shall enter into a service agreement with an AWWTS service and maintenance provider approved by the Municipality or the manufacturer's representative. The AWWTS shall be maintained in a satisfactory • condition capable of performing as designed and producing treated septic effluent in accordance with the equipment's approval for operation in the Municipality. It shall be the responsibility of the Owner during the term of this Agreement to pay for all repair(s), maintenance, adjustment(s),replacement costs, and inspection costs. This includes an annual maintenance fee (typically$400 to $600). Owner agrees that only maintenance and repair personnel approved by the Municipality or the manufacturer's representative will inspect and make any necessary maintenance, repairs or permitted alterations to the system. Owner acknowledges that regular maintenance of an AWWTS reduces the potential failure of the system, which could include sewage backup and costly repairs or drainfield replacement. Municipality of Anchorage Development Services Division Community Development Department 22 April 2013 Attached is the design layout for a holding tank and associated discharge system to be utilized in a single family three bedroom home to be built at 18226 James Way, Eagle River, AK. 1. History: The design is a result of in-depth analysis and planning within project constraints. First constraint - AW WU has no plan in the foreseeable future to install sewer lines due to bedrock two feet below the surface in the area and a lack of community interest in pursuing a LID (limited improvement district). Second, the property contains open water and US Army Corps of Engineer designated wetlands limiting the buildable area size and availability of space for a either a conventional/advanced technology septic system (no land mass is available which is more than 60' from open water). Third, the lot's soil does not have a minimum of two feet of non-organic soils which will absorb water at a rate of less than 60 minutes per inch. Consequently, the Deputy Director & Building Official granted permission to install a holding tank in lieu of conventional on-site septic. The tank and associated discharge system shall conform to the 2009 UPC and 15.65.070 and are designed to be compatible with pumping trucks commonly operated by local pumping services. 2. Design. The owner/builder consulted with licensed plumbers, mechanical engineers, civil engineers, license sewage transporters and Municipal On -Site engineers when designing the attached system which will guarantee the safe storage, handling and removal of sewage from the property. All influent will drain into a 3000 gallon polyethylene above ground tank. The tank will be inside the residence; fully enclosed in a concrete secondary containment area that has a capacity larger than the tank itself. The engineered containment area will be sealed with waterproof epoxy paint. The tank will be secured with engineered snubbers to prevent movement during a seismic event. A six inch diameter pump out will accommodate any and all commercially used pump out hoses using conventional methods. The pump out will be sloped back into the tank so that any residual will drain into the tank and not onto the ground. The pump out will have unobstructed access and be clearly labeled. Vehicles will not be able to damage the pump out. 3. Alarm: The holding tank will be equipped with a Muni approved Orenco Systems OSI Sentinel I Liquid Level Alarm. The high water alarm, registers both visually and audibly within the dwelling. The audible alarm will be panel mounted with a minimum of 80 dBA sound pressure at 50 cm pulsating sound equivalent. The alarm float switch will be positioned to allow at least 150 gallons per bedroom of additional storage after the alarm has been activated. The control panel can activate a solenoid to turn off the well pump in the event the tank becomes full. 4. A service contract will exist between the home owner and an area septic pumping company to provide scheduled pumping services. 5. MoA well permit (OSP121045) was issued and the 340' well was drilled on 9 April 2012. The well log and test results were provided to the Muni. 6. The system as designed will not be harmful to the public health or environment. Once installed, the system will require minimal maintenance aside from scheduled pumping. The design is simple in nature and functional; there are no moving parts subject to failure. The design engineer stated the tank will not tip over in conditions assigned to our seismic area. Snubbers will prevent the movement of the tank away from attached pipes. Pump out operations are standard for the industry. The pump out height will allow for a drip -pan to be used below the sloped 6" port. The pump out located above the level of the top of the tank eliminates the possibility of sewage siphoning out of the tank. The alarm panel solenoid on the well pump will insure a leaky toilet or dripping faucet does not fill the tank past design limits. Reasonable and prudent handling of pump truck equipment and hoses will eliminate the possibility of sewage discharge on surrounding lawn. Anything that did spill would have to travel over 50' of lawn following the slope of the lot to reach open water. The fact that the system is entirely above ground, in a secondary containment dike, inside the residence will ensure any failures, anomalies or odors will be quickly noticed and attended to. 7. Dimond, Suite 100 Anchorage, AK 99515 Subject: Request to Install Holding Tank in Lieu of Conventional On-site Septic 18226 James Way - Eagle River, AK Dear Mr. Michelsohn, You have contacted me on behalf of your clients, Dean and Carla Eisberg, to request that they be allowed to install a sewage holding :tank inside their planned single family home at 18226 James Way,. This holding tank would be in lieu of installing a conventional septic system. Current municipal code 15.65.070 does not allow installation of a holding tank unless: 1. Public sewer will be available within one year and the use of the holding tank is terminated within 60 days of the date public sewer is available in accordance with Section 15.65.110; or 2. An engineer certifies it is necessary as a remedial measure where an existing on- site wastewater disposal system malfunctions and cannot be repaired, rejuvenated or replaced to bring the system in compliance with this chapter. This property does not meet either of these two conditions. However, there do appear to be unique extenuating circumstances; The current use of the property to operate six float plane slips—was determined to'be a t_egal Nonconforming Use on August 25, 2009. This means that, whether or not the owners build a residence, the owners are allowed to occupy this property for at least the purpose of parking float planes, which indicates a certain amount of ongoing human activity. Such activity would suggest that it is in the best interests of neighboring properties and the adjacent lake that proper' sanitary facilities be available on the property. Due to zoning constraints the property owners cannot build an accessory structure for the sole purpose of providing sanitary facilities,. though they can build a primary residence. The property cannot support a conventional or even an advanced on-site septic system for the primary residence because of dimensional and water table constraints. The owner has proposed construction of a primary residence with installation of an interior holding tank as a remedy to this situation. We return to the issue then, that AMC 1565.070 does not allow a holding tank because conditions 1 and 2 above are not,met. 18226 James Way - Holding Tank Request Page 2 of 3 Fortunately, AMC 15.65.030 G, offers some relief to this situation; Authority to grant exceptions to requirements. The department may approve an on-site wastewater disposal system that does not conform to this chapter if the department finds, after consideration of relevant test results, engineering data, publications and other materials, that the system will function as effectively as a system that conforms to this chapter. The applicant shall be responsible for furnishing proof that the system will function as effectively as a system provided for in this chapter. I am therefore granting the exception to allow installation of an interior holding tank with the following conditions: 1. If he hasn't already, Mike Anderson is supposed to bring you a formal package that we will say obviously does not meet code and then he will ask for an appearance at the TRB meeting to request an approval as an appeal item. I have told him that if the TRB reviews the case under the current code they are likely to deny it, since the code is quite black and white with conditions 1 and 2, but he is determined and wants to give that a shot. So that will be one agenda item. We will present this proposed language separately, as an independent issue and separate agenda item, citing Paul's case as the example that illustrated a problem in our code. We will tell the TRB why we feel it is good public policy to allow some discretion at the Onsite/Development Services division level and we will ask for their endorsement of the change. If they provide that endorsement we will go forward with the regular code change/Assembly approval process. If they do not, we will discuss and decide if there is enough justification to put it forward to the Assembly without the TRB support — but until we hear the TRB discuss it I am not sure if pushing the position without their support is sensible. Does a typical septic pumper truck have the correct hose setup to hook into the pump out pipe? Most of their jobs use a bare ended hose, so they may need some extra items to make it work. Please detail this in the design. 7. It would be good idea to setup a preliminary meeting with at least Leigh and myself to go over the design before you submit for the permit.
