The existing house and septic system was constructed in 2013 and the septic system absorption trenches will be extended to accommodate the new ADU. We are therefore requesting a permit be issued for the reconstruction of the existing septic system to accommodate the total 6 bedroom count once the ADU is operational. The attached Site Plan and backup documentation identify the location and configuration of the existing well and septic system along with the alternate site. Also identified on the plans are the existing wells and septic systems on surrounding lots. No conflicts exist between the proposed extension to the septic system and wells or septic systems on adjacent lots. Drainage arrows are shown on the site plan showing the grade and direction of flow on the lot. The drainage pattern will not be changed as a result of this project. Two test holes were placed on the lot in the area of the absorption trench and alternate site. The logs indicate silty sand (SM) in the zone specified for the absorption trench extensions. The percolation rate of the soil was determined to be 4-5 minutes per inch. No groundwater was found during the placement of the test holes but was noted during the monitoring period at 7.5' to 14' below the surface. An application rate of 1.2 gallons per day per square foot was used in the design of the absorption system. We are proposing to place a new 1 ,250-gallon STEP tank at the ADU and extend the existing 2 - 35' long by 5' wide by 2' effective depth absorption trenches a total of 18' each to treat and dispose of the effluent generated in the house and ADU. The elevation of the distribution line in the absorption trenches will be 1.5' below the surface and the total depth will be 3.5'. The delivery line from the new STEP tank will intersect the existing delivery line at the midpoint between the two trenches. A minimum of 3' of fill or 2" of insulation and 2' of fill will be placed over the absorption trench extensions and 4' over the STEP tank. Lot 12, Block 1, Forest Ridge Subdivision June 14, 2017 Page Two The ground surface on the lot in the area of the septic system slopes to the north. The new trench extensions will be constructed parallel with the contours of the slope as much as possible in conformance with Municipal requirements. The new septic system will be constructed a minimum of 100' from all wells and any surface water and 10' the proposed and existing water services in the area. If the system is constructed in accordance with our design the following statements apply: 1. The system, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. The system, if constructed as designed, will have no adverse impact on reserve space, either surface or subsurface, on any lots located in the area. 4. The Platting Board makes the following findings of fact: There will be no significant increase in traffic on Woodhaven Avenue with the addition of one driveway. a. Plat notes that restrict access to roads are related to issues of grade, curvature, or slippery conditions in the winter. Woodhaven Avenue appears to have a 3% to 4% grade, which will not create a hazard in winter. The line-of-sight appears to be several hundred feet given the speed limit of the roadway. The plat note does not seem to be warranted as the roadway is relatively level with good visibility. There do not appear to be safety issues that would result from one additional driveway from the petition site to Woodhaven Avenue. eRecorded Document Platting Authority Resolution No. 2016-011 Page 2 b. A second driveway access from the accessory dwelling unit to Bishop's Castle Circle would require a switchback that would be a significant burden. c. In response to public testimony, the Board found that there is no evidence that trailers and recreational vehicles will be stored on the petition site, although storage of snow machines, trailers and recreational vehicles on the property is a permitted use in the R-6 (Low Density Residential-1 acre) District. d. There are four existing driveways from Forest Ridge Subdivision to Woodhaven Avenue that were constructed without prior approval to amend the plat note or objection from the residents of the adjacent subdivision. These driveways have existed for many years without apparent adverse impact on the surrounding neighborhood. e. The Board noted that there were two written comments in support of the amendment to the plat note in the packet and one late comment laid on the table in support of the request to amend the plat note. f. A driveway from Woodhaven Avenue to the accessory dwelling unit is a reasonable use of the property with negligible impact on the surrounding neighborhood. 2. The Platting Board APPROVES the amendment to Note 1 on Mat 98-29 to allow direct vehicular access to Woodhaven Avenue from Lot 12, Block 1, Forest Ridge Subdivision, subject to the following conditions: a. The driveway onto Woodhaven Avenue shall be constructed to municipal driveway standards to include maintaining existing drainage along the right-of-way. b. Making the following drafting changes: i.
