Septic System Permit Request
Ladies and Gentlemen:
I am writing to request a permit to install an upgrade septic system be issued for this property. The
proposed systems will serve an existing three bedroom (3) bedroom house. Currently the lot is developed.
The existing drain field and tank are in failure and will be decommissioned per code. A new upgrade
1000g septictank and drain field will be installed. The surrounding lots to the north, south, and west are
developed and served by private septics with a community class 'A' well PWSID# 2210891 that is located
150' from the proposed tank and 170' from the proposed drain field. PES has applied for a separation
distance waiver from the ADEC for this system to the class'A' well.. The lots to the east are served by
private wells and septics. The private wells are located over 100' from this system.
Soils. One test holes were performed by Pannone Engineering Services in September of 2014, and
groundwater was monitored for seven days. Ground water was not observed after the seven day
monitoring period. It is my opinion, based on the results of the percolation tests and overall soils
appearance; an application rate of 0.8 gallons/day/square feet should be used for a conventional
wastewater system.
Soil Absorption System Design.
a. See Sheet 2 of the design package.
2. Surface Water: There is no surface water within 100 feet of the proposed septic tank and drain
field. The proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage
ditches.
3. Topography: The existing topography slopes from the south to the north at approximately 3%.
There are no steep slopes in the vicinity of the drain field.

4. Drawing Markings: The Drawings are marked "For MoA Review Only". When written notification
that the review is complete and that there are no further comments is received from MoA On-Site
Department, the note will be removed and "Issued for Construction" drawings will be issued.
The proposed installation will not affect the future development of the surrounding or existing lots. There
are no surrounding wells within 100 feet of the proposed septic location. We have applied to the ADEC for
a separation distance waiver from the class 'A' well.

Dear Mr. Pannone:
On October 23, 2014 this office received a separation distance waiver request for the Snow Crest View South
community water sys tern. 712qe on-site wastewater disposal system serving the home located on Lot 16 Snow (;rest
Viexv South subdivisinn bas recently failed and a new system has been designed to replace it. The waiver request is
for the following lesser separation distances:
150 feet between the septic tank and the community water source (50 feet less than the required separation
distance of 200 feet); and
170 feet betxveen the drainfield and community water source (30 feet less than the required ~ninimum
separation distance of 200 feet).
In your enginee£mg report you provided the following justifications for the lesser separation distances:
I. The well has a total depth of 74 feet, and is cased the entire depth. The static water level is approx/mately
30 feet below the ground surface;
2. Groundwater in the area typically flows from the southwest to the northeast which would direct potential
contamination at the site away from the welt;
3. The new wastewater disposal system serving Lot 16 will be located further away from the xvell than the
system it is replacing; and
4. Because the water system is a community water system, it is tested regularly for contaminants. ~llqe
sampling records for this water system show that k has been consistently free of total coliform bacteria and
as of October 25, 2013 the nitrate/nitrite levels are undetectable.
Although the separation distance between the well and the wastewater system components is less than the distance
prescribed by regulation, based on specific site conditions and the mitigating factors listed above, the potential for
contamination due to the lesser separation distance appears to be low. Therefore, a waiver for the lesser
separation distance described above is approved in accordance with the provisions of the State's Drinking
Water Regulations.
Approval Limitations

This approval does not imply the granting of additional authorizations, nor obligate any federal, state or local
regulatory body m grant required authorizations. 21tis is not an approval of onfissions or oversights by this office

or noncompliance with any applicable regulation. The Dep~tment's ~vaiver approval does m,t guarantee
correcmess of the functional design or waive the ow'net's responsibility for continued compliance xvith State
regulations.
Appeal Process
Any person who disagrees with fi'ds decision may request an adjudicatory hearing in accordance with
I8 AAC 15.I95 ~ 18 AAC 15.340 or an informal review by the D/vision Director in accordance with
18 AA(; 15.185. Requests for an adjudicatory hearing or informal review may be made by mail, electronic mail, or
facsimile. Informal review requests must be delivered to the Division Director, [';tame Busse Floyd, 555 Cordova
St., Anchorage, AK 99501, within 15 days of receipt of this decision. Adjudicatory heating requests must be
dehvered to the Commissioner of the Department of Environmental Conservation, Larry Hartig,
410 Willoughby Ave., Suite 303, Juneau, AK 99801, within 30 days of this decision. If a hearing is not requested
within 30 days, the tight to appeal is waived. More reformation on the Departmear's admimstrative appeals process
