Septic System to Lot Line Separation Distance Waiver Request
This is a request for the issue of a waiver for the separation of the well to the septic system of the subject
property. The well was installed on 11 June 2015 by Sullivan Water Wells and the Septic System was
installed on 08 July 2015 by Whitter's Excavating. This was a new development upon a previously vacant
lot. The lots to the east are developed. The lots to the north were developed in conjunction with the
subject property.
1. Surface Water: There is no surface water within 100 feet of the installed septic tank or absorption
field.
2. Topography: The existing topography in the area of the system slopes from South to North at a slope
of 2%.
3. Waivers: We would like to request a waiver for separation distance for the existing septic tank to the
well located on the lot and a waiver for the drain field to the lot line separation distance with the details
of both specified below.
a. Septic Tank (E) to Well (E): A separation distance waiver between existing well on Lot 117 and
an existing septic tank on the same lot. The distance between the existing septic tank and well
is 98.8'±. We are requesting a waiver for the drain field to the existing well for a distance of 95'
on Lot 117.
DEC Criteria: The well on Lot 117 is a private well and was drilled in 2015. The data is
summarized as follows:

The ground water in this area typically flows from the northeast to the southwest. The soil
cross-sections are similar across the area and a homogenous cross-section was used to
calculate the DEC criteria for all components. As outlined under 18 AAC 80.020 and 18 AAC
72.021(a), I have calculated the following points:

waiver request meets the above criteria for approval and does not constitute risk to health.

b. Lot Line Separation Distance: The northern end of the second trench of the existing system
(westernmost trench) is also located 5' from the property line. We request a lot line
separation distance waiver to 5' for the existing system.
The proposed installation will not affect the future development of the surrounding or existing lots.

The Municipality of Anchorage On-site Water & Wastewater Program (On-site) regulates private
drinking water wells and septic systems for single family residences in accordance with Anchorage
Municipal Code (AMC) Chapters 15.55 and 15.65. The Chapters include minimum separation
distance requirements for private drinking water wells and septic systems. The requirements
represent a conservative approach to protecting public health. Occasionally, the construction or
upgrade of a property's well or septic system cannot be accomplished without reducing the code
required separation distances. In these situations, a waiver to the required separation distance may
be approved if an Alaska licensed civil engineer can successfully show that the public health will be
maintained.
The code requires a septic system drainfield to be located a minimum of ten (10) feet from any
property line. The subject property owner's engineer has formally requested a waiver be granted to
allow the existing septic system drainfield to be less than the required separation distance from a
property line located on T15N R1W Sec 5 Lot 110.
AMC 15.65.140 requires all adjacent property owners be notified seven (7) days prior to issuing a
separation distance waiver. This letter and a copy of the as -built survey have been sent to you in
accordance with this requirement. Please sign and notarize this letter to acknowledge you have been

Well and Septic System Permit Request
Design Narrative
This is a design narrative for a permit to install a new well and septic system to be issued for this property.
The proposed systems will serve a proposed three (3) bedroom house. Currently the lot is undeveloped.
The proposed system will utilize a 1000g septic tank with a conventional drain field. The surrounding
developed lots are served by private wells. There are no wells on surrounding lots within 100 feet of this
system and there are no septic systems installed on the surrounding lots within 100 feet of the proposed
well.
1. Soils. One test hole was performed in the vicinity of this system by Pannone Engineering Services in
March of 2015, and groundwater was monitored for at least seven days. Ground water was not
observed to a depth of 10.0' below the surface in the test hole monitor tube in April of 2015. Bedrock
was not encountered in the test hole. It is my opinion, based on the results of the percolation tests
and overall soils appearance; an application rate of 1 gallons/day/square feet with a 2.0' sand filter
should be used for a conventional wastewater system in the area of these test holes.
2. Soil Absorption System Design.
a. See Sheet 2 of the design package.
3. Surface Water: There is no surface water within 100 feet of the proposed septic tank and drain field.
The proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage
ditches.
4. Topography: The existing topography slopes from the southeast to the northwest at
approximately 2% in the area of the septic system. There are no steep slopes within 50' of the proposed
drain field. The proposed drain field will maintain 50' separation all steep slopes.
S. Drawing Markings: The Drawings are marked "For MoA Review Only". When written notification that
the review is complete and that there are no further comments is received from MoA On -Site
Department, the note will be removed and "Issued for Construction" drawings will be issued.
The proposed installation will not affect the future development of the surrounding or existing lots. There
are no surrounding wells within 100 feet of the proposed septic location or septics within 100 feet of the
proposed well location.

As certified by my seal affixed hereto and as of the validation date shown below, I verify that my investigation, based on procedures outlined
in the Certificate of On -Site Systems Approval Guidelines for this application, shows that the on-site water supply and/or wastewater
disposal system is (are) safe, functional and adequate for the number of.bedrooms and type of structure indicated herein. I further verify that
based on the information obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water supply
and/or wastewater disposal system is(are) in compliance with all applicable Municipal and State codes, ordinances, and regulations in effect at
the time of installation.
In conducting an adequacy test, I attempt to provide a thorough, conscientious engineering analysis of the system in accordance with MoA COSA
guidelines and regulations. The reported results describe the performance of the system under the conditions encountered at the time of the test,
and separation distances measured to readily identifiable features. The operational life of all wells and septic systems depend on the local soil
condition, ground water levels that may fluctuate during the year, and the water usage of the family being served by the system. These conditions
are outside the control of the evaluator of this system. All systems eventually fail and satisfactory test results do not guarantee future
performance of the system, nor do they guarantee that there are no hidden defects or encroachments. Therefore we cannot provide any warranty
for future performance, nor can we estimate remaining life of the system. The content of this report is for the sole benefit of the owner listed
above.
