Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The absorption system on the subject lot has failed and must be replaced. We are
therefore requesting a permit be issued for the upgrade of the septic system to
accommodate the five -bedroom home on the lot. The attached Site Plan and backup
documentation identify the location and configuration of the existing and proposed
septic systems. The existing septic tank will be exposed and inspected and verified
suitable for continued service. It will be replaced if found to be unsuitable. The existing
absorption system will be connected to the new system with a Flow Diverter Valve. The
plans also identify the locations of the existing well this lot and adjacent lots. No
conflicts exist between the proposed septic system and the wells on this or adjacent
lots. Drainage arrows are shown indicating the current drainage patterns. The ground
surface in the area of the proposed trench is virtually flat. The drainage patterns will be
maintained after construction.
The test holes placed on the lot indicated Silty Gravel with Sand (GM/SM) in the
absorption zone of the trench. The percolation rate was determined to be between 31
and 60 minutes per inch. No groundwater was encountered during the placement of
the test holes and none has developed to date. We have designed the new trench
with an application rate of .45 gallons per day per square foot. This is the same rate
used for the design of the original system which has been in service since 1993. We
are proposing to place a 1,500 gallon septic tank if necessary and 2-53' long trenches
by 3' wide with an 8' effective depth. The total depth of the system will be 12' with the
distribution line at 4' below the existing surface.
The ground surface on the lot in the area of the new trench is flat with a slight bias to

the southeast. The trench will be placed parallel to the contours of the ground as much
as possible and in conformance with design criteria. A minimum of 100' will be
maintained between all components of the septic system and the proposed well and
from any surface water in the area.
If the system is constructed in accordance with our design the following statements
apply:
1. The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
4. The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

MEA has no objection to the encroachment of aseptic system located in the utility easement as depicted on
the attached as -built survey drawing, subject to the following conditions:
1. The improvement will in no way restrict or limit the current or future ability of MEA to fully enjoy the
benefits of the easement for any and all utility purposes that it presently enjoys under the easement.
2. MEA will be held harmless by the landowner from liability for any and all damages or injury to any
person or property that may result from the existing and future use of the easement by MEA, its
contractors, or assigns.
3. MEA will be held harmless by the landowner for any and all liability arising out of or relating to any use
of the easement by others under a Letter of Non -Objection,
4. The landowner will be liable for any damages caused to MEA facilities by the improvement in the
easement.
5. The landowner will be responsible for any special construction costs incurred by MEA due to the
improvement in the easement.
6. The landowner will assure compliance with all applicable safety codes relating to the improvement in
the easement.
7. Use of this letter by the landowner, their successors or assigns will constitute acceptance of these
conditions.
8. Alteration of these conditions shall invalidate this letter.
9. This letter is not effective unless it is recorded in the Anchorage Recording District before ownership of
the referenced property is changed from the above named landowner.
