Septic Permit Change Order
Dear On -Site Services Engineer:
We originally submitted an application for a trench extension to upgrade the existing system to a
3 -bedroom septic, but found groundwater at a shallower depth than anticipated. We are now
proposing a whole new trench in a new location with a 1'250 -gallon lift station.
The ground surface on the lot is at or greater than 25% in the area of the proposed absorption
trench. Attached is a slope cross section showing the worst-case effluent travel for steep slope
encroachment justification. Slopes greater than 46% are found within 100' of the absorption
trenches, but no daylighting of effluent is probable. The underlying soils in the area absorb water
at rates between 4 and 5 minutes per inch. No migration of effluent is expected other than
downward. The proposed design meets all MOA steep slope requirements as stated in AMC
15.65.210.13.4. Ground surface contours are shown on the site plan indicating the grade and
direction of flow. Storm water drainage will not affect this septic system. The trench will be
constructed parallel to the slope as much as possible.
Wells on this and adjacent lots are shown. The new system will be a minimum of 100' from all
wells and surface water, and more than 5' away from the septic tank.
Please refer to the attached test hole log and plan and profile sheets for the septic design. If this
design is followed, there will be no adverse impacts to adjacent properties.
Sincerely,
Michael E. Anderson, PE

Septic System Design
Dear On-Site Services Engineer:
The owner of the above lot intends to upgrade the current home on the lot to three bedrooms. We
are submitting this permit application for the extension of the existing absorption trench to
accommodate three bedrooms. The existing septic tank, placed in 2016 is sufficiently sized for
the upgrade. The attached site plan identifies the location of the home and existing well, septic
location and alternate site. No conflicts exist between this proposed system and any other well or
septic system on this lot or adjacent lots.
The ground surface on the lot is at or greater than 25% in the area of the proposed absorption
trenches. The trench is designed to comply with all requirements of the steep slope provision of
the ordinance in that the distribution line if 4.5’ below the surface and natural vegetation down
slope will not be disturbed. Slopes greater than 46% are found within 100’ of the absorption
trenches, but no daylighting of effluent is probable. The Underlying soils in the area absorb
water at rates between 4 and 5 minutes per inch. No migration of effluent is expected other than
downward. Ground surface contours are shown on the site plan indicating the grade and
direction of flow. Storm water drainage will not affect this septic system. The extension to the
existing trench will be constructed parallel to the slope as much as possible.
Wells on this and adjacent lots are shown. The new system will be a minimum of 100’ from all
wells and surface water, and more than 5’ away from the septic tank.
Please refer to the attached test hole log and plan and profile sheets for the septic design. If this
design is followed, there will be no adverse impacts to adjacent properties.
Sincerely,
Michael E. Anderson, PE

Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer:
The owner of Lot 9, Block 5, Mountain Valley Estates No. 1 intends to construct a new
two-bedroom home on the lot. We are therefore requesting a permit be issued for the
construction of a new well and septic system to accommodate the home. The attached
Site Plan and backup documentation identify the location and configuration of the
proposed well and septic system along with the alternate site. No existing wells are
closer than 100' from the proposed septic system. Drainage arrows and ground surface
contours are shown on the site plan showing the grade and direction of flow on the lot.
No slopes in the area of the proposed septic system exceed 25%. The drainage pattern
will not be changed as a result of this project.
The test hole placed on the tract in the area of the absorption trench and alternate site
indicated silty gravel with sand (GM) material. The percolation rate of the soil was
determined to be 4.8 minutes per inch. Groundwater was found at 14' during the
placement of the test hole and stabilized at that level dudng the monitoring period. An
application rate of 1.2 gallons per day per square foot was used in the design of the
absorption system. We are proposing to place a new 1,000-gallon septic tank and a 25'
long by 5' wide by 4' effective depth absorption trench to dispose of the effluent
generated in the house. The elevation of the distribution line in the absorption trench
will be 4.5' below the surface and the total depth will be 8.5'. A minimum of 3' of fill or
2" of insulation and 2' of fill will be placed over the absorption trench and 4' over the
septic tank.
The ground surface on the lot in the area of the absorption trench slopes from the
southwest to the northeast at grades exceeding 25%. A slope waiver request is
included with this permit application. The new absorption trench will be constructed

parallel with the contours of the slope as much as possible in conformance with
Municipal requirements. The new septic system will be constructed a minimum of 100'
from all wells and any surface water and 10' from the proposed and existing water
services in the area.
If the system is constructed in accordance with our design the following statements
apply:
The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.
Sincerely,
Michael E. Anderson, P.E.

Lot 9, Block 5, Mountain Valley Estates Subdivision
Absorption Trench to Slope Waiver
Dear Onsite Services Engineer:
Lot 9, Block 5, Mountain Valley Estates Subdivision has limited area for construction of
a septic system due to the location of the steep slopes on the lot. The primary
absorption trench and the alternate site will be constructed on slopes of approximately
33%. The distribution line in the trenches will be constructed at 4.5' below grade to
provide gravity flow. We are therefore applying for a waiver allowing placement of the
absorption trenches at the location shown.
Soils in the area are very good for the treatment and absorption of septic effluent. The
majority of absorption will be down and migration will be minimal. The imaginary 25%
slope from 2.5' above the distribution line invert will daylight at 39' and 45' respectively
when fill to a depth of 1' to 2' above existing ground is placed. We therefore
recommend a waiver be issued allowing placement of the absorption trench at the
locations shown.
Michael E. Anderson, P.E.
