Dear Reviewer,
We submitted a COSA application and inspection report for the onsite systems serving the subject
property.
We are requesting a waiver of the separation distance from the leachfield to property line. The requested
reduced separation distance is 2-feet. The waiver is justified as the property line abuts the road right of
way. The Right of Way is 60-feet wide with a wide vegetated buffer between this property and the road
surface. The neighboring lots are either developed or their development does not appear to be
significantly impacted by the proximity of the leachfield to the property line.
The leachfields were inadvertently installed closer to the property line than anticipated. They were also
installed parallel to the contours at this location. The area downhill of the site (perpendicular to the
trenches) slopes at less than 10% to the North for a distance of over 50-feet.
The area to the east of the trenches is steep. A section has been prepared to illustrate the steep slope
which approaches 45%. The top of the steep slope is 17.8’ from the edge of the trench. We are
requesting the slope waiver be updated to reflect this distance.
The slope waiver request is justified for the following reasons:
• The current code and onsite department policies allow septic systems to be installed on or near
steep slopes in certain conditions. The department has cited a minimum 35’ to daylight of a 25%
slope line located 2.5’ above the top of drain field, which this system does not meet. That
requirement would be applicable to trenches in a variety of soil types, accepting a range of
effluent flows which are typically associated with 3-4 bedroom homes, or larger. The 25%
theoretical line daylights the slope 17.8’ from the edge of the field at its closest point.
• The encroachment to the steep slope occurs at the end of the trenches, vs along its length. This
means that a relatively small portions of the effluent will disperse in close proximity to the steep
slope.
• The system is a dual field 2-bedroom system. This means that each trench receives
approximately 150 gpd of effluent (at design flows). That effluent is then dispersed uniformly
along the length of each shallow trench. The loading rate can be expressed in terms of length of
trench as 150 gpd /40’ = 3.75 Gallons per day / linear foot of trench. Water flow paths through
cohesive soils are very difficult to predict, and can vary based on saturation level, flow rate, and
permeability. Determining these parameters is typically beyond the scope of onsite wastewater
design.
• Using the 17.8’ distance described above, we can determine that up to approximately 10’ of
trench would have a 25% theoretical line(2.5’ above the trench), daylight within 35’ of the edge of
the steep slope. 10x3.75 = 37.5 gallons per day of effluent dispersed into the soil per trench,
within 35’ of a steep slope. By inspection, and recalling the 3.75 gpd/lf loading rate, it is extremely
unlikely that effluent from this system will daylight. I have determined that this does not represent
a significant risk to health or safety.
• The vertical distance from the invert of the pipe to the road at the lower trench is approximately
10-feet above the toe of slope at the location shown. A higher longer steep slope would provide
more opportunities for daylighting.
• In my 20+ years of experience with septic systems, I have seen many systems daylighting. 100%
of those have been pressurized distribution systems or mound systems installed at or above
grade. I recognize that daylighting from gravity distribution systems is possible and can happen. I
believe it is more likely to occur in situations where a system is installed in highly permable soils
underlain by tighter, less permeable soils, and in situations where the system is receiving a high
load of effluent in close proximity to a steep slope.
• The slope is vegetated and of cohesive soils so slope stability does not appear to be an issue at
this location.
• The system has been in place for approximately 9 years. The homeowner has not observed any
signs of effluent daylighting. We assessed the slopes in detail and did not see any signs of
daylighting effluent.
• Future inspections for COSAs should check the slopes near the trenches for any signs of
daylighting effluent.
The location of the testhole has been called into question. I believe the location shown on these record
drawings is shown approximately correctly relative to the field locations and the conditions encountered in
the trenches was consistent with those discovered in the testhole. The AWWTS reserve site has been
relocated to be within the radius of the original testhole. A Cat III AWWTS would use an application rate
of 2, requiring just 150 square feet of absorption area.

In situations where slope conditions will not allow a wastewater disposal field to be
located 50 feet horizontally up gradient from a change in slope to greater than 25%, as
required in AMC 15.65.060.A.1.b the following requirements apply: (As allowed by AMC
15.65.030.G)
1. A point shall be determined two and one half feet above the invert of the
distribution piping of the septic field at the field's closest point to -the slope greater than
25%.
2. A line shall be drawn from this point and perpendicular to the distribution
piping at a down slope of 25% in the direction towards the slope greater than 25%.
3. The intersection of this hypothetical line and the actual,slope shall be a
minimum of 35 feet horizontally from the point established in #1..
4. This 35 foot horizontal separation shall be the minimum allowed between a
disposal field and a slope of greater than 25%.
If a property has a wastewater disposal system that was constructed prior to 1986
and the absorption field encroaches a change in slope greater than 25%, an upgrade of the
failed system may be approved in the same location if the following applies:
1. No other location exists on the property to construct an upgrade drain field
with proper separations.
2. The engineer field verifies that no effluent ever surfaced on the slope surface.
3. The engineer maximizes the separation from the field to the slope as much as
possible.

RE: Proposed Septic System for RABBIT CREEK VIEW AND HEIGHTS BLOCK 7H LOT 29A
Dear Reviewer,
The above referenced property is currently vacant and the owner plans to develop the lot and construct a
new 2 bedroom home served by onsite water and wastewater utilities.
We are requesting approval to install a well, septic tank, and leachfield.
We are proposing to install a new 1000 gallon tank, and a new 2 bedroom shallow trench system.
Replacement leachfield sites are also shown.
The soils are silty sand material with some clay. A sand~'~g~l approximately 2' thick overlays the silty
soils. The organics have been stripped from the lot at the test hole and leachfield location. The silty soils
could be considered marginal for septic system installation, however the system will be installed high in
the soil column to maximize use of the good soils. The system is sized for 2 bedrooms and is oversized.
A sand liner will be installed to provide some filtration prior to effluent reaching and plugging the sitly soil.
Surveyed contours indicate a steep slope approximately 40' down slope from the lower leachfield trench.
We are requesting that the separation distance from the leachfield to the steep slope be waived from the
required 50' to 40' minimum. A cross section included with this submittal details the slopes, and how fill
will be placed.
Included with this letter is a permit application and design package, including plans, specifications,
calculations, and soils logs.
The installation of the proposed septic system will not adversely impact adjacent lots, which are currently
undeveloped. Changes to drainage patterns are not anticipated.

A. GENERAL
1. The septic design is for a 2 bedroom, single family residence only.
2. The site plan and drawings shall be a pad of this specification.
The Wastewater system shall be installed by a certified installer in accordance with
moa requirements. All materials and workmanship shall meet the Municipality of
Anchorage's, and the State Department of Environmental Conservation
requirements.
All soil tests are advisory to the design and are to be verified or modified in the field
by the engineer. The engineer shall pedorm percolation tests and groundwater
monitoring prior to finalizing design.
All excavations and depths are advisory and are to be verified in the field by the
contractor to meet Municipality of Anchorage, Department of Environment of
Conservation requirements.
It is the responsibility of the owner to obtain all necessary permits or easements. A
licensed surveyor should locate all nearby lot lines, easements, exact 100' radius
from the existing and neighboring on-site wells, and any nearby surface water.
7. The excavation is to be exactly in the area shown on the site plan, any deviation
requires engineer approval.
8. Any remaining open test hole excavations shall be filled and monitor tube removed,
after construction of the drainfield.
9. The contractor shall provide the engineer with adequate notice to perform
inspections.
10. Insulate the sewer line if it passes under the driveway or parking area, with a
minimum of 2" extruded board insulation, rated for burial, and on the moa approved
list.

1. Septic tank shall be a fiberglass or steel, lO00-gallon capacity tank of MOA
approved construction. Installed to meet MOA requirements.
2. Install a foundation cleanout within 5' of the foundation.
A combination of soil and 2" minimum of insulation shall be placed over the tank, to
prevent ponding and promote drainage. The insulation shall be rated for burial and
meet moa requirements.
C. DRAINFIELD
1. The Drainfield is to be located as shown on the site plan. Notify Engineer of any
changed site conditions.
The total depth of the initial drainfield excavation is to be at maximum 8' deep from
original grade. Note that 1-2' of material has been removed in some places. Leach
field Shall be installed as shown on cross section. Bottom of excavation shall be
level +/- 1.5" max. If bedrock or inconsistent soils are encountered, notify the
engineer immediately. The bottom of the excavation shall be filled with 2' of moa
approved filter sand.
In the event of over-excavation, a moa filter sand shall be used to maintain the 6'
separation distance from the bottom of each trench to the bottom of the test
hole(s).The top of the sand layer shall be level, plus or minus 1.5", and raked, prior
to placing sewer rock. Care shall be taken to not compact the sand.
A 3 foot effective layer of sewer rock is to be placed in the each trench. The effluent
piping is to be set on top of this layer, buried with sewer rock, with 2" of sewer rock
cover over the piping.
5. The Distribution pipe shall be 4" sch. 40 pvc pipe conforming to ASTM D3034.holes
shall be placed facing down.
6. The complete Drainfield gravel and piping is to be covered with a geotextile filter
fabric.
Soil or combination of soil and extruded board insulation to a depth of 4' or
equivalent is to be placed over the drainfield. Mounded side slopes shall not to
exceed 3:1. The minimum insulation thickness shall be 2". Insulation shall be moa
approved and rated for burial.
8. The septic tank and leachfield must not be closer than 100' to any existing private
well, 150' to any Class "C" well, or 200' to any community well.
