Septic System Install Permit Request
Design Narrative

This is a design narrative for a permit to install an initial septic system to be issued for this property. The
proposed systems will serve a proposed six-bedroom (6) house. Currently the lot is developed. This lot is
served by a Class "C" Well (classified as such by ADEC dated 16DEC15) and the surrounding lots are served
by either private wells or public water service. The wells on the surrounding lots are over 100' from the
septic system. Awe]lseparationwaiverfortheundocumentedexistingsepticsystemandtheproposed
septic system to the existing Class "C" Well was granted by ADEC on 28DEC15 (ADEC Plan Tracking Number
15 WW-3S2). Both ADEC documents are attached.
Soils. One test hole was performed in the vicinity of the proposed system by Pannone Engineering
Services in August of 2015, and groundwater was monitored for at least seven days. Ground water was
not observed to a depth of 15.0 below the surface in the test hole monitor tube in September of 2015.
Based on the results of the percolation tests an application rate of 1.0 gallons/day/square feet was
used for a conventional waste water system in the area of this test hole.
2. Soil Absorption System Design.
a. See Sheet 2 of the design package.
3. Surface Water: There is no surface water within 100 feet of the proposed septic tank and drain field.
Th(~ proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage
ditches.
4. Topography: The existing overall topography slopes up from the northwest to the southeast at
approximately 5%-7% on the lot. There are no steep slopes within 50' of the proposed drain field.
5. Waiver Requests: A well separation waiver for the undocumented existing septic system and the
proposed septic system to the existing Class 'C' Well was granted by ADEC on 28DEC15 (ADEC Plan
Tracking Number :15 WW-352).
A slope waiver is required as the system is approximately 25' horizontal feet from a slope over
25%. A shown on Sheet 2 of the design package the assumed infiltration line will not daylight
50' from the absorption field.
6. Drawing Markings: The Drawings are marked "For MoA Review Only". When written notification that
the review is complete and that there are no further comments is received from MoA On-Site Department,

This office received your request for system classification and cbss C registration form for Dale
Briggs Block 1 Lot 4 on December 9, 2015. Based on a review of the submitted information and
the Kd.es in tiffs office, the public water system (PWS) is classified as a Class C PWS.

The well is located on Dale Briggs B1 L4, and serves a two bedroom single farruly home and a slx
bedroom duplex. Due to the limited population served by the well at Dale Briggs Bi L4, the system
is classified as a Class C water system under 40 CFR 141.2 knd i8 ~O,C 80.1990. You are required to
contact the deparnnent to update this information ~vhcn it changes. Changes to the number of
setw-ice connections, population served, or number of days of operation may result in a change to
the system classification and the associated plan review and maturating requirements.
Class C Registration
tn the plans provided it was noted that the well fails to meet the minimttm separation distance of
150 feet betxveen a dr~ztdng water source and wastewater disposal systems and the 100 feet between
a community sewear line as outlined in 18 _&AC 80.020. Separation distance waivers for Class C
systems are admin/stered by the ADEC DMsion of Water (DOW). If you have any questions please

At this time, the Drinking Water Program is nor processing class C registrations. The completed
forms wffi be filed for future reference and shared with other :a~gency programs that may regulate
youx faciI/ty. Please see the attached memorandum dated September 23, 2015 for further
information. The reqxiiremenrs of 18 AAC 80 remain in effect. This includes source construction
standards, minimum sepsz'ation distance requirements, water qualit3, standards, treatment

requi~cements for certaSn systems and you are responsible for assuring compliance ,with these
requirements. We recommend routine bacter/otogica& nitrate, arsenic, and chemical testing for
public health protect/on, howe~,er, they are not required to be submitted to the ADEC Drinldng
Water Program.
Total Coliform
It should be noted that in the pLans provided the wcl/tested positi~,e for total coliform and a
subsequent test for fecal col/form came back negatixre. The well is located only 72 feet from the
septic system and this could lead to the xvell having }5gh levels of fecal coliform. Total coliform is an
indicator that ~'arious bacteri2, protozoa, and viruses that make people sick may be present in 5'our
water. I would recommend testing the well water at least once a year to nmke sure that the we~l is
free from coliforms although this is not req~fired to be submitted.

Domestic Wastewater Treatment and Disposal Systems identified within the Class C Source Well's

Dear Mr. Lawendowski,
On December 17, 2015 the Department received finished Classifying the water system, and the waiver
review was started based upon the engineer's reco~urnendations concerning health and safety issues.
The questions concerning the cities distribution water line in the street has been investigated and a
determination made. Although available for connection, it has not been required for this property to
connect to the distribution system at present. (AWWU is the owner and controls this utility)
The lot Based upon a site investigation the construction of a steel two part septic ta~k was to be installed
in 1999 and does by your records appears to be in the proper planned site. It was found to be operational
and is providing good service to the user. The onsite soil absorption system was to have been installed
with a length of 75 feet this is confirmed by field measurements. Testing has shown that this unit is
operating within the 900 gallons per day design values.
The existing Class C source well is not plarmed to be altered, it was determined to be meeting the
classification requirements. Thus per the engineer the source well is protective of public health concerns
and based upon the engineers recommendations and the test results for Nitrate (2.12 rog/l), and the
microbiologic negative results. The following waivers are established and are confirming the present site
conditions and future modifications on the new systems field as follows:
Based upon the engineers recommendation the existing septic tank for the two bedroom
home is meeting the needs and is 58.2 feet from the source well. This has been a private
system and testing has not indicated a health concern thus the I50 foot distance is reduced to
the existing separation distance for the present conditions.
The engineers recommendation of establishing the separation distance to be now equal to the
existing two bedroom homes disposal field of 70.6 foot separation distance is similarly
reduced to 150 feet as it is an existing condition that has not indicted per sampling a concern
for public health.
The new installation of a Duplex (six bedroom) on the lot requires a second field to be within
124.9 feet of the existing source well on the lot, it also is per the engineers recommendation
reduced from the 150 foot distance to the requested distance as stated.
Waivers as they were requested by the engineer are established. This is an older site with activities not
expected to increase in use at the two bedroom home and with only a new demand made by the new
Duplex (six bedroom) being altered. Should it be found that the site conditions endanger public health or
are a public health concern, the waivers will be rescinded.
This approval does not imply the granting of additional authorizations nor obligate any state, federal or
local regulatory body to grant required authorizations.
Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18
AAC 15.195- 18 AAC 15.340 or an informal review- by the Division Director in accordance with 18 AAC
15.185. informal review requests must be delivered to the Division Director, 410 Willoughby Avenue,
Suite 303, P.O. Box 111800, Juneau, Alaska 99801, within 15 days of receiving the decision. Guidance

Guidance.htm. Adjudicatory hearings requests must be delivered to the Cormnissioner of the

right to appeal is waived.
