Per MOA records, the septic system serving the subject property consist of two (2) septic system, one septic system that serves 4 bedrooms in the house and the other that serves 8 bedrooms in the house. We have recently performed septic adequacy test on both drainfields and both drainfield absorbed the required number of gallons per day for what they were designed for. Recent jetting and camera work was performed on the 1250 gallon septic tank and found this tank to be of poor integrity. We have been retained by the owners to obtain a septic tank permit for the proposed upgrade of this tank. Attached is a site plan and design drawing that shows the proposed tank upgrade design. The owners have requested that a larger tank than required since they may want to upgrade the number of rooms that are served by this septic system. The drainfield for this septic system will need to either be upgraded or rebuilt to a larger size if the owners decide to move forward on house expansion. We are proposing that a 2,000 gallon septic tank be installed as shown on the attached site plan and design drawings. Even though it is not required at this time, we are recommending an epoxy coated steel tank be installed or if space is available and the maximum burial is less than 4 feet, a 1530 single compartment Infiltrator HDPE tank followed by 1060 single compartment Infiltrator HDPE tank can be installed instead. We are unaware of any adverse effects on this property or adjacent properties with installation of this septic upgrade. Adjacent Wells - There are no existing wells within 100 feet of the proposed new septic system. All adjacent wells have sanitary seals in place and have positive drainage away from the well head. 2. Adjacent Wastewater System - The proposed bed absorption system will replace the existing trench system. Testing of the existing system indicated it no longer accepted the amount of the water it was designed to. The tank that is existing is adequate for the four bedrooms at the residence. All wastewater systems on adjacent lots are over 120 feet away from the proposed system. The proposed system is 165 feet from Upper O'Malley (the closest road). Three houses are with -in a 200 foot radius of the proposed system, one is the exiting house on the lot of the proposed system. 3. Reserved Space - Enough space is remaining in the area of the existing test hole for a future system to be installed down hill of the proposed system. If required a future system could be installed to the East of the exiting system. Separation distances to adjacent wells will be maintained. 4. Drainaae - The lot is moderately steep (10-15%). Positive drainage away for the field will be maintained. No concentrated surface water will be directed toward the field and no existing streams are within 100 feet of the proposed field. The installation of this on-site system will have no probable impacts to adjacent well or septic systems. The proposed system's separation distance radius will include parts of adjacent lots, but will not interfere with the on-site systems on these lots. Smithson: April 28, 1978 In accordance with your request, I have completed a soils analysis for on-site sewage disposal on Lot 1, Block 19 Hampton Hills Subdivision, which fronts Lipper 0'_Fi lley Road near Hillside Drive in Anchorage. Drilling was performed on April 26, 1978 by The Drilling Company of Anchorage employing a C'_2, 45 drill; soil analysis was performed by myself in accordance with the Unified Soil Classification System, the. Soil Triangle, and the "'eTanual of Septic Tank Practice." In general terms, the subsurface conditions consist of 3 feet of gravel- ly sandy silt which overlies glacial deposits of sand and gravel with silt to the drilled depth of 15 feet. I?o water table was encountered. Drilling was difficult because of coarse gravel and infrequent cobbles. Two test holes were attempted and abanc.oned at 4 and 8 feet because of no drilling progress. The lot is covered with large spruce and occasional birch trees, in- dicative of good drainage. The proposed dwelling will be located on higher, relatively flat ground with the septic system located to the north, where the ground slopes northeast at approximately 15 degrees to a dry gully about 15 feet lower in elevation. In my opinion, the lot appears satisfactory for on-site sevrage disposal, in terms of topography, drainage, and soil conditions. A drainfield trench which utilizes the granular soils from 3 to 11 feet, rated at 140 sq ft/bedroom, seems to be the best solution. Insufficient survey control was apparently used in the location of the absorption trench as it was constructed in the 10' Utility Easement at the north end of the lot. Separation Distance Waiver The March 1, 1993 approval of the Class C public water system and the existing wastewater disposal system [1250 gallon septic tank and bed type soil absorption system] included a separation distance waiver. This separation distance waiver allowed the exisiing wastewater disposal system to be located between 100 feet and 150 feet from the existing source well. In the submitted record drawing of the new wastewater disposal system [3,000 gallon septic tank and trench] shows that the new septic tank is located within the 150 foot protective radius of the source well. Based on the submitted information, the requested separation distance waiver appears to be reasonable. Therefore, in accordance with State Wastewater Disposal Regulations [18 AAC 721, the following waiver is granted: The separated distance between the Class C public water system source well and the 3,000 gallon septic tank on Lot 1, Block 1, Hampton Hills Subdivision has been waived from 150 feet to 145 feet. Wastewater Disposal System Based on the submitted data, the wastewater disposal system (3,000 gallon two compartment septic tank 50 foot long deep trench soil absorption system) was installed in accordance with the minimum Kenneth M. Therefore, in accordance with State Wastewater Disposal Regulations [18 AAC 72], operation approval is granted. Drinking Water System The existing Class C public water system was approved on February 9, 1993 with a cover letter provided to your client on March 1, 1993. In the March 1, 1993 letter, I requested that semi-annual analytical results for nitrates and total coliform bacteria be submitted to the Department. My review of the Department's database shows that your client has not been providing the requested test results. By copy of this letter, I am informing your client of the need to submit test results to this office within 30 days of the day of this letter. The Public Water System Identification Number assigned to this Class C public water system is 218001. The bed and breakfast complex currently operating on the lot is served by two septic systems. The original constructed in 1992 consists of a 1,250 -gallon septic tank and a 26' by 30' absorption bed. It was originally constructed to serve the 4 - bedroom on the lot at the time. The second system consisting of a 3,000 -gallon septic tank and a 2' wide by 50' long by 10' effective depth absorption trench was constructed in 1998 to serve an 8 -bedroom house constructed during that period to upgrade the property to a bed and breakfast business. The well on the lot was placed in June of 1970 and is 68' deep with casing the entire depth. On April 18, 2003, an inspection and adequacy test was performed on the existing absorption bed and absorption trench to determine whether they were performing in conformance with standards set by the State of Alaska Department of Environmental Conservation (ADEC) and 18AAC 72. Prior to the test we measured the water level in each absorption system and found 6.5" in the bed and 54" in the absorption trench. We then injected 610 gallons of water into the bed and 1,302 gallons into the trench. The water level in the bed rose to 13" and rose to 91.5" in the trench. The water level was then measured approximately 21 hours later and found at 8.5" in the bed and 60" in the trench. We note, however, both absorption systems remained in service during this recovery period and additional water entered each of the systems. The results of our tests indicate the absorption trench is capable of absorbing a minimum of 1,200 gallons of water over a 24-hour period and meets ADEC requirements for certification. The bed, however, appears to be absorbing water, but at a rate less than 600 gallons per day. Our test indicated approximately 400 gallons of water was absorbed over a 23 -hour period. The system remained in service during that time, however, and probably absorbed an additional 200 gallons of water through normal usage in the house. We can therefore state the bed is capable of absorbing the necessary 600 gallons per day for certification. Lot 1, Block 1, Hampton HiPs 40 May 29, 2003 Page 2 of 2 It is important to note the absorption bed is operating at marginal capacity and may need to be upgraded in the near future. The lifetime of an absorption bed is difficult to estimate and depends on several factors including abnormal usage, groundwater intrusion, surface drainage and impervious soils. The normal life of an absorption bed is between 6 and 10 years. The bed on your property is now at or near the end of its useful life. A flow test was completed on the well and water system on the same date. Water was allowed to flow freely over a four-hour period and the well production measured using a volumeter. The average production over the period was determined to be 9.8 gallons per minute, which exceeds ADEC requirements. A water sample was taken from the system , and analyzed for coliform and other bacteria. No deleterious material was found and the water is within parameters set by ADEC and therefore suitable for human consumption. The septic tank was recently pumped and no accumulation of sludge was noted. No other work is necessary at this time. In general, the well and septic systems are functioning adequately as of this date and are in conformance with 18AAC 72. Attached is a copy of the State of Alaska Department of Environmental Conservation Application for On -Site Water and Sewer System Approval along with additional backup information.
