Box 19-6650 Anchorage, AK 99519 Dear Sirs : September 8, 2007 14530 ECHO CANYON ROAD ANCHORAGE, AK 99516 By means of this letter we are requesting issuance of a lot -line waiver allowing the recently installed soil absorption drainfield on Lot 5, Block 2, Mountain Air Estates to be as close as 4 feet from the south property line common with Lot 6. Please refer to the enclosed septic system upgrade as -built report and the previously submitted site plan for this lot. During the drainfield construction it became apparent that due to topography the optimum location for the drainfield was on the west side of the test hole. In order to avoid encroachment on the 100 -foot well radius it became necessary to slide the drainfield a little further south than originally conceived. When the final inspection as -built was being drawn up, it became apparent that this brought the south end of the drainfield to approximately 4 feet from the lot line. The actual location of the drainfield will have a negligible effect on any future soil absorption system upgrades that may be needed on Lot 6 because the site is far from the present Lot 6 soil absorption that is near Mossberry Place on the west side of the lot. Also, its location would not affect the ability to construct a replacement system near the northeast comer of the lot, if desired. Box 19-6650 Anchorage, AK 99519 Dear Sirs: May 8, 2007 14530 ECHO CANYON ROAD ANCHORAGE, AK 99516 The purpose of this letter is to provide the required design narrative in support of our application for a permit to instal) an "Advantex" advanced treatment system to serve an existing 3 -bedroom residence on Lot 5, Block 2, Mountain Air Estates, located at 14901 Mossbery Place. Soils logs, perc test results, a site plan, design drawings and specifications are enclosed for your review. Three test holes were dug on this lot to investigate the septic system upgrade options. The first two test holes dug on the western side of the lot were unsatisfactory due to tight soils, shallow groundwater and proximity to a roadside ditch with intermittent water. Test hole #3, located near the southeast comer of the lot (see enclosed log) was better with almost 4 feet of silty gravel soil that perc'ed at a rate of 4 minutes per inch overlying a denser gravelly silt. The apparent high groundwater level measured last September was 8.3 feet below ground level, which would have allowed installation of a conventional soil absorption system, however recent groundwater measurements made during the height of spring breakup found water at 4.3 feet below ground level. Due to the limited space available in this area it appears that there is only enough room to construct a residual disposal field for an advanced wastewater treatment system (ATS). Despite the relatively rapid measure perc rate we have elected to design the residual disposal system for a somewhat conservative soil application rate of 3.0 gpd/sq. ft, and to have it underlain by a stratum of coarse filter sand. The proposed system consists of a 1500 -gallon fiberglass "Orenco" treatment tank with an AX - 20 Mode lb filter pod that discharges by gravity into a fiberglass "Orenco" discharge pump basin. From there the treated effluent is pumped up to a 5 -foot wide by 30 -foot long residual absorption drainfield at a depth of 0.3 feet below ground level that is underlain by a minimum of 12 inches of coarse filter sand. The topography in the area of proposed residual drainfield construction is a terrace that gently slopes downwards towards the west at 8%, before descending more steeply at 25% down to the level of the house. The proposed project will have no significant impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any significant impact on reserved space -surface and subsurface, or on drainage. The filtered effluent is pumped up into a 5 -foot wide by 30 -foot long soil absorption drainfield with an effective gravel depth of 0.5 feet. The drainfield is underlain by 1.0 —1.5 feet of coarse filter sand. 1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform to Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 "Advantex" AX -20 Mode 1b Advanced Treatment System: 2.1 The "Advantex" treatment unit major components include (1) a 1500 -gallon, 2 -compartment "Orenco fiberglass tank, (2) a single Mode lb filter pod, and (3) an"Orenco" fiberglass pump discharge vault. All components shall be Municipally approved and shall be set level on undisturbed soil and backfilled in accordance with Municipal requirements as well as Orenco's and the supplier's instructions. Particular care will be necessary to properly bed and backfill the fiberglass treatment tank in accordance with the "Orenco" requirements. 2.2 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the tank shall have a minimum slope of 1/4"' per foot, and the waste line between the filter pod and the "Orenco" lift station shall have a minimum slope of 1/8" per foot. 2.3 The contractor shall be responsible to obtain the necessary Municipal electric permit and inspection, and shall provide a copy of the electrical inspector's report to the engineer overseeing the construction of the wastewater disposal system. 2.4 The second compartment of the tank shall be equipped with a watertight, insulated manhole riser and cover extending a minimum of 6" above final grade with positive surface drainage away from the manhole. The contractor shall be responsible for determining the necessary length of the manhole riser, and for properly positioning the Recirculating Splitter Valve (RSV) in the riser. 2.5 The control and alarm floats shall be set at the elevations specified by the supplier, and their proper operations shall be verified by the contractor. 2.6 The treatment unit shall be set up with a "VeriComm" remote monitoring system as supplied by the distributor, and the control panel for the unit shall be mounted at an approved location. 3.0 Residual soil absorption system: 3.1 The soil absorption system shall be constructed by creating a 6 -foot wide by 30 -foot long excavation to expose the top of a silty gravel stratum at a depth of approximately 1.1 feet below ground level. The long axis of the drainfield shall be parallel to a natural contour of the ground and no closer than 10 feet from any property line. 3.2 The bottom of the excavation need not be level. Any compacted or smeared surfaces shall be raked to allow proper infiltration. A 12 - 18 inch thick layer of M.O.A. coarse filter sand (as supplied by Alaska Gravel Products — phone 746-7763) shall be placed in the bottom of the excavation and compacted by foot to promote desired infiltration and to reduce the tendency to form a biomat. The top surface of the filter sand shall be 5 -feet wide by 30 -feet long at an elevation no deeper than 0.3 feet below ground level at the uphill side of the drainfield. 3.3 A total of 0.8 feet of washed sewer gravel shall be placed on top of the filter sand with the perforated distribution pipes laid level such that the pipe inverts are no less than 0.5 feet above the bottom of the sewer gravel. Sewer gravel shall be 0.5 - 2.5" washed gravel, with less than 1% passing the #1200 sieve. The distribution pipe shall be fabricated from 1.25' diameter Schedule 40 PVC with 3/16' diameter holes drilled in the bottom at 18 -inch intervals. 3.4 The monitor tubes shall be of 4" diameter and installed in the location shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. Frost protection consisting of 2 inches of rigid burial type insulation plus 2 feet of soil cover is to be placed over the filter fabric. 3.6 The top surface of the cover material shall be raised a minimum of 6 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1, and shall be extended out until they intersect natural ground. 3.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seeding to promote rapid revegetation of all areas disturbed by the construction. 4.0 Inspections: 4.1 A minimum of 5 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the filter material has been placed, (4) after the sewer gravel is in place and the distribution pipe has been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (5) after rough backfill and grading is complete. The "Advantex" treatment unit requires one inspection after the tank is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. 4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. During the test the liquid level in the seepage pit was measured before and after the addition of 475 gallons of water.
