The proposed upgrade will serve the existing 3 -bedroom house. We have already applied for a COSA for this property as there is a sale pending this issue. The adjacent lot to the west placed their well closer than 100' to the septic leachfield on this lot and the engineer, Michael N. Anderson, will be submitting documentational for a distance waiver. The new tank placement will be outside the well radii of both the neighboring wells and the current well on this property. There is no surface water within 100' of the proposed tank. The septic tank was pumped prior to the performance of the test on the seepage pit. During the test the liquid level in the seepage pit was measured before and after the addition of 1000 gallons of water. All liquid levels were measured below the top of the standpipe and are shown in the following table: Initial Water Second 24 hour Total Reading Added Reading Reading Drop (gallons) 7.70' 1000 5.75' 5.85' 0.1' The water level rose 23.4 inches with the additional of 1000 gallons of water, indicating a capacity of 42.7 gallons per inch. Twenty-four hours later the liquid level was again measured and found to be 5.85 feet. It had dropped 0.1 feet or 1.2 inches. This indicates an average effluent accept- ance rate of 51.2 gallons per day for the surrounding soils. If the 3 bed- room residence on the property is to house 6 people, the average load on the system can be expected to be 450 gallons per day. We can therefore conclude that the system is not disposing of effluent at an adequate rate for a 3 bedroom residence. In a telephone conversation in December, 1972, you stated that A the system had been installed. Since our office made no final IN inspection of the system, you are in violation of the Borough Ordinance #28-68, Section 9-71, Paragraph A, Sub -paragraph 4, W which states, "No septic tank, seepage pit or cesspool shall be T backfilled without permission of the health authority". As previously requested, we again remind you to bring to our ofFice by January 15, 1973 a completed diagram of the system, incItiding all measurements from foundation to septic tank, seepage pit and well.
