The requested separation is 7' between the septic tank and the building foundation. Anchorage Municipal Code (AMC) 15.65.205 B. 1. c. states the following, For a conventional foundation having a strip footing or a shallow foundation consisting of a concrete slab with thickened edge, a septic tank shall not be located within the foundation soil bearing prism established by a forty -five -degree plane extending down and outward from the bottom outside edge of the footing or thickened slab edge, or a minimum of ten feet from these types of foundations. Exception: A septic tank may be located no less than five feet from a foundation supporting a storage -shed, greenhouse, agricultural building, shop, garage, carport, or similar structure having a total gross floor area of 600 square feet or less and having an eave height of ten feet or less. The subject parcel is served by a septic tank located on the west side of the residence. The garage has a small space that juts out from the remainder of the west face of the structure. This jut out is 7' from the septic tank at its closest point. This is less than the 10' required by the above -cited code. When analyzing the foundation soil bearing prism of 45°, the septic tank is still in violation of the required separation distance. The garage is less than 600 square feet, and the eave height is less than 10'. The portion of the garage in question is not transferring structural load from the house's second story above. The jut out portion of the garage is an addition that was added to the original garage space and the original structure was not altered to modify the structural load paths. This waiver request also presents an alternative soil bearing prism to be used to justify the tank location. A zone of influence methodology is applied to determine the acceptability of the tank location. The zone of influence is used in geotechnical engineering to define the extent to which stresses from an applied load penetrate into soil and how the load spreads laterally. The zone of influence is typically assumed to be 30° from the vertical for rectangular footings.' Outside of the zone of influence, applied stresses reduce significantly. This methodology is similar to the 45' soil bearing prism established in AMC 15.65 but utilizes a different influence angle. Soils on the subject parcel, and neighboring parcels, are predominantly silt/silty sand. This fine-grained soil possesses some amount of cohesion and warrants the use of a lower angle of influence. The topography of the lot slopes downhill from north to south. The northern half of the lot has a shallower slope than the southern half of the lot. The southern half of the lot visually appeared to be steeper than a 3H:1V (33%) slope. There is no anticipated negative impact due to the lot topography. The anticipated wastewater flow is from a 3-bedroom residence. There is no anticipated negative impact due to wastewater flows. Scope of Project Removal of existing steel tank from system and replacement with new 1,250 gallon Polyethylene tank. The existing tank may be abandoned in place after pumping down to remove contents and filling the tank with a flowable aggregate fill such as sand and the existing tank crushed to allow placing 4-inch ABS pipe over the crushed tank to extend the approximately 30-foot long house sewer to the replacement tank. The sewer extension will be bedded and backfilled to protect the pipe and allow backfill placement over the top. A bi-directional cleanout will be installed close to the building foundation and the new sewer service will extend to the replacement tank connection. The bi-directional cleanout will allow the house sewer to be inspected and cleaned from the waste water stack in the house to the new Polyethylene septic tank. The new Polyethylene tank will be installed on the alignment of the existing treated effluent pipe leading to the existing absorption field located immediately south of the house. A bi-directional cleanout will be installed downstream of the tank, within 10- feet of the tank outlet. 2-inches of insulation shall be installed if tank soil cover is less than four feet and greater than two feet. The new Polyethylene tank installation will have no impact on adjacent properties. The new works are over 16 feet above any water table at the installation location (ref soils log dated 9-20-90 by S&S Engineering for subject property). The replacement tank and connecting pipes are more than 100 feet from the potable water wells on both the neighboring Lot 4 and the installation Lot 5. Existing Lot 5 as-builts are being relied on for the tank replacement project as the work will be done in a relatively small area and the visible topography agrees well with the documented topography and plot plan.
