Porhola PO Box 111243 Anchorage, AK 99511 Subject: Septic System Located too Close to Neighbors Well Lot 18 Blk 8 Mountain Park Estates #1 Dear Mr. & Mrs. Porhola: Per our telephone conversation yesterday you know that it has recently been brought to our attention that your on-site wastewater disposal system is located 84 feet from the well on Lot 8. The required separation distance as stated in Title 15, Anchorage Municipal Code, Section 15.65.060, (A.1), is 100 feet. Because the date of the installation of your wastewater system was July 30, 1976, and your neighbors well was in place prior to that date, it is your responsibility to correct this deficiency. Two options are available for correcting this matter: (1) Hire a licensed civil engineer to perform a waiver study on the 84 foot separation and submit a waiver request to this office for approval, or (2) Apply for a permit from the department to upgrade and relocated your system to meet the required 100 foot separation to the well on lot 8. The well was drilled in 1974 or 1975 while the leachfield was installed in July 1976. A risk analysis was performed using the State of Alaska, Department of Environmental Conservation, "Separation Distance Waiver Guidelines". Our results are as follows: A. WATER TABLE: From the well flow test completed on October 9, 1990 on Lot 8; Block 8; Mountain Park Estates the well was found in excess of 442 ft. deep. Static water level was measured at 177 ft. Using 177 ft. as the aquifer water table: =7.4 pts. B. SOIL SORPTION: We have been unable to obtain a well log on Lot 8; Block 8; Mountain Park Estates. In observing the nearby well log on Lot 10; Block 8; Mountain Park Estates, there appears to be layers of differing soils separatin¢ the leachfield and the water table including sand and silty gravel and clay. WATER TABLE GRADIENT: Since the well on Lot 10; Block 8; Mountain Park Estates does not appear to draw water from within bedrock, the hydraulic gradient can be figured by use of maximum water level draw down and the separation distance to the leachfield. Maximum drawdown equals 264 ft. The separation distance is 84ft. Therefore, the hydraulic gradient is excess of 60%. = 0 points E. HORIZONFAL SEPARATION: The horizontal separation distance between the well and septic system on the referenced properties is 84 ft. = 2.4 pts TOTAL POINTS = 16.3 Therefore, it appears that "no bacterialogical pollution possible, but chemical pollution possible but unlikely from household chemicals." Other mitigating factors involved which support the issuance of the waiver are as follows: The nearby well log shows several layers of soil including "Damp Clay" which would detour the migration of septic effluent from the leachfield to the water aquifer. The septic system on Lot 18; Block 8: Mountain Park Estates and the well on Lot 8; Block 8; Mountain Park Estates have been in use over 14 years. The systems have been in u~e long enough for contaminates to make their way into the well if they were ever to do so. However, bacterialogical and nitrates results from the w~l on Lot 8; Block 8; Mountain Park Estates were satisfactory. As a matter of fact, there were no nitrates at all detected. The leachfield on Lot 18; Block 8; Mountain Park Estates is located downhill from the well located on Lot 8; Block 8; Mountain Park Estates. Therefore, sewage overflow is less 2~kely to contaminate the well. It is our opinion that the horizontal separation distance prescribed by 18AAC72.021 is not required in this case.
