Anderson, P.E. – it has been determined that the existing portion of the field closest to the house is and has functioned in compliance with code requirements for freeze protection and structural stability. This portion was slightly adjusted because Kenneth Lang, RLS did not show the pipe and system locations correctly. The field in question is along the driveway is approximately 8’ from grade and the integrity and functionality has not been impacted. The field is functioning and at this depth there is no adverse effects. This is more of an approach area to the interior garage and a wood shed exists right in front of this trench with little to no know vehicular traffic. There have been no known issues freezing or otherwise with this trench. We respectfully request approval of the inspection report previously submitted. The system has been working for the occupants and will not or has not impacted any of the neighboring properties or poses a public health risk. Please contact us if you have any questions. Western 907-440-4601 November 8, 2019 Municipalities of Anchorage On-Site Water & Wastewater Program 4700 Elmore Road Anchorage, AK 99507 RE: NEW SEPTIC SYSTEM PERMIT LEGAL: MOUNTAIN PARK ESTATES BLOCK 8, LOT 13 We’ve been requested to obtain a septic permit on the above referenced lot to augment the system by 2 bedrooms for a total of 5 bedrooms. We propose to install a 1500-gallon septic tank with two additional trenches connected to the existing system as shown on the attached design. The design is based on existing MOA record test holes conducted in 1990 which shows GM soils to 15’ and no groundwater. Per MOA records, the adjacent 4 properties show 0.6 – 0.8 GPD/SF soils with field depths of 8-11’. The slopes are moderate at 7-15% at the proposed septic location. There has been some fill (3’+/-) along the Crestview Drive side of the property that makes the slopes appear steeper on street view, but grades are less than 25% and complies with 15.65.210B.1.e. Dear Dan: In accordance with our discussion at the site on August 3, 1992 we performed a percolation test and prepared an updated site plan for the project. Please see the attached calculation sheet for calculation of new soil rating used, and absorption requirements. No real change in the system size is proposed. A slight modification to the system alignment was required to fit the as-built trench position. It does not appear that the driveway will conflict with the secondary system, nor does the septic system encroach on the wells in the area. Kevin stated that he came ha and renewed his septic permit, but has not come by to pick it up yet. I have listed his old permit number at the top. Please call if you have any questions. Dear Susan: The two percolation tests done at the site were done by two different parties in two different layers or strata. The original design was made by Corwin, using a single test between 3 to 4 feet rated at 14 minutes per inch. Upon yom' request of the owner, confirmation of this was requested dm'ing his construction of the system because the soils did not appear to be as good as indicated by the test. I conducted an additional test at the bottom of the proposed system between 9 and 10 feet in the worst looking material. This tested at 40 minutes per inch. The material appeared to change uniformly, with a higher percentage of fines as the depth increased. Using the additional test, I averaged the two tests per AO 90-48 Section 15.65.060.B.2. I assumed that the areas were approximately equal. This value indicated an application rate of 0.6 gpd/sq, ft., which was used to redesign the system. Nitrate is a negatively charged compound of nitrogen and oxygen, which is very soluble in water. Nitrate is not readily filtered or otherwise removed in the soil and can pass rapidly into ground water wells. SOURCE: Nitrate is a major component of fertilizer and wastewater. Often the nitrate is in the form of ammonia or protein first, which through contact with oxygen and certain bacteria, converts to the oxidized form known as nitrate. Sources of nitrate from wastewater include urea, ammonia cleaners, food solids, and bacterial cells. It may also result from the breakdown of organic matter buried in the soil. TOXICITY: Nitrate is generally not toxic to adults or children over the age of two or three years, but is associated with a potentially fatal infant disease called methemoglobinemia. In the digestive system of young children, nitrate converts to nitrite, which can pass through the intestinal wall into the blood stream. There it combines with the hemoglobin and interferes with the ability of the blood to carry oxygen. For this reason, methemoglobinemia is referred to as "blue baby" disease. The EPA limits the concentration of nitrate in public drinking water supplies to 10 mg/L. The standard has been lowered from a previous level of 45 mg/L set by the US Public Health Service and the World Health Organization. TREATMENT: due to its solubility in water and negative ionic charge, filtration and other common home water treatment systems such as softening or iron filtration does not readily remove nitrate. The best method for limiting nitrate in well water is source control. This can include avoiding overdosing of fertilizer near the well and maintaining good separation distances between septic tank leach fields and the well. A special anion exchange filter that contains a media with a strong affinity for negatively charged ions in water, or by a reverse osmosis treatment system or distillation can remove nitrate. TESTING: Nitrate analysis is usually done by one of the several "wet chemical" methods using a spectrophotometer to read the final color endpoint. Specific ion electrodes also can be used to detect the activity of nitrate in water. This laboratory uses several different wet chemical methods approved under the public water supply laboratory certification program. They also have test kits available, which the laboratory uses to perform an inexpensive "screening test", and with which the homeowner can monitor the change in nitrate levels from their well. They recommend comparing the test kit results against a certified analysis from the lab occasionally to verify the accuracy of the kit. We recommend using a specially prepared bottle that has been rinsed in hydrochloric acid for collecting samples. The degredation of the casing seemed somewhat normal at 110' but any casing shallower had some sort of white growths or barnacles and random patterns of deposits. In order to make a conclusive determination of a casing breach, we would need to have better visual of potential streaking or discolorations present on the pipe.
