Znc. 605 East Northern Lights Boulevard, ~343 Anchorage, Alaska 99503 SUBJECT: LOT 19, BLOCK 9, MO'UNTAZN PARK ESTATES Dear Ms. Sanderson: Acreage Systems contracted with Kniefel Engineering to perform testing of the septic and well systems at the above address, In order to clarify the current misunderstanding about the Health Authority test results for the above, we are requesting that you send this letter and the attached results to all parties involved in this project. At the time of testing, Mr. Jerry Kress, an employee of Kniefel Engineering, performed the testing of the septic system and well. Based upon a request from Vista Real Estate to have the numbers immediately, the initial results were sent to you on the morning of August 23, 1990. These results were based upon a telephone conversation with Mr. Kress and myself. When the written results were received at noon of that day, the well flow data was different then the telephoned results. I immediately sent you the revised results and asked that you forward them to the affected parties, telling them this was the final information. The revision in the results affected a change to the well flow rate with no change to the septic system adequacy results. It appears both set of results are being circulated at this time and causing much confusion. The attached results are the set which represents the conditions we found during the testing, Please insure that all parties have a copy of this letter and the attached results All other copies should be destroyed. OF HEALTH ENVIRONMENTAL PROTECTION 1990 RECEIVED Dear Ms. Pischke: Per your request, on September 4 we conducted adequacy tests of the water supply and wastewater disposal systems serving the Reaney residence on Lot 19, Block 9, of Mountain Park Estates, located at 5821 Bristol Drive, The following is a report of our findings, There is no driller's log at the Municipal Health Department, but other records on file there indicate that the well was probably completed in 1974, and that it has a total depth of approximately 362 feet. On tl~e date of our test the static water level stood at 155 feet below the top of the casin~. Steady pumping of 408 gallons of water from the well at the maximum pump output of 5,6 gpm caused the water level to,be drawn down to the pump intake, which registered on our acoustic sounder as being at 365 feet below the top of the casing. After the pump was turned off we measured a very uniform recovery rate of 1,45 gpm for more titan m~ hour, which we confirmed by pumping 'the well down to the pump intake again and measuring the total number of gallons which had accrued, I believe this measurement is quite accurate, although it does not agree with either of tile very different recovery rates which you showed to me, based on an earlier test by others, The measured recovery rate exceeds the Municipal requirement of 0,32 gpm for approval of a three bedroom residence by a comfortable margin, however the well does not meet the FHA criteria of being able to supply water at the rate of 3,0 gpm over a four hour period. When the actual well'production of 3't8 gaIlons over a four hour period is combined with the 307 gallons of water stored in the bore hole between the static water level and the pump intake, the total available amount of water is only 65 gallons short of the FHA criteria. If the ?HA were unwilling to waive this small shortfall, it would be possible, but not inexpensive, to make up the difference with a storage tank inside the residence equiped with a separate booster pump. A new sanitary seal and conduit will also be needed for the well head, The well is located 98 feet from the closest standpipe of the septic sy,~tem serving Lot 20, immediately to the west. Because this distance is less than the required 1 O0 foot separatior~, it will be necessary to prepare an engineering analysis and apply for a waiver from the Health Department, before an approval certificate could be issued, Contrary to the conflicting information reported in conjunction with the abovomeritioned earlier test, we did not find the septic tank on the sub)ect lot to be within 100 feet of the well. The wastewater disposal system was installed in July of 1974 and consists of a 1000 gallon, single compartment concrete septic tank, followed by a 9 foot deep seepage pit, with an effective absorption area of 2t24 square feet, Although the septic tank was appropriately sized for up to three bedrooms, the seepage pit was sized large enough for only two bedrooms, The implication of this is that the Health Department will not issue a certificate of approval for more than two bedrooms, no matter how well it does in an adequacy test, until the absorption area is upgraded, To test the adequacy of the system, we ran a total of 573 gallons of water directly into the seepage pit, while monitoring fluid levels there and in the septic tank, before, during and after the flow of water was stopped, The initial fluid depth in the seepage pit was 33 inches, and the addition of 408 gallons of water caused the fluid level to rise 16.5 inches, At no time did the fluid back up into the septic tank, and once the flow of water was slopped, the fluid level receded at a more than adequate rate for a 3 bedroom residence, Based on this test, it is my opinion that the system is ~till in good condition from a functional viewpoint, however as noted above, it would require enlargement before it could be approved for more than two bedrooms, Please give me a call if you have any questions on this report, or ff you would like me tO proceed with the engineering analysis for ~he waiver and ~he soils engineering necessary to design an upgrade to the septic system. The well is a very deep well (360'+) and has a recovery rate of 2.2 gpm. The well is not capable of providing the three gallons per minute for four hours to meet the FHA criteria, The septic system is a crib design for two - three bedrooms and its recovery took almost all of the 24 hour period to handle the 460 gallons of wa%er input to it. The septic system is marginal at this time with only two occupants of the house. It would not be capable of handling a three bedroom occupancy load without the system failing. The house is now constructed to at least a three bedroom design. The past paperwork shows the house could be converted to a total of five bedrooms which would make the current system undersized even if it operated at peak efficiency. ,Og,B,G,],,.~,~,J.9.Q,8,,;,, The well is capable of providing ,3 gpm to meet the HOA criteria. Zt will not meet the FHA criteria. The septic system is marginal at this time and would be failing with a full three bedroom occupancy load. The well distance to the septic tank does not meets HOA cri'beria and at a minimum will need a waiver for tank to well distance for both the on lot and neighboring systems.
