This waiver request is for a dual waiver. That is, a waiver for the separation between the well and septic tank on Lot 20, and the soils absorption field on Lot 20 and the well on Lot 19. The discrepancy was noted previously, but, had not been addressed. The attached risk analysis was performed using Alaska Department of Environmental Conservation Separation Distance Waiver Guidelines, dated: Jan 3, 1985. The analysis was based upon data in the Municipality of Anchorage files, the Engineer's report for the well flow and adequacy test,and, as-built. Various documents are referenced during the analysis and are also attached. Based upon the information analyzed and provided, it is my professional opinion there is no reason why the waivers should not be granted. Green or non-fractured bedrock: According to the well log, it does not appear green or non- fractured bedrock exist between tile bottom of the septic tank and the bottom of the soils absorption field, and, the water source. The main type of material between the septic system elements and the water table appears to be silt, and gravelly silt with poor permeability. Point value = 0.0 for both waivers. b. Distance between system bottom to ground water: It appears the bottom of the soils absorption trench is at about 12 feet below grade based on the soils log. The soils log shows there was no ground water at 16 feet. The soil is fairly silty and according to the well log for Lot 20, this silty material extends to 145 feet below grade. The well log does not state any water was encountered. The lime stone begins at 145 feet, and the swI is 155 feet. It appears safe to assume a separation of excess of 100 feet. The point value for 100 feet is 7.0 for both waivers. c. NOTE: The well on Lot 19 and Lot 20 both have about the same swl and appear to be in the same water bearing strata, However, the well on Lot 19 has a dramatically different pump rate and drawdown. There is no well log for the well. An analysis was done by Flattop Services, Sept 20, 1990. It appears the well may have a problem since it is much deeper than the well on Lot 20, and yet only produces 0.32 gpm while the well on Lot 20 produces 6.6 gpm. The worst-case point value for waiver b is 0.0. However, based upon the rate production rate, the permeability of the water bearing strata appears to be much different. The will driller may also have missed a better producing strata above the e one in use. The depth of the well casing is unknown. Thus, I would recommend a point value more like the value calculated in waiver a. This seems more realistic description of the water table gradient. Therefore, I will use a Point value of 1.0 for waiver b. Horizontal Separation: 75 ft = 2.0 points 100 ft = 3.0 points 1/25 = rate Waiver 1: Separation = 94 feet, 2.0 points plus 19/25 = 2.76 points. Horizontal 2.76 2.84 TOTALS 17.08 16.48 Based upon the above analysis, it appears the waiver is warranted, and the wells should be almost sure to be free from any form of contaminated from household sewage. 2. Special Construction: No special construction techniques or usual materials appear to have been used. 3. Other: It appears a minimal percentage of waiver is required. Waiver a is for 6% and waiver b is for 4% of the total separation distances required. b. Population density is about 8,000 sq ft per bedroom on the subject lot. c. There are no lot shape or structural barriers to consider. The population at risk is a total of 6 bedrooms or 12 people, using 2 people per bedroom for 2 lots. The permeability of the soil beneath the septic tanks and soil adsorption fields is approximately 1"per 40 minutes or about 300 sq ft drainage area per bedroom. Because this distance is less tMn tl~e required 100 foot sep,~ration, it will be necessary to prepare an engtneedng analysis and apply for a ~,awer from the XeaJth ~p~rtment. be/'ore an approv~ certificate could ba issued. Contrary to the ~nfltcting l~or~t~ation reported In conlunction with the abovementioned earlier test. we did not find the ~'eptlc tank on the sublect lot to be within i O0 ~'eet o~' the well. The wastewatcr ~ispos~ system was installed In July of 1974 and consists of a 1000 ga~on, single comp~u'tmen[ concrete septic tank, followed by a 9 foot deep ~eepnge pit, with an effective ab;'orpt~on area of ;324 square feet. Although the septic tank was appropri:~tely size.:t lot up to t~ree bedrooms, the seepage pit was sized large enough for only two bedrooms. The implication of this is that the Health Department wXl not issue certificate of approv~l for more than two bedrooms, no matter how well it does in an adequacy test, u~til i~he absorption area is upgraded, To test the adequ ~cy of the system, we ran a total of 573 gallons of water directly into the seepage pit, ~]~l~,~ monitoring fluid levels there and in the septic tank, before, during and n~ter the flo~ of water was stopped. The initial f]uid depth tn the seepage pg ~as 3~3 inches, and ~e ad,iii Ion of 408 g~lons of water caused the fluid level to rise ! 6.5 inches, At no time did the fl~id back up into the septic tank, and ence ~he flcrw of water was ~topped, the fluid [e~'ei receded at a more than adequate rate for a ,:3 bedroom residence. At your request we have been performing work toward obtaining a Health Authority Approval (HAA) from the Municipality of Anchorage (MOA) for the above referenced property. Water samples collected on January 20, 1994 were submitted to Alaska Chemical and Geological Laboratory for analysis. Sample results show no bacteria present and a nitrate level of 2.8 mg/1. These results meet Municipal requirements. A flow test was performed on the well serving the referenced property on January 23, 1994. The static water level in the well was measured at 153 ft below the top of the well casing. A meter was connected to the water system and the flow was turned on full. An accoustical probe was used to determine the distance to water in the well. From this test we conclude the well is currently producing 6.6 gallons per minute with a 6 ft drawdown. This is less than the required separation distance of 100 ft required by the MOA.
