Box 196650 Anchorage, Alaska 99519-6650 Ref: Sewer Upgrade for Lot 11, Block 10, Mountain Park Estates Subdivision To whom it may concern: The existing 3 bedroom house is served by an onsite septic system, and a private well. The existing trench will not pass an adequacy test and must be upgraded (The house is currently for sale). Comments regarding the proposed upgrade are summarized as follows: 1. GENERAL: There are a number of site restrictions which limit the available area to put the septic system upgrade. These restrictions are summarized as follows: Test holes were excavated to the north and east of the house by both AWWC, Inc., and Anderson Engineering. Based upon the soils evaluation, it appears that the only suitable site for the new drainfield is to the east/northeast of the house. The protective well radius encompasses most of the lot. The location of the existing septic system, and the 10 foot setback from it consumes much of the area outside the protective well radius. . The asphalt driveway prevents utilization of a small portion of the area that is outside the 100 foot well radius. Much of the available space for the septic system has been disturbed by the excavation of two test holes (AWWC, Inc., and th~ by Anderson Engineering). From an engineering perspective, due to the limited area available for the upgrade, an innovative septic system, such has a Recirculating Upflow Filter (RUT) would be the preferred installation. However, such a system would probably cost about $21,000 to install. For obvious reasons, the homeowner would prefer to install a conventional system, since it would be much less expensive. It is possible to install a STEP tank and a conventional trench that would meet the minimum design requirements. The design is summarized as follows: 2. SOILS: On September 26, 1998, two test hole were excavated and percolation tests performed. Test hole #l was found to have fair/poor soils with limited depth (see attached soil 'log). We are proposing to use the area within the 30' radius of test hole #2 for the septic upgrade. As can be seen on the attached log for TH#2, the soil below the organic layer is a SM/GM material with impermeable pockets and sand pockets to a depth of approximately 12 feet (bottom of test hole). At a depth of 10.5 feet, the soil visually appeared to be impermeable; consequently the maximum depth of the system is 4.5 feet deep. No ground water was encountered at the time of excavation. A percolation test was performed between 5.0 feet and 5.5 feet, and determined the rate to be at 6.3 minute/inch. A test hole was performed adjacent to test hole #2 by Anderson Engineering. They determined the percolation rate, at a depth of 6 feet, to be 11 minutes per inch. This confirms the. 8 gpd/ft2 determined by AWWC, Inc. 3. TRENCH DESIGN: a. Soil Rating: 0.8 gallons/day/f~2 b. Number of Bedrooms: 3 c. Design Flow: 450 gallons per day d. Minimum Absorption Area: 563 ft2 e. Effective Depth: 3 feet f. Reduction Factor: .58 g. Width: 5 feet h. Length: 65.25. i. Effective absorption area = 5632 4. SURFACE WATERS: There are no surface waters within 100 feet of the proposed septic system. 5. TOPOGRAPItY: The grade in the vicinity of the trench has been changed significantly (due to excavation) from the original topography. Attached is drawing which is based upon aerial photographs taken in probably in the late 1970's, which shows the original ground topography.. It can be seen that the proposed trench is parallel to what previously had been the original contour line. It is our intent to place the new trench exactly 4.5 feet below the existing grade at the test hole. Due to the shallow depth of the system the final grade will be slightly mounded (about 12 inches high) at the south end of the trench. 6. TRENCH WILL CLOSER THAN 10 FEET FROM THE FOUNDATION: In order to stay away from the disturbed soil in the vicinity of the test holes, we are proposing to encroach upon the garage foundation with the new trench. At the closest point, the trench will be about 7 feet from the garage. Since the garage is slab on grade, and the excavation depth is so shallow, this encroachment should not undermine the foundation. 7. ANCHORAGE, ALASKA 99516 Dear Sirs: By means of this letter I wish to request a waiver of the required 100 foot separation dS stance bet-ween a private well and a septic tank, down to 95 feet for the subject- lot. Copies of relevant backup documents are enclosed. The well was completed on 7/11/79, and according to the driller's log has a total depth of 218 feet' and a yield of 20 gpm. Water was first encountered at 207 feet, and the aquifer is overlain by several silty strata, between 2 & 47 feet and between 79 & 135 feet'. The well is located near the top of a small knoll, and the house is situated between the well and the septic tank. On September 14, I conducted a flow test of the well. The initial static water level was 172 feet below the top of the casing, and steady pumping of over 900 gallons at 7.1 gpm caused the water level to be drawn down to 174 feet, but no further. Water samples taken on September 9 were satisfactory, showing no coliform colonies and 1.1 mg/1 Nitrate-N. The septic tank was installed on 10/15/79, and according to the as-built report' is a 1000 gallon, 2 compartment Greet tank. The approved as-built indicates the tank to be located 97 feet from the well. The soils log prepared in 1978 indicates the surficial soil to be slightly silty sandy grave], with no ground- water encountered to 16 feet. On September 14 I measured the horizontal separation distance between the well and the septic tank c.o. to be 97 feet; hence this waiver request for 95 feet is to allow for tank protruberance beyond the c.o. It is my opinion that the requested waiver can be granted without risk.
